Need 30,000 billion VND/year to exempt tuition fees from kindergarten to high school

The Politburo has decided to exempt tuition fees for students from kindergarten to high school in public schools nationwide. According to calculations by the Ministry of Education and Training, the state budget needs to spend about 30,000 billion VND each school year to implement this.


The Ministry of Education and Training has just released more specific information right after the Politburo agreed to the proposal to exempt tuition fees for all preschool, primary, secondary and high school students in public schools.

Students of private schools are compensated for tuition fees equal to the tuition fees of public schools according to regulations; the difference in tuition fees between public and private schools will be paid by the student's family.

The state budget spends about 30,000 billion VND/year to implement the policy of free tuition for students at all levels.

According to statistics from the Ministry of Education and Training, the country currently has 23.2 million students (not including students studying at vocational education and continuing education centers), including: 3.1 million preschool students under 5 years old; 1.7 million preschool students 5 years old; 8.9 million primary school students; 6.5 million middle school students and 3 million high school students.

Currently, there are 10 provinces/cities that exempt preschool and general education fees for the 2024-2025 school year: Quang Ninh, Hai Phong, Yen Bai, Quang Nam, Khanh Hoa, Da Nang, Ba Ria - Vung Tau, Binh Duong and Long An. However, many students and families in other localities still have to pay tuition fees.

The Ministry of Education and Training informed that the state budget needs to pay to implement the policy of exempting tuition fees for the above subjects is about 30,000 billion VND/school year (if deducting the local budgets of the provinces/cities that have implemented tuition exemption, the central budget will have to implement less than this amount). In fact, the budget that needs to be ensured will depend on the specific tuition fee level of each province/city directly under the central government under the authority of the provincial People's Council to decide on the basis of the regulations on the floor and ceiling tuition fee levels prescribed by the Government.

How does the tuition-free policy work?

The Ministry of Education and Training estimates that tuition fees will affect most families and will be a matter of public concern at the beginning of each new school year. Expanding the scope of tuition exemptions will affect the balance of the state budget. In addition, exemption of tuition fees for high school students may affect the orientation of students after middle school to study in high school or vocational training.

However, the Ministry of Education and Training assessed that the implementation of the tuition-free policy will significantly contribute to improving the quality of education, receive high consensus from society, be consistent with the superiority of the regime and policies of the Party and State on education, and be consistent with the general trend of developed countries.

As Thanh Nien reported, after listening to the Government's report on the ability to balance finances during and after the process of streamlining the political system's apparatus, the Politburo decided to exempt all tuition fees for students from preschool to high school nationwide, starting from the 2025-2026 school year.

The Politburo assigned the Government Party Committee to direct the Ministry of Education and Training, the Ministry of Finance, a number of relevant ministries, branches and localities to coordinate in concretizing and implementing the above decision.
