Major General Nguyen Huu Hop - Director of Quang Nam Provincial Police affirmed that dissolving district-level police is an important step to streamline the apparatus and improve operational efficiency according to the direction of the Ministry of Public Security.
On the afternoon of February 28, Quang Nam Provincial Police held a ceremony to announce the decision to dissolve district-level police and decisions to transfer and appoint leaders according to the new organizational model.
Accordingly, from March 1, Quang Nam officially dissolved 17 district-level police departments. The provincial police will take on 5 new state management tasks, including: network information security, aviation security, drug addiction treatment and post-treatment management, driver's license testing and issuance, and criminal records.
On this occasion, 16 officers at the level of department heads, district police chiefs and 53 deputy district police chiefs were mobilized to take up duties at professional departments under the Provincial Police. Previously, 23 officers, including 14 department heads, district police chiefs and 9 deputy department heads, deputy district police chiefs of Quang Nam voluntarily retired.
Major General Nguyen Huu Hop, Director of Quang Nam Provincial Police, affirmed that this is an important step to streamline the apparatus and improve operational efficiency according to the direction of the Ministry of Public Security.
"When transferring tasks to the provincial and communal levels, we will have to continue to perform the tasks better," Mr. Hop emphasized.
The Director of Quang Nam Police acknowledged the great contributions of the district-level police force in recent times. At the same time, he highly appreciated the sense of responsibility of many officers who, although still qualified for work, proactively applied for early retirement to facilitate the personnel arrangement process.
Major General Hop also requested the entire force to quickly take up new tasks, ensure security and order are not interrupted, and handle administrative procedures for people and businesses.
"We must promote a sense of responsibility, initiative, and creativity in advising, proposing, guiding, and directing commune-level police according to the "hand-holding, showing" mechanism and the spirit that functional departments must do "better, with higher quality" when not organizing district-level police," said Mr. Hop.
In addition, the reception and handover of work, documents, records, equipment and assets of police units and localities must be completed as soon as possible so that officers and soldiers can work with peace of mind in their new units.
