National Assembly Chairman: Constitutional amendments will seek public opinion within 1 month

On the morning of March 24, under the chairmanship of National Assembly Chairman Tran Thanh Man, the Standing Committee of the National Assembly Party Committee met to give opinions on the draft Project to review, amend and supplement the Constitution and laws of the State to serve the arrangement and streamlining of the apparatus of the political system (project).

The content of the Standing Committee of the National Assembly Party Committee's comments also includes the draft Report on the work of perfecting institutions to serve the organization and apparatus arrangement of the political system (report).

This is the second meeting of the National Assembly Party Committee on this content, after the first meeting on March 17.

Speaking at the opening of the meeting, National Assembly Chairman Tran Thanh Man said that the two contents for comments at the meeting aimed to implement Conclusion No. 129 dated March 10 of the Politburo on the policy of amending and supplementing a number of articles of the 2013 Constitution and Document No. 13712 of the Party Central Committee Office dated March 10.

The National Assembly Chairman stated that, at the request of the Politburo, the deadline for sending reports to the Party Central Committee Office for consideration and comments by the Politburo is very urgent. Meanwhile, the nature of the work is very important, the workload is very large, related to the responsibilities of many agencies and organizations, associated with the policy of streamlining and reorganizing the apparatus of the political system.

The National Assembly Chairman emphasized that amending the Constitution and laws must be cautious, objective, democratic, requiring strict and quality processes and procedures, as well as breakthrough and innovative thinking. Regarding mechanisms, it is necessary to ensure the participation of experts, scientists, managers and public opinion.

"According to regulations, amending the Constitution will require public opinion. It is expected that public opinion will be collected within 1 month, and summarized within 5 days. The time for collecting opinions is in May and June," said the National Assembly Chairman.

The National Assembly Chairman also emphasized that the policy of amending and supplementing the 2013 Constitution is very important. The Standing Committee of the National Assembly Party Committee returned to its second meeting just 6 days after the first meeting on March 17.

"We will not count how many times we meet, but we will meet continuously, meeting until everything is ripe and clear, then we will summarize and report to the agencies. Not only the National Assembly Standing Committee meets, but the Politburo, the Secretariat, Party committees, Fatherland Front agencies... also meet continuously," the National Assembly Chairman stated.

The National Assembly Chairman said that in recent days, the Standing Committee of the Law and Justice Committee has chaired and coordinated to urgently and urgently research, absorb, and revise the draft project and report with a large volume of documents. Accordingly, the draft project focuses on 6 groups of issues, while the draft report has focused on reviewing 58 Party documents, 12 articles of the 2013 Constitution and 421 legal documents.

According to the National Assembly Chairman, up to this point, the draft Project to review, amend and supplement the Constitution and laws of the State to serve the reorganization of the political system and the draft report on the work of perfecting institutions to serve the reorganization of the political system have been elaborately and methodically built.

Up to now, 16 agencies and organizations have sent back their opinions and all agree with the basic content of the project; receiving and explaining carefully, we can initially feel more secure.

At the meeting, the Standing Committee of the National Assembly Party Committee listened to the representative of the Law and Justice Committee briefly present the draft proposal and draft report. Members of the Standing Committee of the National Assembly Party Committee and delegates gave their opinions on the contents of the draft proposal, draft report and related issues.

Previously, in Official Dispatch No. 43 on the plan to continue to arrange and streamline the political system apparatus, the Central Steering Committee summarized Resolution 18 (on arranging and streamlining the apparatus) requesting the National Assembly Party Committee to preside over and coordinate with the Government Party Committee, the Central Organization Committee and relevant agencies to receive opinions from agencies and units, complete the project to review, amend and supplement a number of articles of the Constitution and laws of the State and report on the work of perfecting institutions (including amending Party regulations, amending the Constitution, laws, etc.).

These contents must be reported to the Politburo before March 25; then, the Politburo's opinions will be received, the project and submission will be completed, and the documents and reports to the Central Committee (via the Central Party Office) will be sent before April 1.
