Deputy Minister of Education: 'Graduation exam questions have differentiation for university admission'

The high school graduation exam will focus on application, high application, and differentiation so that 60% of universities will use it for admission.

Before the 2023 high school graduation exam, Deputy Minister of Education and Training Pham Ngoc Thuong, Head of the National Steering Committee for the exam, answered VnExpress about the preparation and orientation of the exam questions.

- More than one million candidates will take the high school graduation exam on June 28-29. How does the Deputy Minister evaluate the preparation work of localities?

- Organizing the high school graduation exam is an annual task that the education sector has determined to require the highest level of focus, and cannot be subjective or negligent. The preparation stage is the decisive stage for the success of the exam.

The exams in recent years have been decentralized, with the People's Committees of provinces and cities directing the organization and taking full responsibility. Through direct work and reports sent back, I see that localities have proactively prepared carefully.

Localities have developed scenarios and contingency plans for natural disasters, floods, epidemics, traffic, fire prevention and fighting, electricity supply, etc. to promptly respond during exam days. In addition, students are organized to review and take mock exams; support is provided to ensure that no candidate is unable to take the exam due to financial or travel difficulties.

All towards a safe, serious, fair, objective and regulated exam.

- In your opinion, what are the advantages and disadvantages of this year's exam?

- The first advantage to mention is that the basic exam remains stable as last year. The exam regulations are revised and supplemented based on previous years with some adjustments to enhance security and safety factors and ensure the highest benefits for candidates.

After three years of exams being held in the context of Covid-19 with many difficulties, this is the first year the exams have returned to normal, even the exam time is still at the end of June as before the pandemic. Grade 12 students taking the exam this year have had a full final year of in-person learning.

However, this generation of students has had two years affected by the pandemic, so schools must increase review sessions so that students can have the best knowledge and mindset.

Another difficulty that may arise is subjectivity because this work has been done for many years; subjectivity from preparing means and equipment to checking and supervising processes. This has been thoroughly understood by the Ministry of Education and Training and the National Steering Committee.

The problem of using sophisticated, high-tech equipment to cheat is also one of the difficulties in ensuring the safety and seriousness of the exam.

In addition, the exam is organized on a large scale, at the same time with the participation of more than one million candidates, about 250,000 people working on the exam organization, organized in different terrains, so the work of ensuring security and safety needs to have a plan and solution. Extreme weather conditions, harsh weather, heat, power shortages... will be difficulties that require contingency plans.

- Cheating on exams using high-tech devices has been a concern for many years. What instructions does the Ministry of Education and Training have on preventive measures?

- Cheating in exams using high-tech devices has been warned by the Ministry of Education and Training and the Ministry of Public Security, and many solutions have been proposed to prevent and minimize it to the highest extent.

The important solution is to propagate and raise awareness not only for candidates, parents, teachers but also for the whole society. The purchase and use of these devices not only violates the exam regulations but also violates the law and will be handled according to current regulations.

The police have detected and handled many cases of high-tech equipment trafficking. Before the annual exam, the professional units of the Ministry of Public Security and local police provide information and thoroughly train exam invigilators on how to proactively detect and identify candidates carrying and using high-tech equipment.

When exam invigilators receive full information from training, grasp warnings, identify and perform assigned tasks with the highest responsibility, detecting and preventing exam cheating is possible.

- In addition to the purpose of graduation, high school graduation exam scores are also used by most universities and colleges for admission. What is the Ministry of Education's viewpoint on exam questions?

- High school graduation exam results are used to consider graduation recognition and evaluate the quality of general education. In addition, over 60% of universities use this exam score for admission.

With such characteristics, the orientation of the exam will ensure the levels of recognition and understanding. Students need to have a firm grasp of the basic knowledge of the program, mainly grade 12. At the same time, the exam will pay attention to the level of application, high application, and appropriate differentiation for schools to use as a basis for admission.

In early March, the Ministry of Education and Training announced sample exam questions for schools, teachers, and students to review. All work related to the exam questions is guaranteed to be absolutely safe and accurate.

- Before the exam day, do you have any notes for candidates, parents and exam invigilators?

- 2023 is the fourth year that the high school graduation exam is held and the first year that the pandemic is no longer complicated. However, this year's students will still be affected by the Covid-19 epidemic.

I have worked with many localities and met students during the days of intensive exam preparation. The atmosphere and spirit of the students are remarkable. I hope that they will bring this spirit into the exam to achieve the best results.

For parents, in addition to caring for and encouraging their children to be calm and confident, I hope parents will remind them to follow the exam regulations to avoid any disadvantages in terms of results.

For the invigilators and exam takers, I would like to reiterate the spirit of "4 rights - 3 no's" that the Ministry of Education and Training has thoroughly implemented. "4 rights" are: following the regulations and instructions for the exam; following all procedures, not omitting any procedures; following the assigned positions and responsibilities; being on time, promptly handling unusual situations. "3 no's" are not being subjective; not arbitrarily handling unusual situations; not being overly stressed or pressured.
