The Ministry of Education and Training has just issued the Regulations on High School Graduation Exams from 2025. Compared to before, the 2025 High School Graduation Exam has many new points: Changing the format and structure of the exam; there will be only 3 exam sessions, reducing 1 session with 2 subjects compared to last year; eliminating the addition of points for vocational certificates, information technology, foreign languages; allowing foreign candidates to use Vietnamese certificates to be exempted from the literature exam in the consideration of high school graduation recognition...
Change the exam structure format
On December 26, providing information on the above issue, Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that the high school graduation exam from 2025 will not only test knowledge but will focus more on assessing the ability to apply knowledge into practice.
Accordingly, there will be many questions built from real-life situations in science and society, helping candidates clearly see the connection between the knowledge they have learned and the world around them.
High school graduation exam results are used for many different purposes, including recognition of high school graduation, re-evaluation of the teaching and learning process, and for universities and vocational education institutions to use for admission in a spirit of autonomy. Therefore, the exam will be designed to clearly differentiate between groups of candidates.
Specifically, the change in the structure format is more suitable for assessing learners' abilities. The new structure format also contributes to increasing the differentiation of the test, especially the new formats of true/false and short answer.
The 2025 exam distributes the ratio of questions at the levels of knowledge, understanding, and application as 4:3:3. It can be seen that with a knowledge and understanding ratio of about 70%, it will lean towards the graduation goal, while a comprehension and application ratio of about 60% will have a good differentiation effect for admission purposes.
A notable new point is that the literature subject may use materials other than textbooks when constructing the exam. This helps assess students' ability to read, understand and perceive texts in real-life situations, avoiding rote learning or mechanical memorization. Materials may include passages, poems, or situations related to current events and social life.
Reduce exam subjects
Specifically, the 2025 high school graduation exam is scheduled to take place on June 26-27. From 2025, the exam will be held in 3 sessions, each session will include the following subjects: literature, math, and optional exams.
Firstly, compared to previous years, candidates will have one less session and two fewer subjects. Candidates will be arranged according to their own test combinations to optimize exam rooms and scores.
In addition to the two compulsory subjects (literature and math), candidates can choose the remaining subjects to be studied in grade 12, including: foreign languages, history, physics, chemistry, biology, geography, economic and legal education, information technology, and technology.
This is the first year that information technology and technology (industry, agriculture) have become graduation exam subjects.
The literature subject will be tested in essay format with a time limit of 120 minutes. The remaining subjects will be tested in multiple choice format, in which the math subject will have a time limit of 90 minutes, the remaining subjects will have a time limit of 50 minutes.
Use both 11th and 12th grade transcripts
Second, the exam regulations also stipulate that the combination of process assessment scores (report cards) and exam results will be used in considering graduation recognition at a ratio of 50-50.
The average grade point average for each year is calculated based on weights. In addition, the grade point average for grades 10 and 11 is also used (with a smaller weight than grade 12) instead of only grade 12 scores as before. This change has the effect of promoting teaching and learning right from when students enter high school.
Transporting exam questions via encrypted transmission line of Government Cipher Committee
The third important new point is that for the first time, the high school graduation exam has an additional method of transporting exam questions in 63 provinces and cities through the encrypted and secure transmission system of the Government Cipher Committee.
The Ministry of Education and Training believes that this new method of transporting exam papers helps to transfer original exam papers quickly and promptly, reducing the time and personnel required to transport exam papers as with the traditional method currently applied.
This is an early, remote and important preparation step in implementing the exam plan according to the announced roadmap for converting the form from paper-based exams to computer-based exams.
Foreign language certificates are not converted into 10 points.
The fourth new point is that from 2025, foreign language certificates will continue to be used to exempt exams in graduation recognition consideration, but will not be converted into 10 points in graduation recognition consideration as before.
According to the Ministry of Education and Training, this is to encourage foreign language learning but ensure more fairness in graduation exams. For example, previously, students with an IELTS 4.0 certificate were also converted to a score of 10, just like students with an IELTS 8.5 score.
Eliminate vocational certificate points
Fifth, the Ministry of Education and Training will eliminate the bonus points for vocational certificates for all candidates; and eliminate the bonus points for IT certificates, foreign languages, and vocational secondary school certificates for candidates in continuing education. This change is to conform to the 2018 general education program and at the same time create equality, because students graduating from both formal and continuing education systems are all awarded the same type of graduation certificate.
Allow foreigners to use Vietnamese language certificates to be exempted from the literature exam
The 6th new point, from 2025, the Ministry of Education and Training will allow foreign candidates to use Vietnamese language certificates to be exempted from the literature exam in the recognition of high school graduation.
The Ministry of Education and Training said that this change is to facilitate the recognition of graduation for foreigners studying general education programs in Vietnam, while still ensuring basic knowledge of literature through studying literature in class and taking exams to obtain Vietnamese language certificates.
In 2025, the high school graduation exam will have two types of exam questions. 12th graders will take the exam with questions set according to the 2018 general education program. Independent students who have studied the old program but have not graduated will take the exam with questions set according to the old general education program.
From 2026, the Ministry of Education and Training will organize the high school graduation exam with a single type of exam according to the 2018 general education program.
