At the meeting on February 28, the Politburo unanimously decided to exempt all tuition fees for students from kindergarten to high school nationwide, starting from the beginning of the new school year 2025-2026.

This is a decision that has delighted the people of the whole country.

To reach this important decision, the Politburo was very cautious but determined after reviewing and evaluating the initial results of implementing Resolution 18 of the Politburo on continuing to innovate and reorganize the political system to be streamlined and operate effectively and efficiently, especially in terms of financial resources.

Building a streamlined, strong, effective and efficient state must be demonstrated through policies that bring the most benefits to people's lives, of which exempting all tuition fees for students from kindergarten to high school nationwide is the first achievement to be reaped.

In fact, at this time, many localities such as Ho Chi Minh City and many provinces and cities across the country have exempted tuition fees for all students.

This is a bright spot in our country’s education policy. This is especially meaningful for students and parents in economically disadvantaged areas such as mountainous areas, islands, remote areas, highlands, and ethnic minority areas.

The Politburo's decision to exempt tuition fees is a breakthrough policy to motivate students to overcome difficulties and strive to study better. On the other hand, it creates fairness for all classes of people in accessing education from preschool to high school.

Demonstrate the superiority of the regime

The Politburo's decision to exempt tuition fees demonstrates the superiority of the socialist regime. Our country has gone through 80 years since its National Day on September 2, 1945. Since then, our Party and State have always sought ways for the country to develop more and more, and for the people's lives to become more and more prosperous, as demonstrated through progressive policies clearly and specifically stipulated in the Constitution throughout historical periods.

The Politburo decided to exempt tuition fees for students nationwide from September.

There is a very important principle when the Politburo decided to exempt tuition fees, which is the Constitution. Right from the 1946 Constitution, Article 15 clearly stated "Primary education is compulsory and tuition-free". The 1959 Constitution, Article 33 affirmed: "...The State gradually implements compulsory education...". The 1980 Constitution, Article 60 stated "The State gradually implements compulsory general education, implements tuition-free education...". The 1992 Constitution, Article 36 "...universalizes primary education... The State prioritizes investment in education, encourages other sources of investment". 2013 Constitution, Article 61, Clause 2 "The State prioritizes investment and attracts other investment sources for education; takes care of preschool education; ensures that primary education is compulsory, the State does not collect tuition fees; gradually universalizes secondary education; develops higher education and vocational education; implements reasonable scholarship and tuition policies".

The General Secretary's guiding ideology

The decision to exempt tuition fees for students from kindergarten to high school in public schools from the 2025-2026 school year is also aimed at implementing the content of Resolution No. 29-NQ/TW dated November 4, 2013 of the Party Central Committee on fundamental and comprehensive innovation in education and training. This includes implementing a roadmap to exempt tuition fees for students at all levels from kindergarten to middle school and high school.

On November 9, 2024, when speaking at the Hanoi National Assembly delegation, General Secretary To Lam said: "The State has a very important policy of universalizing education, gradually progressing from primary to secondary school, children of school age will go to school. Moving forward, the State will waive tuition fees and support children of school age. Progress must be like that!". The above guiding ideology of General Secretary To Lam has become a reality with the decision of the Politburo to exempt tuition fees for students of public schools nationwide.
