Specifically, the following units will be established: Department of Home Affairs on the basis of merging the Department of Home Affairs and the Department of Labor, Invalids and Social Affairs; Department of Finance on the basis of merging the Department of Finance and the Department of Planning and Investment; Department of Construction on the basis of merging the Department of Construction and the Department of Transport; Department of Science and Technology on the basis of merging the Department of Science and Technology and the Department of Information and Communications; Department of Culture, Sports and Tourism on the basis of merging the Department of Culture and Sports and the Department of Tourism; Department of Agriculture and Environment on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment; Department of Ethnic Minorities and Religions on the basis of the Ethnic Minorities Committee and receiving the functions and tasks in the field of religion and belief from the Department of Home Affairs.
Quang Ninh also reorganized specialized agencies under the Provincial People's Committee.
