Ms. Nguyen Thi Thanh in Tu Hiep, Thanh Tri (Hanoi) shared that this year her child is entering 6th grade. In addition to waiting for information on enrollment at Chu Van An Secondary School (a high-quality school in the district), parents are also worried about the commune-level merger plan. In line with previous years, Ms. Thanh's child studies at Tu Hiep Secondary School. If the commune is merged, Ms. Thanh is worried that it will affect the enrollment division.

For example, although she belongs to Tu Hiep commune, her house is near Dong My Secondary School (Dong My commune, Thanh Tri), so when the merger occurs, will her child be assigned to study at this school instead of Tu Hiep Secondary School? However, Ms. Thanh works near Tu Hiep Secondary School, so her child wants to study here but is out of school zone. Mr. Nguyen Anh Dung in Thanh Xuan, Hanoi is concerned that according to the current zoning, his child will study in grade 1 at Dang Tran Con Primary School. After the ward arrangement, will the school's enrollment route change?

Informing reporters, Mr. Pham Van Ngát, Head of the Department of Education and Training of Thanh Tri district, affirmed that the arrangement of communes and wards does not affect the enrollment of the education sector. The district's primary enrollment remains stable as in the past; where people live, their children study in the right area. The arrangement of communes only changes the administrative name, the location of schools and the residence of people do not change.

Ms. Pham Thi Le Hang, Head of the Department of Education and Training of Ha Dong District (Hanoi), said that even when many wards are merged into one large ward, the enrollment of preschool, primary and secondary schools will not encounter any difficulties or disruptions, so parents can rest assured. Ms. Hang said that for many years, not only in Ha Dong, but also in many other districts in Hanoi, the enrollment of primary schools by route is very detailed down to each house number, each alley, each residential group, not based on administrative boundaries. Therefore, the enrollment plan expected to be issued next week by the district is stable as last year. Currently, the Department of Education has assigned specialists in charge of surveying residents with wards in the district. The enrollment information is digitized, making it convenient for parents.

Public guarantee with “5 clear”

Admissions to primary schools are always a big issue for the Hanoi education sector. The increase in population in some districts has put a lot of pressure on schools. The shortage of schools, classes, drawing lots, queuing, etc. happens every year. Without the intervention of the government, the education sector will struggle to solve the problem on its own, and it will be difficult to avoid the ugly situations in education as in the past.

Ms. Pham Thi Le Hang said that in the 2025-2026 school year, the number of students entering primary school in Ha Dong district increased insignificantly compared to the previous year. In the past 3 years, the growth rate of mechanical students in the district has begun to slow down. Ha Dong is the district with the largest number of students in Hanoi (estimated at 10% with more than 100 schools from kindergarten to secondary school in the area).

Faced with the pressure of school places, Ms. Hang said that for many years now, the district education sector has been flexibly assigning students to different enrollment areas. Every year, the ward is responsible for conducting an accurate population census. After that, each ward balances the number of students entering the first grade with the capacity of the school (in the ward), and reports to the Department of Education and Training. If the statistics exceed the capacity of the school in the ward, the Department of Education and Training will balance and assign students to neighboring wards.

“Ha Dong District has many private schools. Private schools are developing, reducing the pressure on public schools. The district’s students at private schools account for 20%. The district has about 45 private schools at all levels, so the pressure on public schools is greatly reduced. Urban areas with high population density but favorable conditions have private schools built by businesses and organizations,” said Ms. Hang.

Regarding the enrollment of students at the beginning of the 2025-2026 school year, the Hanoi Department of Education and Training requires units to ensure publicity with "5 clear": Clear enrollment route; clear enrollment quota; clear enrollment time; clear enrollment method and clear responsibility in enrollment work. In addition, kindergartens, primary schools and secondary schools are responsible for coordinating with the People's Committees of wards, communes and towns to organize a survey of the number of children of each school age in the area, ensuring accurate data to serve the enrollment route.

Based on the above survey results and the actual situation of facilities and staff, teachers, schools proactively develop a draft enrollment plan for the 2025-2026 school year to report to superiors for approval. The enrollment zoning and enrollment quota assignment must be consistent with the facilities and staff conditions of each school; the quota (number of classes, number of students/class, number of classes with 2 sessions/day) must be consistent with the number of classrooms of the school, with priority given to learning support rooms and 2-session classrooms/day.

Regarding the enrollment of the first level of the 2025-2026 school year, the Hanoi Department of Education and Training requires units to ensure publicity with "5 clarity": Clear enrollment route; clear enrollment quota; clear enrollment time; clear enrollment method and clear responsibility in enrollment work.
