Promote cashless tax payment and collection of administrative fines

The Prime Minister assigned the Ministry of Finance to promote non-cash payments by individuals and businesses for tax collection, payment, fees, charges and collection of administrative fines.


On the morning of March 12, Prime Minister Pham Minh Chinh, Head of the National Steering Committee on Financial Inclusion, chaired the second meeting of the Steering Committee.

The meeting assessed the implementation of the National Financial Inclusion Strategy to 2025, with a vision to 2030 (approved in Decision No. 149/QD-TTg in 2020 of the Prime Minister); the implementation results of the conclusions at the first meeting of the Steering Committee; discussed tasks and solutions to continue implementing the Financial Inclusion Strategy in the coming time.

In his concluding remarks, Prime Minister Pham Minh Chinh stated that in the coming time, we need to make more efforts in socio-economic development, ensuring major balances, maintaining macroeconomic stability and improving people's quality of life, in which one of the important and key solutions is to promote the implementation of comprehensive finance in Vietnam.

To prepare for a preliminary review after 5 years of implementing the Strategy until 2025 and to develop and implement the Strategy in the new period, the Prime Minister assigned specific tasks to ministries, agencies and localities.

In it, he noted the task of promoting cashless payments.

The Prime Minister assigned the Ministry of Finance to promote non-cash payments by individuals and businesses for tax collection, payment, fees, charges and collection of administrative fines.

In addition, it is also necessary to promote the payment of State budget expenditures and those of State budget origin by non-cash payment methods.

Continue to encourage insurance enterprises to research and add new insurance products; research and perfect the credit guarantee mechanism; improve the operational efficiency of non-budgetary state financial funds with lending and credit guarantee nature.

For the State Bank of Vietnam, the Prime Minister requested that it continue to perfect the legal framework, build mechanisms and policies to facilitate digital transformation in banking activities, and promote cashless payments.

The Ministry of Public Security coordinates with relevant ministries, branches, agencies, credit institutions, and service providers to connect and clean data with the National Population Database to serve professional activities.
