More than 23.2 million students from preschool to high school will be exempted from tuition fees, which is great news not only for parents but also for teachers across the country.


Parents and teachers happy to hear news of free tuition

With two children studying in grades 6 and 9 in Thanh Xuan district, Hanoi, Ms. Nguyen Lan Anh could not hide her joy: "As a parent with an unstable job, doing all kinds of jobs to make ends meet, I was very excited to hear that tuition fees for all levels of education were exempted. The amount of a few hundred thousand dong in tuition fees each month may not be too high. But if you add up the whole school year with other expenses, it is not small.

Hanoi has many immigrant families, life is still difficult and struggling, so exempting tuition fees will help many people feel comforted and shared. With that money, we can invest in a better learning space for our children, or invest in additional gifted subjects to improve health, so that the family can have more delicious meals...".

Sharing the same sentiment, Mr. Tran Van Toan, in Thanh Hoa, was also very surprised to hear this news. "Currently, my two children are living with their grandparents, I work far away. Every month, I send money back to my grandparents to help raise my children. Since having children, life has been so difficult that I dare not spend anything extravagantly. For workers like us, this is really good news and helps the children feel less miserable and disadvantaged."

Not only parents, but also teachers are "warmed" by the news of free tuition. Ms. Nguyen Thi Thuy Hien, English teacher at Bui Quang Mai Secondary School, Dong Anh District, Hanoi, said: "I am very happy with the decision to exempt tuition fees for all public school students from kindergarten to high school. This policy brings equal learning opportunities to all students, regardless of rich or poor families. This opens up opportunities for students to develop their full potential."

As a teacher, Ms. Hien said she felt more strongly about the decision to waive tuition fees because it would reduce the financial burden, create conditions for a positive learning environment, and improve the quality of teaching. She could focus on innovating teaching methods, helping students improve every day without worrying about their participation.

"This policy is not only a recognition of the teaching profession but also demonstrates the State's interest and investment in education, bringing firm belief in a fair, quality and sustainable educational future. I also hope that the State will continue to pay more attention to both students and teachers, to create better learning and teaching conditions, helping education to develop more and more and meet the requirements of society," she expressed.

Mr. Nguyen Minh Dat, a high school literature teacher in Ho Chi Minh City, also said: "Free tuition for students from kindergarten to high school shows the superiority of the regime and the State. It is the concern and practical work of the Party and State for the young generation - the future owners of the country."

However, Mr. Dat also worries that tuition exemption must go hand in hand with stopping "extra fees" in schools to be practical. To put it bluntly, we must take strong action to deal with overcharging and not be lenient with this illegal behavior. Only then will tuition exemption become meaningful.

"Education and training is the top national policy" is not just a slogan.

Mr. Bach Ngoc Chien, former Vice Chairman of Nam Dinh Provincial People's Committee, who has worked for a large educational organization in Hanoi for more than 3 years, expressed his opinion: "This is very good news. Currently, some localities have exempted tuition fees for students at all levels. I consider this a correct and wise decision, creating equal access to education for students from all walks of life. This demonstrates the superiority of the regime that we have affirmed in the Constitution and in the 2019 Education Law. So that the phrase " Education and training is the top national policy" is not just a slogan.

According to UNESCO standards, countries need to spend at least 15% of public spending on education. The National Assembly issued Resolution 37/2004/NQ-QH11 on December 3, 2004, stating: "The State gives top priority to allocating the education budget, ensuring that the state budget for education and training accounts for at least 20% of the total state budget expenditure". The 2019 Education Law and the Government's annual resolutions on public spending both confirm this spending ratio. Thus, Vietnam sets a target that is even higher than UNESCO's standards".

Mr. Chien also said: "Tuition fees only account for a small proportion of the total state budget expenditure per student. Exempting tuition fees will increase the state budget, but this increase is necessary because so far the target of 20% of state budget expenditure for education has not been achieved. Moreover, compared to the absolute value of public spending per student, Vietnam is still ranked very low.

Exempting tuition fees is a step in a long-term plan for investment in education. To promote and improve the quality of education, measures are needed to improve the lives of local teachers, eliminate social evils, and build new progressive practices locally.
