The Ministry of Finance has just issued an official dispatch stipulating the functions, tasks, powers and organizational structure of the Tax Department and the Customs Department.

According to the official dispatch, Decision 381/QD-BTC clearly states that the Tax Department is organized from the central to local levels according to a 3-level model: Tax Department, branches and tax teams.

The Tax Department has 12 units at the Central level, including the Office; International Tax and Policy Department; Legal Department; Tax Operations Department; Tax Budget, Accounting and Statistics Department; Taxpayer Support and Compliance Management Department; Technology, Digital Transformation and Automation Department; Inspection and Examination Department; Personnel Organization Department; Finance and Administration Department; Large Enterprise Tax Department; E-commerce Tax Department.

Local Tax Departments are organized into 20 regions located in the provinces of Hanoi, Ho Chi Minh City, Hai Phong, Hung Yen, Hai Duong, Bac Giang, Thai Nguyen, Phu Tho, Son La, Nghe An, Ha Tinh, Da Nang, Khanh Hoa, Dak Lak, Ba Ria-Vung Tau, Binh Duong, Long An, Ben Tre, Can Tho, Kien Giang.

Tax Teams of districts, towns, cities under provinces, centrally run cities, inter-district Tax Teams (collectively referred to as District-level Tax Teams) under Regional Tax Departments. The number of District-level Tax Teams shall not exceed 350 units.

In Decision 382/QD-BTC, it is stated that the Customs Department is organized from the central to local levels according to a 3-level model: the Customs Department, branches, and border gate and border gate customs. The Customs Department has 12 units at the central level, including the Office; Legal Department; Personnel Organization Department; Inspection and Control Department; Finance and Administration Department; Customs Management and Supervision Department; Customs Tax Department; Risk Management Department; Information Technology and Customs Statistics Department; Customs Inspection Department; Anti-smuggling Investigation Department; Post-clearance Inspection Department.

Local Customs Branches are organized into 20 regions located in the provinces of Hanoi, Ho Chi Minh City, Hai Phong, Hung Yen, Bac Ninh, Lang Son, Lao Cai, Quang Ninh, Quang Binh, Thanh Hoa, Ha Tinh, Da Nang, Khanh Hoa, Dak Lak, Ba Ria-Vung Tau, Binh Duong, Long An, Dong Nai, Can Tho and Dong Thap.

Border gate customs, outside border gates directly under the Regional Customs Sub-Department, no more than 165 units. These decisions take effect from March 1.

The Government has also issued Decree No. 29/2025/ND-CP stipulating the functions, tasks, powers and organizational structure of the Ministry of Finance. Accordingly, after the merger, the Ministry of Finance has 35 focal points with administrative organizations to assist the Minister in performing the state management function, including: Department of National Economic Synthesis; Department of State Budget; Department of Investment; Department of Finance and Sectoral Economics; Department of National Defense, Security, Special (Department I); Department of Local and Territorial Economy; Department of Planning Management; Department of Financial Institutions; Department of Organization and Personnel; Department of Legal Affairs; Inspectorate; Office; Department of Debt Management and Foreign Economic Relations; Department of Public Asset Management; Department of Bidding Management; Department of Tax, Fee and Charge Policy Management and Supervision; Department of Insurance Management and Supervision; Department of Accounting and Auditing Management and Supervision; Department of Price Management; Department of State Enterprise Development; Department of Private Enterprise and Collective Economy Development; Foreign Investment Department; Financial Planning Department; Information Technology and Digital Transformation Department; Tax Department; Customs Department; State Reserve Department; Statistics Department; State Treasury; State Securities Commission.

Along with that, there are 4 public service units including: Institute of Strategy and Economic-Financial Policy; Finance-Investment Newspaper; Economics-Finance Magazine; Academy of Policy and Development, Vietnam Social Security is a special unit under the Ministry of Finance.

The Decree clearly states that the Department of National Economic Synthesis has 3 divisions; the Department of State Budget has 4 divisions; the Department of Investment has 4 divisions; the Department of Finance and Industry Economics has 4 divisions; the Department of Local and Territorial Economy has 4 divisions; the Department of Financial Institutions has 4 divisions; the Department of Organization and Personnel has 6 divisions; and the Department of Legal Affairs has 4 divisions.

The Tax Department is organized and operates at 3 levels, including: Tax Department (12 units); 20 Regional Tax Branches; 350 Inter-district Tax Teams.

The Customs Department is organized and operates at 3 levels: Customs Department (12 units); 20 regional Customs Branches; 165 border gate/outside border gate Customs offices.

The State Reserve Department is organized and operates at 2 levels: State Reserve Department (7 units); 15 regional State Reserve Sub-Departments (with a total of no more than 171 warehouse points).

The General Statistics Office is organized and operates at 3 levels: General Statistics Office (14 units); 63 General Statistics Offices; 480 Inter-district Statistical Teams. The State Treasury is organized and operates at 2 levels: State Treasury (10 units); 20 regional State Treasury (with a total of no more than 350 Transaction Offices).

Vietnam Social Security is organized and operates at 3 levels: Vietnam Social Security (14 units); 35 regional Social Security; 350 inter-district Social Security.

The Minister of Finance is responsible for organizing and arranging for the Tax Department, Customs Department, State Reserve Department, Statistics Department, State Treasury, State Securities Commission, and Vietnam Social Security to operate under the new model within a maximum period of 3 months from the effective date of this Decree, that is, from March 1./.
