(NLDO) - The Government Party Committee and the Central Organizing Committee reported to the Politburo the project to arrange and organize administrative units at all levels and the 2-level local government model.
On the afternoon of March 24, the Party Committees of the Central Party agencies held a conference to disseminate and implement the resolutions, directives and conclusions of the Central Committee.

At the conference, Deputy Head of the Central Organizing Committee Phan Thang An presented the topic "Main contents of Conclusion No. 126 dated February 14, 2025 of the Politburo and Conclusion No. 127 dated February 28, 2025 of the Politburo and Secretariat; tasks set for Party Committees of Central Party agencies".
Mr. Phan Thang An said that currently, agencies, including agencies under the Party Committee of the Central Party agencies, according to their assigned functions and tasks, have been and are implementing Conclusions 126 and 127 very vigorously. Along with Conclusions 126 and 127, up to now, the Politburo and the Secretariat have issued Conclusions 128 and 129; the Central Steering Committee on summarizing the implementation of Resolution 18 has also just issued Official Dispatch No. 43 outlining many specific tasks for implementation.
With the spirit of "The Party does first, the Front, mass organizations, the Government, and the National Assembly do later", "The Central Government does first, the local authorities do later", "The Central Government does not wait for the province, the province does not wait for the district, the district does not wait for the grassroots", over the past 4 months, under the leadership of the Politburo and the Secretariat, headed by General Secretary To Lam, the entire political system has closely followed the above conclusions and resolutions.
According to Mr. Phan Thang An, in the past 4 months, the Central Organizing Committee has issued 232 documents and papers related to the arrangement and streamlining of the political system's apparatus and is continuing to do so.
The Deputy Head of the Central Organizing Committee also said that Conclusion 126 clearly stated: In the process of restructuring the apparatus, the Politburo and the Secretariat require continuing to do a good job in political, ideological, and policy work for affected cadres, ensuring objectivity and impartiality in the spirit of "person selection", retaining capable cadres, preventing brain drain, preventing complicated internal problems from arising and affecting the congress.
Since then, the Central Organizing Committee and the Central Party Office have advised the organization of 19 inspection delegations of the Politburo and the Secretariat, working with 69 Party Committees, provincial Party Committees and municipal Party Committees directly under the Central Committee to grasp the situation, urge and inspect the implementation of 4 major topics of work to guide the removal of difficulties and obstacles, ensuring synchronous and unified implementation throughout the country.
Currently, 19 delegations have assigned tasks to the National Assembly Party Committee to preside over and coordinate with the Government Party Committee to collect opinions to complete projects to submit to the Politburo, including the Project to review, amend and supplement a number of articles of the Constitution; report on institutional improvement work...
"The Government Party Committee is assigned to preside over and coordinate with the Central Organizing Committee to receive comments to complete the submission on the project to rearrange and reorganize administrative units at all levels and build a model of organizing a two-level local government to report to the Politburo tomorrow (March 25), then receive comments to complete and submit to the Central Executive Committee," said Mr. An.
Also according to Mr. Phan Thang An, in accordance with the spirit of Official Dispatch No. 43-CV/BCĐ, the Party Committee of the Vietnam Fatherland Front and Central mass organizations will preside over and coordinate with relevant agencies to complete the report and project to arrange and streamline the Vietnam Fatherland Front agencies, socio-political organizations, mass organizations... This will be reported to the Politburo tomorrow (March 25), then completed to report to the Central Executive Committee.
Mr. An said that for the Party Committees of the Central Party agencies, according to Official Dispatch No. 43, the Party Committee of the Supreme People's Court and the Party Committee of the Supreme People's Procuracy are assigned to carry out the task of developing projects and submissions on the court and procuracy systems at the local level in the direction of not organizing at the district level to report to the Politburo, then complete them to report to the Central Executive Committee.
According to Mr. An, the Central Organizing Committee is assigned to research and complete the project on the Party organization system at the local, provincial and grassroots levels; complete the draft regulations of the Central Executive Committee on the implementation of the Party Charter; complete the draft amendments and supplements to Directive 35 and Conclusion 118 of the Politburo on Party congresses at all levels towards the 14th National Party Congress. Currently, the Central Organizing Committee is synthesizing the opinions of relevant agencies and units on these issues.
Along with that, the Central Organizing Committee is assigned the task of synthesizing the projects of the Government Party Committee; the National Assembly Party Committee; the Vietnam Fatherland Front Party Committee, central mass organizations; the Supreme People's Court Party Committee; and the Supreme People's Procuracy Party Committee to report to the Politburo and submit to the Central Executive Committee.
In addition, the Central Organizing Committee was also assigned to take the lead in advising on the direction of personnel work for the 14th National Party Congress; review and supplement the planning of the 14th Central Executive Committee, report to the Politburo, and submit to the Central Executive Committee at the 11th Conference.
The Deputy Head of the Central Organizing Committee added that there will be a national conference and necessary activities to thoroughly grasp and implement the resolutions and conclusions of the Central Executive Committee, and relevant documents on continuing to arrange and organize the apparatus; proactively and promptly propagate, create consensus and unity throughout society.
