Phu Binh district is located in the southern growth pole of the province, and is a “promised land” attracting many businesses interested in exploring investment opportunities. In order to facilitate business operations, the district has recently implemented many synchronous and flexible solutions to create an open, dynamic and transparent investment environment.

Phu Binh is a locality with a favorable geographical location, close to rapidly developing provinces and cities such as Bac Giang and Hanoi. There are important traffic routes running through the district, such as: National Highway 37, Ring Road V of Hanoi Capital Region, provincial roads 261, 261C, 266, 269B, etc.
Regarding human resources, currently the number of people of working age accounts for about 60-70% of the population, which is the locality's advantage in attracting investment. Along with that, the locality has 6 industrial parks and 8 industrial clusters (ICs) with approved planning, including Diem Thuy Industrial Park and Kha Son IC which have come into operation.
Taking advantage of the above advantages, the work of attracting and improving the investment environment has been directed by the Phu Binh District Party Committee and People's Committee with many synchronous solutions. One of the important solutions is to promote propaganda and information about the list of local investment attraction projects on mass media.
Specifically, the district is calling for investment in infrastructure development for residential and urban projects; high-tech agricultural production; trade and service infrastructure... Through propaganda work, enterprises can fully and accurately access local development orientations to research and invest in projects.
The District Party Committee and People's Committee regularly organize meetings to encourage businesses; organize dialogues to discuss and resolve problems in various fields. In 2024 alone, the District Party Committee and People's Committee organized 2 dialogues with businesses inside and outside the locality.

At these meetings, business representatives requested district leaders to direct and remove obstacles in site clearance for a number of projects; continue to improve the efficiency of administrative procedure settlement... Those recommendations were answered and clarified by Phu Binh district leaders; at the same time, solutions were deployed to accompany businesses to invest and implement projects smoothly.
The District People's Committee directs to accelerate the progress of site clearance for projects whose land is recovered by the State so that investors can soon have a clean site for infrastructure construction; the Land Fund Development Center coordinates with specialized departments and local authorities to carry out the site clearance process according to regulations. The leaders of the District People's Committee also regularly go to the grassroots to grasp the situation and urge the progress of site clearance.
Currently, residential projects have been and are being cleared according to plan. The industrial parks are being implemented to ensure the set progress, in which the Hanh Phuc - Xuan Phuong industrial park has cleared 97% of the area, and the Bao Ly - Xuan Phuong industrial park has completed the clearance.

In addition, Phu Binh also promotes administrative reform to ensure publicity and transparency. Specifically, in order to improve the quality of the district's Reception and Results Department, the District People's Committee has directed specialized departments and branches to uniformly receive documents using administrative procedure control forms. Thereby, reviewing the progress of receiving and processing documents of each officer. Specialized departments also assign competent and qualified civil servants to directly receive documents at the one-stop department.
Online public services are also effectively implemented. Every year, the District People's Committee mobilizes cadres and civil servants, especially those in charge of receiving and handling administrative procedures, to attend training courses to improve their professional skills. Up to now, 100% of cadres and civil servants in the area are proficient in using computers; 100% of cadres on duty at the one-stop department have proficiently operated application software to handle administrative procedures.
In addition, the District People's Committee also directed specialized departments to strengthen propaganda on administrative reforms, including online public services, in many forms so that officials, people and businesses can clearly understand and voluntarily implement them.
In 2024, the rate of online public service records of Phu Binh will reach 96.93% (an increase of 18.43% compared to 2023); the rate of digitalization of records will reach 94.89%; the number of records resolved before and on time will reach 99.4% (an increase of 1.9% compared to 2023).
Thanks to synchronous solutions, Phu Binh's Department, Sector, and Local Competitiveness Index (DDCI) has been improved. From being ranked last among 9 districts, by 2024, according to the results announced by the Provincial People's Committee, the district's DDCI has risen to 6th place.
Discussing the locality’s support for enterprises, Mr. Duong Quang Hoa, Director of Hoa Phat Thai Nguyen Company Limited, Chairman of Phu Binh Business Association, shared: From the regular meetings and dialogues of the District Party Committee and the District People’s Committee, enterprises have timely answers to their difficulties and problems. At the same time, we also have the opportunity to access information on mechanisms and policies to attract investment and the development orientation of the district. From there, we can build appropriate investment and production plans and achieve high efficiency.
The improved investment environment has helped Phu Binh become an attractive destination for investors. Since the beginning of the term, the district has attracted 27 investors to carry out projects to build infrastructure for industrial zones, industrial parks, residential areas, and urban areas.
In the coming time, in order to continue improving the quality of the investment environment, the District People's Committee will synchronously implement administrative reform solutions; prepare necessary conditions in terms of infrastructure, land, and human resources for businesses to operate smoothly in the area. At the same time, it commits to accompany investors in the project implementation process to promptly remove difficulties and obstacles.
