The Politburo has just decided to exempt all tuition fees for students from kindergarten to high school nationwide, starting from the beginning of the new school year 2025-2026 (from September 2025 onwards).
Accordingly, all preschool children, primary school students, middle school students and public high school students will be exempted from tuition fees.
This information makes many parents happy, especially families with children studying at public schools.
According to statistics from the Ministry of Education and Training, the country currently has 23.2 million students (not including students at vocational education and continuing education centers), including 3.1 million preschool children under 5 years old; 1.7 million preschool children 5 years old; 8.9 million primary school students; 6.5 million secondary school students and 3 million high school students.
Of these, the number of non-public students is mainly concentrated in big cities and statistical data in recent years shows that this number accounts for about a few to less than 10% of the total number of students.
For example, in the 2021-2022 school year, the total number of preschool children and public primary school students (not including those at vocational and continuing education centers) nationwide is nearly 22.8 million; of which the number of public school students is nearly 21.1 million (accounting for about 94.2%), and the number of non-public school students is nearly 1.3 million (accounting for about 5.8%).

According to the Ministry of Education and Training, the state budget required to implement the policy of exempting tuition fees for students is about 30 trillion VND (if deducting the local budgets of provinces/cities that have exempted tuition fees, the central budget required will be less than this amount). In fact, the budget level that needs to be ensured will depend on the specific tuition fee level of each province/city directly under the Central Government under the authority of the Provincial People's Council to decide on the basis of the floor and ceiling tuition fee levels prescribed by the Government.
Currently, the tuition fees for the 2024-2025 school year approved by localities range from 7,000 to over 340,000 VND per month. Most localities divide the collection level by level of education, three regions (including urban, rural, mountainous areas) and based on Decree 81 on public tuition fees. Tuition fees for preschool are about 50,000-540,000 VND/month, for secondary school it is 50,000-650,000 VND/month and for high school it is 100,000-650,000 VND/month.
For example, Son La currently has low tuition fees, with preschool fees being 7,000-38,000 VND/month; middle school and high school fees being 8,000-52,000 VND/month. Next is Dak Nong, with primary school fees being 8,000-30,000 VND/month; middle school fees being 10,000-35,000 VND/month, and high school fees being 25,000-45,000 VND/month.
Bac Giang is a locality with top tuition fees, with tuition fees for preschool, middle school, and high school in urban areas reaching up to 340,000 VND/month.
The Ministry of Education and Training believes that implementing the tuition-free policy for all children from preschool to high school nationwide will significantly contribute to improving the quality of education, receive high consensus from society, and be in line with the Party and State's policies on education and the general trend of developed countries.
