Professor Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said: The 2025 high school graduation exam has new points compared to previous exams. Specifically, this year's exam will not only test knowledge but also focus more on assessing the ability to apply knowledge in practice. Accordingly, there will be many questions built from real-life situations in life, science, and society, helping candidates clearly see the connection between the knowledge they have learned and the world around them.

The results of the high school graduation exam are used for many different purposes, including recognition of high school graduation, re-evaluation of the teaching and learning process, and for universities and vocational training institutions to use for admission in a spirit of autonomy. Therefore, the exam will be designed to clearly differentiate between groups of candidates.

"A notable new point is that the literature subject may use materials other than textbooks when developing exam questions. This helps assess students' ability to read, understand and perceive texts in real-life situations, avoiding rote learning or mechanical memorization. Materials may include paragraphs, poems, or situations related to current events, social life...", Mr. Chuong shared.

REVIEW GUIDELINES ACCORDING TO THE NEW PROGRAM

Regarding the orientation of reviewing for exams according to the new way of making questions, Associate Professor Nguyen Xuan Thanh, Director of the Department of Secondary Education (Ministry of Education and Training), said: The 2018 general education program aims to form the capacity and qualities of learners and the test and exam questions also aim at this purpose. Therefore, right at the review stage, students need to be aware of what each topic/lesson requires learners to achieve and what problems the content learned can be applied to solve in practice. "Students need to pay attention to systematizing knowledge themselves, not copying from others or asking others to do it for them," said Mr. Thanh.

According to Associate Professor Nguyen Xuan Thanh, the process of systematizing knowledge is the process of self-study to master knowledge in relation to other knowledge in the program as well as the applications of practical knowledge, thereby helping students to remember deeply and also understand which parts they understand for sure, which parts are still weak, unclear to review further or ask teachers for support and further explanation. In addition to systematizing knowledge (theory), students need to do exercises. There is no need to do too many, do not do advanced exercises that are challenging but stick to the core content. How to ensure the number of exercises is as small as possible but covers all types/requirements.

Circular 29 regulating extra teaching and learning took effect almost halfway through the second semester, the time when schools were in the final exam preparation phase. Therefore, anxiety and the feeling of being "left hanging" were inevitable for many students and their parents.

However, the reality shows that schools and localities are trying to find ways to minimize the impact on students' review and exam preparation. Luu Hoang High School (Hanoi) said that from the beginning of the school year, they organized for students to register for high school graduation exam subjects and built a review plan suitable for each class and student based on the students' voluntary spirit. Most of them teach regular classes in parallel with review and exam preparation to avoid overloading both teachers and students, and students do not have to pay fees.

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, shared: "The guiding viewpoint of the Department of Education and Training is that final year students voluntarily register to review for entrance exams and graduation exams according to the school's education plan. Ensuring that students have sufficient knowledge and skills according to regulations is the responsibility of the school and teachers. Most teachers of schools in Hanoi are making efforts to support students to meet the requirements of the new program, there are many good models and initiatives in tutoring weak and poor students as well as improving the quality of exams."

"In order to increase resources for schools, the Hanoi Department of Education and Training is actively proposing that competent authorities and the City People's Council issue resolutions to support funding for students to review their studies," Mr. Cuong added.

The leaders of the Nam Dinh Department of Education and Training also said that they have given specific instructions on this issue, requiring schools to assign teachers to ensure the maximum teaching quota. Priority is given to arranging teachers with good capacity to teach exam preparation classes...

Similarly, the Vinh Phuc Department of Education and Training requested: "School principals encourage and motivate teachers to develop plans, proactively coordinate with parents to help students review, manage students outside of school hours, consolidate knowledge, and proactively balance the allocated budget, adjust and supplement internal spending regulations to support teachers in teaching high school graduation exam review."

What will happen to students who retake the high school graduation exam this year?

Ensuring the rights of students studying the old General Education Program (not studying under the 2018 General Education Program) is an issue of concern to many people.

Professor Huynh Van Chuong shared: In the Circular promulgating the Regulations on High School Graduation Exams from 2025, there are separate transitional provisions on this issue. Specifically, in 2025, the Ministry of Education and Training will organize the development of 2 sets of exam questions (1 set of exam questions according to the 2006 General Education Program, 1 set of exam questions according to the 2018 General Education Program). Candidates who studied under the 2006 Program and before, and have not yet graduated, will be able to take the exam with exam questions built according to the 2006 Program (similar to the exam questions in 2024 and previous years).

Candidates who studied under the 2006 Program, have graduated from high school but wish to take the exam in 2025 to get the results for university and college admission can choose to take the exam according to the 2006 Program or the 2018 Program. The organization of the exam for candidates taking the exam according to the 2006 Program will be kept stable as in 2024.

Regarding the number of subjects, to be considered for high school graduation, candidates taking the 2006 Program must follow the old exam regulations, so they still have to take 6 subjects instead of 4 subjects as in the new regulations.
