Every March, the Vietnam Maritime Administration must submit a request to publish an updated list of ports and wharves belonging to Vietnamese seaports.
The Government has just issued Decree 34/2025 amending and supplementing a number of articles of the Decrees on the maritime sector, including adjusting a number of regulations related to the announcement of the list of ports and wharves belonging to Vietnamese seaports.

According to the new Decree effective from April 10, 2025, every March (instead of every 5 years as currently prescribed), the Vietnam Maritime Administration (now the Vietnam Maritime and Inland Waterways Administration) will prepare and send a set of documents to the Ministry of Transport (now the Ministry of Construction) requesting the announcement of an updated list of ports and wharves belonging to Vietnamese seaports.
The Ministry of Construction receives the dossier. If the dossier is invalid, it will guide the Vietnam Maritime and Waterways Administration to complete the dossier according to the provisions of this Decree.
If the dossier is valid, no later than 7 working days from receiving the dossier, the Minister of Construction shall issue a Decision to promulgate the List of ports and wharves belonging to Vietnamese seaports and update it on the Ministry of Construction's Information Portal.
The dossier includes: A proposal to promulgate the List of ports and wharves belonging to Vietnamese seaports and a draft List of ports and wharves belonging to Vietnamese seaports.
Thus, according to the new regulation, the Ministry of Construction will directly issue a Decision to announce the List of ports and wharves belonging to Vietnamese seaports based on the records of the Vietnam Maritime and Waterways Administration, instead of the Prime Minister considering and announcing the List of ports and wharves as per current regulations.
The Vietnam Maritime Administration is responsible for organizing the construction and updating of the database of seaports, seaport terminals and shipping lanes.
The budget for building and updating the database of seaports, seaports and shipping lanes is taken from the regular expenditure budget for economic and transport services and other legal funding sources.
