Minister Tran Hong Minh requested a specific review of staffing levels, personnel arrangements, and research on appropriate cost mechanisms for project management boards to avoid the situation of running out of salaries before the project is completed.

This afternoon (March 7), Minister of Construction Tran Hong Minh chaired the February work conference and deployed key tasks for March 2025.

Speaking at the conference, Minister Tran Hong Minh emphasized that implementing the arrangement of apparatus and personnel according to Resolution 18, on the basis of merging the Ministry of Construction and the Ministry of Transport, up to now, the grassroots party organizations, titles and tasks at the Ministry of Construction have been basically completed. The main apparatus is operating well.

"In the coming time, based on the approved structure and functions, the units under the ministry need to continue to perfect the functional structure of departments and offices; Research and select suitable personnel at the department and deputy department levels; Supplement the missing staff (if any) so that the apparatus can operate better," said the Minister, and at the same time directed the Department of Personnel Organization to immediately compile specific statistics on the staffing levels of the units in the coming days, and temporarily suspend recruitment (including contract workers).

Units must arrange appropriate number of specialized workers, not spread out to promote operational efficiency.

Project management boards must pay more attention to this work to ensure resources and avoid the situation where salaries run out before the project is finished," the Minister directed.

Regarding the situation of reorganization and organization of the apparatus after the merger of the Ministry of Construction and the Ministry of Transport, Mr. Vu Thanh Trung, Director of the Department of Organization and Personnel, said that up to now, the Ministry has completed submitting to the Government a Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Construction; Implementing the plan to reorganize the apparatus according to the policies, orientations and directions of the Central Government and the Government to ensure progress and requirements; Arranging and transferring positions for 142 cadres under its management authority.

Currently, the project to merge two project management boards: Waterways and Maritime; merge Central Transport College 3 and Central Transport College 6; merge Northern Maritime Safety Corporation and Southern Maritime Safety Corporation is being completed and submitted to competent authorities for consideration.

The review and consideration of voluntary resignations is also being carefully implemented to comply with legal regulations and employee rights.

According to Mr. Trung, the Ministry has issued the functions and tasks of 23 units. If there are any problems during operation, the units must report immediately for timely resolution.

"To ensure the smooth operation of the post-merger apparatus, units also need to proactively complete their organizational structure according to their authority.

The Vietnam Registry needs to work with ministries and branches and soon submit to the Prime Minister for consideration a project to reorganize the Department to separate the state management function from the provision of public services on registration," said Mr. Trung.

No delay in key projects

Referring to the implementation of key transport projects, the immediate target is 3,000km of expressway by 2025, completing procedures to start the Lao Cai - Hanoi - Hai Phong railway project, followed by the high-speed railway project on the North - South axis, Minister Tran Hong Minh emphasized: The order is not to be delayed. The projects must be started and completed according to the required schedule.

During the implementation process, investors, contractors, and relevant agencies must adhere to the principle: Do not trade progress for quality.

"For soft soil treatment locations in highway projects, traditional methods are used where they are guaranteed. For necessary sections, forced solutions are needed to speed up progress while still ensuring quality.

Project management boards must report regularly and periodically so that the Ministry's leaders can promptly review or recommend competent authorities to review and remove difficulties," said the Minister.

According to a report from the Department of Planning and Finance, by the end of February 2025, the transport sector had disbursed nearly VND 3,200 billion, reaching about 4% of the assigned capital plan (more than VND 82,000 billion).

The construction sector disbursed more than 21 billion VND, reaching more than 8% of the plan (about 260 billion VND).

Not satisfied with the disbursement results in the first two months of the year, especially in the transport sector, according to the Minister, the first responsibility belongs to the agencies and units assigned capital.

The Minister requested that Units, investors, and project management boards review and rebuild detailed disbursement plans. Disbursement results must be included in the criteria for evaluating leaders during the year.

"The payment, settlement and volume review records before finalizing the project must be strictly controlled to ensure accuracy and serve as the basis for payment in accordance with legal regulations.

Before December 31, project management boards must complete assigned key tasks," Minister Tran Hong Minh directed.

The Minister also directed units to focus on implementing a number of key tasks such as: Building a system of legal documents; completing the Project to remove difficulties and obstacles in a number of BOT traffic projects and reporting to the National Assembly.

The Department of Housing and Real Estate Market Management is assigned to urgently coordinate to complete projects to report to the Government and the Prime Minister for consideration, such as: Pilot project on land allocation without bidding for enterprises investing in social housing development; Pilot project on the model of "Real estate transaction center and land use rights managed by the State".

Along with that is the research and proposal of mechanisms to remove difficulties and obstacles in implementing real estate projects for localities and enterprises in provinces and centrally run cities, especially the issue of social housing.

Along with the transport sector, in the construction sector, Minister Tran Hong Minh requested specialized agencies to focus on researching mechanisms to remove difficulties and obstacles in real estate, especially social housing issues (Illustration photo).

Fields with outstanding results

According to the report of the Ministry of Construction, in the first 2 months of the year, regarding institutional work, the construction sector has completed and submitted to the Government the dossiers of 2 draft laws (Law on Urban Management and Development; Law on Water Supply and Drainage); Deploying the development of decrees guiding the implementation of the Law on Urban and Rural Planning, Decree on the management of parks, trees, water surfaces, Decree on underground space management (guiding the Law on the Capital).

The Transport sector has received and explained the opinions of the Government Standing Committee and Government members to complete the Draft Law on Railways (amended) and submit it to the Government according to the required schedule. The Ministry is continuing to summarize the Maritime Code, the Law on Civil Aviation of Vietnam and the Law on Inland Waterway Traffic according to plan.

Regarding urban development, the Ministry has prepared and submitted to the Government for approval the Urban and Rural System Planning and implementation plan; appraised and submitted to the Prime Minister for decision on recognition of urban types for special, type I and type II urban areas; and issued decisions on recognition of urban types for type III and type IV urban areas.

The transport sector has carried out a number of important tasks such as: Approving the adjustment of the Master Plan for the development of the airport system; partially adjusting the Plan for the development of the dry port system; approving the adjustment and supplementation of a number of contents of the implementation plan for the Master Plan for the development of the Vietnam seaport system; approving the International Airport Plan: Vinh, Gia Binh...

Regarding the management and development of housing and the real estate market, the authorities are focusing on promoting the rapid and effective implementation of the Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the 2021-2030 period"; advising the Prime Minister to organize a conference to remove difficulties and promote the development of social housing...

According to a summary of reports from localities, from 2021 to present, 645 social housing projects have been implemented nationwide with a scale of 581,218 units (about 58%).
