The year 2024 has passed, in the context of many difficulties and challenges, especially the severe consequences caused by the circulation of storm No. 3 (Yagi), but closely following the theme of the Patriotic Emulation Movement in 2024 is: "Effectively implementing the provincial planning, national target programs; promoting the implementation of three strategic breakthroughs, prioritizing the synchronous development of infrastructure of industrial zones and clusters, actively attracting investment, digital transformation, rapid and sustainable socio-economic development, improving the material and spiritual life and happiness index of the people; accelerating to basically complete the goals of the Resolution of the 19th Provincial Party Congress". Under the attention and close direction of the Provincial People's Committee, 57 Emulation Blocks and Clusters with 779 agencies, units, localities and enterprises in the province have proactively, flexibly, promptly and effectively organized and implemented patriotic emulation movements in batches and by topic; linking emulation movements with the implementation of political tasks in each locality, agency and unit. Thanks to that, last year, Yen Bai province continued to maintain a fairly good economic growth rate; trade and services recovered strongly, with remarkable growth. Yen Bai continued to be a bright spot in the Northwest region in terms of new rural construction when Van Yen district was honored to be the only district in the Northern Midlands and Mountains region to meet the standards of a new rural district. The growth rate of total product in the province reached 7.91%, ranking 7th out of 14 provinces in the region and 25th out of 63 provinces and cities nationwide; The export value of goods reached 425.5 million USD. The budget revenue in the province reached 4,168 billion VND. Along with that, the emulation movement "For the poor - Leaving no one behind" continued to be implemented substantially and drastically. By the end of 2024, the poverty rate will decrease by 3.48% compared to 2023 (exceeding the plan by 0.18%). The multidimensional poverty rate of Yen Bai province ranked 15th out of 63 provinces and cities, improving 5 places compared to the beginning of the term, and ranked 4th out of 14 provinces in the Northern Midlands and Mountains. The emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" has been implemented resolutely, wholeheartedly and responsibly. The province has completed 100% of the target of the Housing Support Project for poor and near-poor households with 3,022 houses in the period of 2023 - 2024 (one year ahead of schedule). In 2025, the province will continue to implement the project to eliminate temporary and dilapidated houses under the direction of the Prime Minister with 2,208 houses, striving to complete before June 30, 2025. In particular, in 2024, due to the impact of storm No. 3 Yagi, the whole province had 1,523 houses collapsed, drifted, completely collapsed, had to be urgently relocated or were severely damaged and needed support to rebuild and repair. To date, 100% of the houses have started construction.
In addition, patriotic emulation movements in the socio-cultural field of the province have become bright spots with strong recovery, with the highlight being cultural, sports, festival and tourism activities. The quality of education - training, and health care for the people has been constantly improved ; the happiness index of the people has been significantly improved. Emulation movements to build grassroots organizations of the Party, government, Fatherland Front and mass organizations have been promoted. National defense and security, social order and safety have been maintained. The commendation work has been more substantial, focusing on commendation at the grassroots level and for workers, commending outstanding achievements, outstanding achievements in various fields and commending advanced models in the emulation movements.
In their speeches at the Conference, typical advanced individuals clarified some outstanding results achieved in the patriotic emulation movements in 2024, and at the same time proposed solutions to continue effectively implementing the patriotic emulation movements in 2025.

Launching the emulation movement in 2025, comrade Nguyen Tuan Anh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council emphasized: Entering 2025, besides the basic advantages, we have to face many difficulties and challenges. The tasks of 2025 are more numerous, more difficult, and more demanding, with historic decisions of the Central Committee. Strive to achieve the highest results in the targets and tasks of the Resolution of the 19th Provincial Party Congress. Successfully organize party congresses at all levels, the Provincial Party Congress for the 2025 - 2030 term, towards the 14th National Party Congress. In particular, implementing the Government's direction on striving for double-digit economic growth by 2025, Yen Bai province has developed a GRDP growth scenario of 8.2% in 2025 and strives to achieve a growth rate of over 10.5% under favorable conditions.
To successfully and comprehensively implement the set goals, Chairman of the Provincial People's Committee Nguyen Tuan Anh launched the patriotic emulation movement in 2025 with the theme: "Promoting the implementation of three strategic breakthroughs, actively attracting investment; proactively and promptly overcoming the consequences of natural disasters, soon stabilizing life and production, contributing to promoting sustainable socio-economic development, ensuring a prosperous and happy life for the people; successfully organizing Party Congresses at all levels". In which, continuing to thoroughly grasp and seriously and effectively implement the policies, guidelines, directives, resolutions, and guiding documents of the Central and the province on emulation and reward work. Focusing on innovating the content, form, methods and solutions for organizing and implementing the emulation movement; linking emulation to successfully implement political tasks and socio-economic development targets with promoting the study and following of Ho Chi Minh's ideology, morality and style; Continue to effectively implement emulation movements launched by the Prime Minister and the Provincial People's Committee in conjunction with effectively implementing the Resolutions of Party Congresses at all levels and the Resolutions, Action Programs, projects and policies of the province in 2025 and the period 2021 - 2025.
Compete to successfully and comprehensively implement the main targets according to Action Program No. 246 dated December 6, 2024 of the Provincial Party Committee, Resolution No. 154 dated December 10, 2024 of the Provincial People's Council on the socio-economic development plan for 2025, striving to exceed 32 socio-economic targets. Comprehensively develop the socio-economy in the direction of "green, harmonious, unique and happy". Pay attention to and take care of social security, improve the quality of the living environment, enhance the material and spiritual life and happiness index of the people. Ensure national defense and security; maintain political security, order and social safety; improve the efficiency and quality of internal affairs; promote the prevention and fight against corruption and waste. Improve the effectiveness and efficiency of state management of security and order, synchronously implement measures to prevent, attack and suppress crimes. Strive to reduce traffic accidents in all 3 criteria... Promote administrative reform, focusing on administrative procedure reform, improve the investment and business environment, strive for the Provincial Competitiveness Index to increase by 2 levels or more; the Administrative Reform Index to increase by at least 2 levels or more compared to 2024. Innovate and improve the quality of emulation and reward work.
In order for the emulation movement to spread widely, have practical significance and high efficiency, comrade Nguyen Tuan Anh - Chairman of the Provincial People's Committee requested the Vietnam Fatherland Front Committee and member organizations of the Front to strongly launch an exciting, widespread and practical emulation movement, contributing to the successful implementation of the province's political tasks. In particular, in the context of implementing the apparatus streamlining revolution, facing new opportunities, with a glorious mission, requiring heavier tasks, the Chairman of the Provincial People's Committee called on all levels, sectors, localities, armed forces, economic sectors and people of all ethnic groups in the province to promote the tradition of solidarity, self-reliance, arouse the spirit of innovation, creativity, aspiration for development and dedication to compete to achieve the highest achievements, successfully implement the contents of the emulation movement set out in 2025, creating an important premise and motivation for the province to break through and move forward, firmly entering the era of development, for the happy and prosperous life of every citizen.
Responding to the launch of the patriotic emulation movement in 2025, the leaders of Yen Bai city - Representatives of agencies, units and localities belonging to 14 emulation blocs of the province affirmed the determination of the locality to concretize the contents of the emulation movement, promote and replicate typical models, advanced examples, constantly innovate in organization and implementation so that the emulation movement spreads in all fields.
Also at the Conference, 58 collectives and 79 individuals with outstanding achievements were honored to be awarded emulation titles and forms of commendation. These are typical examples in the colorful patriotic emulation flower garden of Yen Bai province, contributing to beautifying the patriotic tradition of the ethnic people in the province in the period of innovation, integration and development. They are vivid evidence of the will, aspiration, strength and mettle of the Yen Bai people "friendly, benevolent, united, creative, integrated" for the goal of improving the quality of life, the happiness index of the people and the cause of socio-economic development of the province.
Among the collectives and individuals awarded at the conference, 2 families were awarded the Independence Medal, 8 individuals were awarded the First Class Labor Medal; 2nd Class Labor Medal; 7 individuals were awarded the Third Class Labor Medal; 14 collectives were awarded the Emulation Flag of the Government; 03 collectives and 31 individuals were awarded the Certificate of Merit of the Prime Minister; 28 collectives were awarded the Emulation Flag of the Provincial People's Committee for 28 collectives; 21 individuals were awarded the title of Yen Bai Provincial Artisan; 13 collectives and 10 individuals were awarded the Certificate of Merit of the Chairman of the Provincial People's Committee.
