Ministry of Education and Training summarizes financial work in 2024

On the afternoon of March 12, the Ministry of Education and Training (MOET) held a conference to review financial work in 2024 and deploy the state budget estimate for 2025 for units under and affiliated to the Ministry. Deputy Minister Le Tan Dung chaired the conference.

The conference was held in person and online with the participation of leaders , finance and accounting departments of units under the Ministry of Education and Training .

Reporting on the implementation of the 2024 state budget estimate, Director of the Department of Planning and Finance Tran Thanh Dam said that the Ministry of Education and Training has proactively implemented all regulations on financial and budget management, rectified financial discipline, improved the effectiveness of state management of finance and assets, and promptly resolved a number of difficulties in financial and asset management at units under and directly under the Ministry.

In 2024, in addition to arranging the budget for regular and planned tasks, the Ministry of Education and Training will allocate funds to carry out many arising tasks according to Resolution No. 686/NQ-UBTVQH15 dated September 18, 2023 of the National Assembly Standing Committee on thematic supervision of the implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks in the context of very limited funding.

In addition, implementing Resolution 01/NQ-CP, Directive No. 01/CT-TTg, Resolution No. 119/NQ-CP, the Ministry of Education and Training issued Decision No. 2609/QD-BGDDT dated September 23, 2024 on determining the savings plan, cutting 5% according to Resolution No. 119/NQ-CP of the Government sent to the Ministry of Finance.

Allocation, management, and operation still focus on ensuring policy and salary expenditures, as well as meeting the important tasks of the Ministry in the year; at the same time, continuing to reduce unnecessary expenditures and proposing budget adjustment plans to avoid waste... The 2024 budget basically meets important and necessary tasks, especially ensuring funding to implement policies for pedagogical students. The work of building annual plans and tasks has gradually become routine, with positive changes in terms of time, earlier than previous years.

At the conference, leaders and heads of finance and accounting departments of units under and directly under the Ministry of Education and Training discussed directions and solutions for 2025, contributing to improving the efficiency of budget use, successfully completing the tasks of the unit and the tasks of the Ministry assigned by the Party and State.

Concluding the conference, Deputy Minister Le Tan Dung assessed that the units have paid attention to strictly implementing the provisions of the law on finance and budget; complied with the direction and guidance of the Ministry; actively organized the implementation and disbursement of capital sources according to regulations. Difficulties and problems under the authority of the Ministry and the units have been promptly resolved. Heads of units have paid more attention to financial management.

Deputy Minister Le Tan Dung delivered a concluding speech at the conference.

The Deputy Minister suggested that in 2025, units strictly implement the Party's guidelines and policies, legal regulations, and directions of the Government and Prime Minister on practicing thrift and combating waste, contributing to further improving the efficiency of state budget use.

Effectively implement Official Dispatch No. 16/CD-TTg dated February 18, 2025 of the Prime Minister on urging the acceleration of allocation and disbursement of public investment capital in 2025, Directive No. 05/ CT -TTg dated March 1, 2025 of the Prime Minister on key tasks and solutions, breakthroughs to promote economic growth and promote disbursement of public investment capital, ensuring the national growth target in 2025 reaches 8% or more.

The Deputy Minister also requested that it is necessary to promptly reward units and individuals who have completed their tasks well. Strictly handle the responsibilities of each unit and individual who are slow or do not perform their tasks. Strengthen the application of information technology to monitor and supervise the progress of implementation and disbursement of public investment capital in real time.
