According to the special correspondent of the Vietnam News Agency, on the afternoon of March 12, within the framework of the official visit to the Republic of Singapore, General Secretary To Lam and the high-ranking Vietnamese delegation visited the Lee Kuan Yew School of Public Policy (National University of Singapore) and delivered a policy speech titled "Vietnam's policy on science, technology, innovation and digital transformation development in the new era and opportunities for Vietnam - Singapore cooperation".

In his welcoming speech, Professor Tan Eng Chye, President of the National University of Singapore, expressed that the official visit to the Republic of Singapore by General Secretary To Lam and his wife, along with the high-ranking Vietnamese delegation, is of great significance, marking a new step forward in the bilateral relationship between Vietnam and Singapore. The two sides have upgraded their Comprehensive Strategic Partnership, so it is necessary to strengthen closer and more substantive cooperation in many areas of shared potential and strength.
According to Professor Tan Eng Chye, the National University of Singapore has many cooperative activities with many universities around the world, including Vietnam, focusing on a number of areas such as improving the leadership capacity of staff, supporting start-up businesses to seize development opportunities, etc. The school hopes that in the coming time, the schools will continue to strengthen cooperation for the development of the two countries.
Senior Minister and Coordinating Minister for National Security Teo Chee Hean shared his pride in the academic achievements of Vietnamese students who studied at the National University of Singapore. According to him, they are all studious students. General Secretary To Lam's official visit to Singapore this time will further inspire students studying at the school to continue to strive for better academic results.
According to Minister Teo Chee Hean, in recent years, Vietnam has achieved many important achievements in economy, society and international integration, and people's lives have been constantly improved. Vietnam has gradually affirmed its position as a dynamically developing economy and has been raised to a higher level. The poverty rate has decreased significantly. Growth has relied more on science and technology, innovation. The fields of education and training, science and technology, health care... have all had remarkable developments. Cultural, social and human development has made much progress.
Minister Teo Chee Hean said that the above results are the foundation and important conditions for Vietnam to realize its strategic vision, enter a new era, the era of national development, and build a strong and prosperous Vietnam. He hoped that the two sides would continue to strengthen effective cooperation in the coming time.
Delivering a policy speech to a large number of professors, lecturers and students of the school, General Secretary To Lam emphasized that the two countries are living in the midst of unprecedented rapid changes in the digital age, the 4th Industrial Revolution with breakthroughs in artificial intelligence (AI), big data, the Internet of Things, etc. All of these are reshaping the way we live, work and connect.

In his speech, General Secretary To Lam shared three contents: Vietnam's strategic vision on science, technology and innovation; Vietnam's philosophy on cooperation and development in the digital age; and lessons from Vietnam - Singapore cooperation and the long-term significance of this relationship.
General Secretary To Lam said that Vietnam has identified science, technology and innovation as key driving forces for national development. Vietnam's goal is to become a modern industrialized country by 2030 and a developed country with high income by 2045 - the 100th anniversary of the founding of the country. To achieve these goals, there is no other way than to promote the development of science and technology, innovation and implement the national digital transformation strategy. This is the "golden key" to help the country overcome the middle-income trap, avoid the risk of falling behind and catch up with the times. Developing science and technology, innovation and digital transformation is not an optional choice, but a vital path to realizing national aspirations.
General Secretary To Lam also shared some of Vietnam's viewpoints and approaches, identifying the development of science, technology, innovation and national digital transformation as the top important breakthrough, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity; strengthen the comprehensive leadership of the Party, promote the combined strength of the entire political system, the active participation of entrepreneurs, enterprises and people in the development of science, technology, innovation and national digital transformation; institutions, human resources, infrastructure, data and strategic technology are the key and core contents...; develop rapidly and sustainably, gradually become autonomous in technology, especially strategic technology; ensure national sovereignty in cyberspace; Ensuring network security, data security, and information security of organizations and individuals is a continuous and inseparable requirement in the process of developing science, technology, innovation, and national digital transformation.

General Secretary To Lam emphasized that Vietnam and Singapore have many similarities and complement each other. Singapore has strengths in advanced technology, management experience and investment capital; while Vietnam has advantages in abundant human resources, a large market and great development potential. This is a solid foundation for mutually beneficial cooperation.
With that in mind, the General Secretary proposed a number of key areas in which the two countries can promote cooperation in the coming time, such as strengthening cooperation in scientific research projects; promoting extensive and comprehensive cooperation between research institutes and universities that meet international standards; cooperating in innovation to exploit and complement each other's strengths, thereby creating breakthrough values. The two sides will jointly research, test and deploy digital solutions to improve the quality of life, enhance the efficiency of public administration; cooperate in developing human resources for science and technology; promote cooperation in technology transfer and commercialization of scientific research between Vietnam and Singapore...

General Secretary To Lam stated that history has shown that the future belongs to those nations that cherish great aspirations and work together for the common good. Vietnam enters the new era with the mindset of a resilient, strong, aspirational nation, ready to connect and cooperate for development goals. Vietnam values its partnership with Singapore and other friendly countries, and will continue to make positive contributions to building a cohesive, creative and prosperous ASEAN.
General Secretary To Lam believes that with strategic vision, strong political determination and a spirit of deep cooperation, Vietnam, Singapore and other countries in the region will reach even greater achievements in the future. Together, the countries will continue to write the success story of Southeast Asia in the 21st century - a Southeast Asia that is constantly innovative, economically and technologically self-reliant, and sustainably developing for the happiness of the people.
Here, General Secretary To Lam answered a number of issues that interested delegates regarding policies to attract talent; policies to develop science, technology and innovation to contribute to the country's development. The General Secretary also witnessed the signing ceremony of a cooperation agreement between the Ho Chi Minh National Academy of Politics and the Lee Kuan Yew School of Public Policy, National University of Singapore.
