On the morning of December 10, in his opening speech at the 40th session of the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man said that the session is expected to take place over two days (December 10-11), reviewing and resolving the remaining work of 2024. In particular, the National Assembly Standing Committee will focus on reviewing, drawing experience from, and summarizing the 8th session of the 15th National Assembly.

Regarding legislative work, this session will consider and approve the program for 2025. In particular, the Standing Committee will consider and decide on adding a number of draft laws and resolutions to the 2025 Law and Ordinance Development Program; consider and approve the 2025 Work Program of the National Assembly Standing Committee and the Ordinance on Litigation Costs. Along with that, the National Assembly Standing Committee will also consider and add draft laws to the 2025 law and ordinance development program, including 6 projects: Bankruptcy Law (amended); Law on Promulgation of Legal Documents (amended); Law on Protection of Personal Data; Law on Press (amended); Law on Lawyers (amended); and the draft Resolution of the National Assembly on exemption from agricultural land use tax. The National Assembly Chairman also said that according to the program as concluded by the General Secretary, in mid-February 2025, the Central Executive Committee will meet and by the end of February, the National Assembly will meet to amend a number of articles of laws related to streamlining the apparatus and reorganizing the organization. Currently, the Law Committee, the Ethnic Council and the Committees are actively working with the Government to see which laws to amend, such as the Law on Organization of the National Assembly, the Law on Organization of the Government, the Law on Organization of Local Government, etc.

Also at this session, the National Assembly Standing Committee will consider and decide on the arrangement and establishment of district- and commune-level administrative units in the 2023-2025 period of Ninh Binh province. According to the National Assembly Chairman, 50/51 provinces and cities have been arranged and Ninh Binh is the last province for which the National Assembly Standing Committee has given its opinion. In addition, the National Assembly Standing Committee also gave its opinion on 6 contents on budgetary finance, including the content of supplementing the regular expenditure estimate for the Vietnam Mekong River Commission in 2024; supplementing the 2024 State budget estimate of the Ho Chi Minh National Academy of Politics; allocating the 2024 Central budget estimate; funds for handling price compensation in the product consumption of the Nghi Son Refinery and Petrochemical project... The Standing Committee also considered the National Assembly's report on people's petitions in November 2024 (including people's petitions in October 2024); Draft Decree regulating the establishment, management and use of the Investment Support Fund; giving opinions on the authority to sanction administrative violations of a number of positions... In case the documents are prepared in time, the meeting will consider and decide on the cost of organizing and operating social insurance and unemployment insurance management for the period 2025 - 2027. The National Assembly Chairman noted that it is necessary to urgently prepare conditions for the immediate implementation of the draft laws passed at the 8th session, ensuring that the laws are soon put into practice, meeting the requirements of socio-economic development.
