The Ministry of Home Affairs has just sent an official dispatch to the People's Committees of provinces and cities regarding the temporary suspension of some tasks related to administrative units at all levels.
Specifically, the Ministry of Home Affairs proposed that localities temporarily suspend 4 contents, including temporarily suspending the submission of projects to arrange and establish administrative units at district and commune levels according to the provisions of Resolution No. 1211 of 2016 of the National Assembly Standing Committee.
The Ministry of Home Affairs emphasized that localities will temporarily suspend the implementation of these contents "until there is a new policy from the competent authority".
According to regulations, the arrangement of administrative units at district and commune levels is under the authority of the National Assembly Standing Committee. The arrangement of administrative units at provincial level will be considered and decided by the National Assembly.

On the morning of March 24, speaking with Tien Phong about this issue, Mr. Phan Trung Tuan - Director of the Department of Local Government (Ministry of Home Affairs) said that the suspension of the contents mentioned in the document are the tasks that localities are carrying out according to Resolution 1211 of the National Assembly Standing Committee.
However, the projects to merge provincial and commune-level administrative units and abolish the district level according to Conclusion 127 of the Politburo are still being implemented.
According to Mr. Tuan, there will be a new resolution of the National Assembly Standing Committee on the arrangement of administrative units, so we must stop the old one and issue a new resolution.
The Head of the Department of Local Government also informed that the authorities are currently drafting a new resolution to consolidate the provinces, abolish the district level and reorganize the commune level, according to Conclusion 127 of the Politburo.
Because the time to implement the administrative unit arrangement in the coming time is very urgent, according to Mr. Tuan, the resolution will have to be issued soon.
"The draft has been completed and local opinions have been collected and the resolution will be issued before April 15," Mr. Tuan emphasized.
Previously, Minister of Home Affairs Pham Thi Thanh Tra said that the upcoming task will focus on implementing the arrangement of provincial-level administrative units, reorganizing commune-level administrative units, and organizing two-level local governments to ensure "cautiousness, thoroughness, urgency, and efficiency".
Regarding the roadmap, Ms. Tra said that it is expected to complete the entire arrangement of commune-level administrative units before June 30 so that by July 1, commune-level administrative units will operate under the new organization.
For the provincial level, we will focus on completing the merger before August 30 so that we can immediately start operating provincial administrative units starting from September 1.
In the document dated March 23, the Ministry of Home Affairs requested localities to temporarily suspend the implementation of 4 tasks and jobs:
Temporarily suspend the submission of projects to arrange and establish administrative units at district and commune levels according to the provisions of Resolution 1211/2016 and Resolution 35/2023 of the National Assembly Standing Committee.
Temporarily stop classifying administrative units at all levels.
Temporarily suspend the appraisal and acceptance of dossiers and maps of administrative boundaries at all levels (Project 513) and create new, edit and supplement dossiers and maps of administrative boundaries at all levels according to the resolution of the National Assembly Standing Committee on the arrangement of each administrative unit at district and commune levels in the period 2023-2025.
Temporarily suspend the construction of the master plan component for district and commune-level administrative units for the period up to 2030 and vision to 2045.
