Urge and request the People's Committees of districts and units assigned as investors to submit a written proposal to transfer the source (if disbursement is not timely) to 2025 so that the Ethnic Committee can coordinate with the Department of Planning and Investment and the Department of Finance to submit to the Provincial People's Committee to issue a decision to transfer the source; review the list of additional and replacement prestigious people among ethnic minorities in the province; summarize the results of implementing policies for prestigious people among ethnic minorities according to Decision 28/2023/QD-TTg dated November 23, 2023 to report to the Provincial People's Committee and the Ethnic Committee.
The Ethnic Committee has also completed the procedures and documents for settlement and disbursement of the contents of the National Target Program 1719 for which the Ethnic Committee was assigned as the investor.
In particular, the Ethnic Committee has completed the plan to establish the Department of Ethnic and Religious Affairs and sent it to the Department of Home Affairs to submit to the Provincial People's Council for promulgation of a Resolution on establishment. On February 18, 2025, the Provincial People's Council issued Resolution No. 395/NQ-HDND on the establishment of the Department of Ethnic and Religious Affairs on the basis of the Ethnic Committee taking over the functions, tasks, and organization of the state management apparatus on religion from the Department of Home Affairs.
According to the Resolution, the Department of Ethnic Minorities and Religions of the province will come into operation from March 1, 2025. On February 19, 2025, the Chairman of Lam Dong Provincial People's Committee issued Decision No. 347/QD-UBND, appointing Ms. Cil Bri, Head of the Ethnic Minorities Committee, as Director of the Department of Ethnic Minorities and Religions of the province, from March 1, 2025.
In March 2025, one of the key tasks of the agency is to advise the Provincial People's Committee to promulgate functions and tasks when the Resolution of the Provincial People's Council takes effect and the Department of Ethnic Minorities and Religions comes into operation; assign leadership tasks of the Department; reorganize headquarters, people, assets and reassign tasks to Departments and Offices under the Department of Ethnic Minorities and Religions.
At the same time, the agency continues to closely coordinate with the Department of Finance to advise the Provincial People's Council to issue a Resolution on capital allocation and the Provincial People's Committee to issue a Decision on allocating career capital in 2025 to implement the National Target Program 1719 after receiving the Decision on capital allocation from the central ministries and branches; urge the assigned units and localities to promptly allocate funds (when the Provincial People's Committee issues an allocation decision) and develop a plan to organize the implementation of projects under the National Target Program 1719 in 2025; continue to deploy and accelerate the disbursement of capital in 2024 to implement the contents of the Program that have been transferred to 2025.
According to the appointment decisions signed by the Chairman of Lam Dong Provincial People's Committee on the same day, February 19, 2025, Mr. Do Woang Ya Guong, Deputy Head of the Ethnic Minorities Committee, holds the position of Deputy Director of the Provincial Department of Ethnic Minorities and Religions; receiving and appointing Ms. Nguyen Thi Phuong Thao, Permanent Deputy Secretary of the Party Committee of the Provincial Agencies Bloc, to hold the position of Deputy Director of the Provincial Department of Ethnic Minorities and Religions.
