On the afternoon of March 25, during the discussion on the draft Law on Teachers, the content related to extra teaching and learning was raised by National Assembly delegate Hoang Van Cuong (Hanoi delegation).
It's not true that forcing students to take extra classes is bad.
He said that the ban on forcing students to participate in extra classes in any form as stipulated in this bill sounds very good and seems very correct, but there are two problems.
Firstly, according to Mr. Cuong, forcing students to take extra classes is not necessarily bad. Because many students and many teachers see that there are students who are very weak in their studies and cannot keep up with their friends.
Usually, for those weak students, dedicated teachers will ask these students to stay after class to study more, to give extra instructions, and even if these students are not ready, sometimes they need to be forced.
"So, this behavior is not bad at all, this behavior is very humane, this behavior is quite common among responsible teachers. So why do we ban it?
Therefore, I propose that here we only ban forced extra classes for personal gain, but if it is not for personal gain, then it is very good and should be encouraged," said Mr. Cuong.
Second, according to Mr. Cuong, this says that forcing students to take extra classes is prohibited.
In reality, there are many teachers who teach extra classes, students are not forced, even families voluntarily write applications, but in fact it is not voluntary, it is still disguised coercion.
"If we just say it's forced, this will still happen. Therefore, I suggest that we should ban paid tutoring for students who are directly teaching. This should be changed," Mr. Cuong added.

Concluding this content, Vice President of the National Assembly Nguyen Thi Thanh said that recently, the Ministry of Education and Training issued Circular 29 regulating extra teaching and learning.
Ms. Thanh suggested that the ministry soon have a report, summarizing the actual implementation to stipulate in the law the principles on this issue and not be too detailed or specific.
"I suggest the ministry further research the issue of extra teaching and learning," said Ms. Thanh.
Circular 29 of the Ministry of Education and Training, effective from February 14, stipulates that teachers are not allowed to teach extra classes outside of school for money to students they are assigned to teach by the school.
At the same time, do not organize extra classes for primary school students, except in the following cases: art training, physical education, and life skills training.
The circular of the ministry also stipulates that extra teaching hours should not be arranged alternately with the timetable for implementing the main curriculum; and that extra teaching should not be done ahead of the subject curriculum distribution in the school's education plan.
This regulation allows teachers to participate in extra-curricular teaching, but they are not allowed to participate in the management and operation of extra-curricular teaching.
Article 11 of the draft Law on Teachers on things that must not be done stipulates that teachers must not force students to participate in extra classes in any form.
Previously, the issue of extra teaching and learning according to Circular 29 of the Ministry of Education and Training was also mentioned in the National Assembly's February report on public petition work.
The report said that voters and people continue to worry about the implementation of regulations on extra teaching and learning.
From there, the National Assembly's Committee for Petitions and Supervision requested the Ministry of Education and Training to inspect and evaluate the implementation of regulations on extra teaching and learning to make adjustments if they are not appropriate.
