The Ministry of Transport has just issued a decision regulating the functions, tasks, powers and organizational structure of the Vietnam Road Administration. The decision officially takes effect from March 10, 2025.
After merging with the Vietnam Expressway Administration, the Vietnam Road Administration performs the function of advising the Minister of Construction on state management, organizing the enforcement of laws on road transport nationwide and organizing the implementation of public services on road transport according to the provisions of law.
Vietnam Road Administration has legal status, a seal with the national emblem, its own account at the State Treasury, and is headquartered in Hanoi.
The current headquarters of the Vietnam Road Administration is at Lot D20, Ton That Thuyet Street, Cau Giay, Hanoi.
Also according to the decision of the Ministry of Construction, after the merger, the Vietnam Road Administration will inherit all tasks of the Vietnam Road Administration and the Vietnam Expressway Administration.
Accordingly, this unit will develop legal documents, mechanisms, policies, planning, and plans; develop standards, regulations, and economic-technical norms; organize implementation and inspect implementation.
Carry out construction investment management work as decentralized, authorized or assigned by the Minister; carry out road infrastructure projects in the form of public-private partnerships; manage, exploit, use and maintain road infrastructure.
The Vietnam Road Administration also performs state management of driver training and road transport; organizes traffic and ensures road traffic safety; organizes propaganda and dissemination of legal regulations on road transport; performs specialized inspection tasks of road transport...
Regarding the leadership structure, the Vietnam Road Administration has 1 director and 6 deputy directors, of which Mr. Bui Quang Thai holds the position of director.
Regarding the organizational structure, after the arrangement, the Vietnam Road Administration has 15 advisory units including: Office; Personnel Organization Department; Science, Technology, Environment and International Cooperation Department; Planning - Finance Department; Public Investment Management Department; Traffic Management and Organization Department; Management and Maintenance Department; Transport Management Department; Legal - Bidding Department; Appraisal Department; Quality Management Department; Road Management Areas I, II, III, IV.
The advisory organizations of the Road Administration were formed on the basis of 8 advisory departments and the Road Construction Investment Management Department of the former Vietnam Road Administration and 5 advisory departments of the Vietnam Expressway Administration.
Affiliated units include: Road Engineering Center; Road Transport College and Project Management Boards 3, 4, 5, 8.
