Long An approved the policy of balancing 10,000 billion VND to build Ho Chi Minh City's 4th beltway through the area.

Long An's budget allocation progress in 2025 will be 200 billion VND. The remaining 9,800 billion VND will be allocated in the medium-term public investment capital plan for the period 2026-2028.

On March 25, the 23rd session of the Long An Provincial People's Council, term X, passed a resolution agreeing on the implementation policy and commitment to ensure the balance of local budget capital for the Ho Chi Minh City Ring Road 4 project, section through Long An province.

This is an important national project for which the Ho Chi Minh City People's Committee has prepared a pre-feasibility study report that has been appraised and implemented in Ho Chi Minh City and the four provinces of Ba Ria - Vung Tau, Binh Duong, Dong Nai and Long An.

Investment projects under the public-private partnership (PPP) method, build-operate-transfer (BOT) contract type, have the participation of central and local budget capital, the remaining capital is from the investor.

The project starts at Km40+00 (Bien Hoa - Vung Tau expressway route), Tan Thanh district, Ba Ria - Vung Tau province. The end point connects to the North - South axis at Hiep Phuoc port area, Nha Be district, Ho Chi Minh City.

The total length is about 159.31km, passing through Ba Ria - Vung Tau (18.23km), Dong Nai (46.08km), Ho Chi Minh City (16.7km), Long An (78.3km) including 3.8km through Nha Be district, Ho Chi Minh City). The section through Binh Duong province is about 47.95km long, independently invested according to the project investment policy approved by the People's Council of Binh Duong province.

The section through Long An province is divided into 4 component projects with a total investment of about 68,715 billion VND.

Investment capital from the central budget is more than 31,013 billion VND, Long An province budget is more than 10,000 billion VND, Ho Chi Minh City budget is more than 1,767 billion VND, investors are more than 25,934 billion VND.

Long An will balance the budget of more than 10,000 billion VND to participate in compensation, support, resettlement and construction of service roads, parallel roads in Long An province, construction of the main expressway route in Long An province from Thay Cai bridge to Ho Chi Minh City - Trung Luong expressway under the form of public-private partnership under BOT contract and construction of the main expressway route in Long An province and Ho Chi Minh City (about 3.8km), the section from Ho Chi Minh City - Trung Luong expressway to Hiep Phuoc under the form of public-private partnership under BOT contract.

Long An's budget allocation progress in 2025 will be 200 billion VND, if the allocation documents are ensured according to regulations and fully disbursed.

The remaining VND9,800 billion will be allocated in the medium-term public investment capital plan for the 2026-2028 period and from increased revenue sources, with an average annual allocation of VND3,266 billion.
