Adjustment of Long Thanh Airport Project Phase 1

Accordingly, Decision No. 692 adjusts and supplements a number of contents of Decision No. 1777/QD-TTg dated November 11, 2020 of the Prime Minister on approving the Long Thanh Airport Construction Investment Project, Phase 1.

Specifically, adjusting and supplementing Clause 3, Article 1, Decision No. 1777 on the investor of Component Project 4 (other works). Accordingly, Dong Nai Provincial People's Committee organizes the selection of investors for 4 works: fuel pipeline system for aircraft from the source port to the boundary of Long Thanh Airport; airport city; aviation industrial park; airline operation center.

The Ministry of Construction organizes the selection of investors for the aircraft maintenance area (from hangar 1 to 4), cargo terminal 2, express cargo terminal, and cargo warehouse from 5 to 8.

Vietnam Airports Corporation (ACV) invested in the following items: cargo warehouses from No. 1 to No. 4, solar power system, technical infrastructure synchronously connected with aviation service works.

Adjust and supplement the construction investment target stipulated in Clause 4, Article 1 of Decision No. 1777. Accordingly, invest in the construction of Long Thanh Airport phase 1 with 2 runways; 1 passenger terminal and synchronous auxiliary items with a capacity of 25 million passengers/year; 1.2 million tons of cargo/year.

Adjust and supplement Clause 5, Article 1, Decision No. 1777 on the content and scale of investment in construction of phase 1 as follows: Airport infrastructure, construction of 2 runways with a length of 4,000m, width of 75m and a system of taxiways and parking lots to ensure the operation of all types of aircraft with a capacity of 25 million passengers/year and 1.2 million tons of cargo/year.

Adjust and supplement the content of Clause 14, Article 1, Decision No. 1777 on the total investment of the project. Accordingly, the total investment of the project is adjusted from more than VND 109,111 billion to more than VND 109,717 billion. The project implementation period is from 2020-2026, of which it will be basically completed in 2025.

Decision No. 692 also adjusts the authority of the person deciding on investment in component projects. Accordingly, the units in charge of state management agencies for Component Project 1; Vietnam Air Traffic Management Corporation for Component Project 2, ACV for Component Project 3 and some items of Component Project 4, investors selected by the Ministry of Construction and Dong Nai Provincial People's Committee and responsible according to current law provisions.

Along with that, adjust and supplement the notes of the Appendix on total investment of Long Thanh Airport Project Phase 1.

Specifically, Component 3 Project (essential airport works) implemented by the port operator includes: general infrastructure (bomb and mine clearance, site leveling and preparation, fence construction, traffic connecting routes 1, 2 and intersections; roads and car parks, bridges, tunnels, power supply, water supply and drainage, lighting, telecommunications...); works at the airport area (2 runways, taxiways, aviation beacons, ILS/DME equipment system...); aircraft parking lot; aircraft fuel supply system; passenger terminal; cargo terminal 1, parking garage, port management building and other auxiliary works.

Apart from the adjusted and supplemented contents, other contents remain the same as Decision No. 1777 of the Prime Minister.
