Decision on functions, tasks and apparatus of the Department of Chemicals

The Minister of Industry and Trade signed Decision No. 534/QD-BCT on regulating the functions, tasks, powers and organizational structure of the Department of Chemicals.


On February 28, Minister of Industry and Trade Nguyen Hong Dien signed Decision No. 534/QD-BCT on regulating the functions, tasks, powers and organizational structure of the Department of Chemicals.

Location and function

The Department of Chemicals is an organization under the Ministry of Industry and Trade, performing the function of advising and assisting the Minister of Industry and Trade in state management and law enforcement of chemical activities; developing the chemical industry; organizing and managing public service activities in the fields and scope of management of the Department according to the provisions of law and decentralization and authorization of the Minister.

The Department of Chemicals has legal status, its own seal and account in accordance with the provisions of law; operating expenses are provided by the state budget and from other sources in accordance with the State's regulations.

International transaction name in English: Vietnam Chemicals Agency. Abbreviation: VINACHEMIA. Head office in Hanoi city.

Duties and Powers

Develop for the Minister of Industry and Trade to submit to competent authority for decision and promulgation. Submit to the Minister for approval and promulgation.

Perform the function of state management of investment in construction of projects and construction works (new construction, renovation, repair) specialized in chemicals (factories, workshops, warehouses, filling stations) according to the provisions of law, including: basic chemicals, petrochemicals, pharmaceutical chemicals, cosmetics, fertilizers, plant protection chemicals, electrochemistry, industrial gases, rubber, paint, printing ink, explosives, explosive precursors, other chemical products and chemical products in the industrial sector.

Preside over and coordinate with relevant agencies and units to organize appraisal and submit to the Ministry's leaders for approval the Chemical Incident Prevention and Response Plan.

Preside over the organization, coordination, participation in guiding and inspecting the implementation of legal documents, strategies, policies, plans, projects, programs for chemical industry development and regulations on chemical activities in the industrial sector under the management of the Ministry of Industry and Trade; propagate, disseminate and educate about the law on chemical activities...

Organizational structure

The apparatus assisting the Director includes: Office; Chemical Industry Development Department; Chemical Management Department.

Career unit: Center for Incident Response and Chemical Safety.

The establishment, reorganization or dissolution of units under the Department shall be considered and decided by the Minister of Industry and Trade upon the proposal of the Department Director.

Department Leader

The Department of Chemicals is led by a Director and Deputy Directors. The Director and Deputy Directors are appointed, dismissed, transferred, rotated, rewarded and disciplined by the Minister of Industry and Trade in accordance with the provisions of law.

The Director prescribes the functions, tasks, powers, and organizational structure of the units under the Department, and issues the Regulations on organization and operation of the Department according to the management decentralization of the Ministry of Industry and Trade.

The Director appoints, dismisses, transfers, rotates, rewards, and disciplines department-level or equivalent staff of the Department according to the provisions of law and the decentralization of personnel management of the Ministry of Industry and Trade.

The Director is responsible to the Minister of Industry and Trade and before the law for all activities of the Department; the Deputy Director is responsible to the Director and before the law for the assigned areas of work.

Validity and responsibility for implementation

This Decision takes effect from March 1, 2025 and replaces Decision No. 2631/QD-BCT dated December 2, 2022 of the Minister of Industry and Trade stipulating the functions, tasks, powers and organizational structure of the Department of Chemicals.

The Chief of the Ministry's Office, the Chief Inspector of the Ministry, the Directors of Departments, Bureaus and Heads of units under the Ministry are responsible for implementing this Decision.
