Great effort, high determination to soon complete the elimination of temporary and leaky houses

This is the direction of comrade Ho Quoc Dung - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council, Head of the Steering Committee for the implementation of eliminating temporary and dilapidated houses in the province, at the online meeting of the Steering Committee to localities in the province, taking place on the morning of March 25.

Construction and repair of 96% of houses have been started.

Reporting at the meeting, Director of the Department of Agriculture and Environment Cao Thanh Thuong said: As of March 23, 2025, the whole province had 4,168/4,364 poor, near-poor, newly escaped poverty households, people with revolutionary contributions and martyrs' relatives who had started to build new houses, repair temporary houses, dilapidated houses (reaching 96%). Of which, 1,732 households had completed the construction and repair of new houses (498 newly built households, 1,234 repaired households). The total disbursed budget was nearly 74 billion VND, including nearly 33 billion VND in state budget support and nearly 40 billion VND in loans from the Vietnam Bank for Social Policies.

In addition, organizations, individuals, and businesses joined hands to contribute to building and repairing houses with a total amount of more than 18 billion VND and 524 tons of cement. The Provincial Military Command supported 800 working days and 89 vehicles transporting materials; the Vietnam Fatherland Front and socio-political organizations mobilized support for 3,020 households to build and repair houses, with a budget of over 8 billion VND and 22,000 working days, helping to dismantle old houses, transport materials, etc.

According to Mr. Cao Thanh Thuong, there are still 196 households in the province that have not started building or repairing houses, including 155 new houses and 41 houses being repaired. Localities are mobilizing households to start building or repairing new houses by the end of March 2025. The province is striving to complete the removal of temporary and dilapidated houses by April 25, 2025, reaching the target 1 month ahead of schedule.  

"The Provincial People's Committee will establish working groups to regularly inspect the progress of removing temporary and dilapidated houses in localities, in order to direct measures to remove difficulties and obstacles. In addition, the Provincial People's Committee will ensure that sufficient funds are allocated for localities to support people in building and repairing houses. At the same time, it will require assigning responsibilities to each level, each sector, and each locality in removing temporary and dilapidated houses, ensuring the completion and exceeding of the plan set forth by the Provincial Steering Committee."

As a locality with a large number of temporary and dilapidated houses, in recent times, Hoai An district has actively supported households to speed up the construction and repair of houses. Chairman of Hoai An district People's Committee Nguyen Van Hoa said: In the area, there are 531 households eligible for support to build and repair houses, so far 488 households have started construction, and 43 households are preparing to start construction. "Along with the provincial budget support, the amount of money
60 million VND/new house, 30 million VND/repaired house, the locality also mobilizes social resources to support households at the level of 20 million VND/new house and 10 million VND/repaired house. At the same time, regularly inspect and supervise the construction to speed up the implementation progress", Mr. Hoa said.

Mr. Tran Quoc Quan, Deputy Director in charge of the Social Policy Bank, Binh Dinh Province Branch, said that the Branch has directed transaction offices to coordinate with local authorities and relevant units to review the demand for loans to support the construction and repair of houses for poor and near-poor households. Thereby, 1,362 households have registered for loans, with an amount of more than 54.4 billion VND. "To date, the Bank has disbursed nearly 41 billion VND in loans to 1,025 households. Timely and timely lending has helped households to promptly build and repair houses, ensuring the requirements set out," said Mr. Quan.

By the end of May 2025, temporary and dilapidated houses must be eliminated.

Concluding the meeting, Provincial Party Secretary Ho Quoc Dung acknowledged and highly appreciated the results achieved in the work of eliminating temporary and dilapidated houses.

The Provincial Party Secretary acknowledged that thanks to the drastic participation of the entire political system from the province to the grassroots level, along with the active response of organizations, individuals, businesses, and people, the program has brought about high results, ensuring the set requirements. It is worth noting that difficulties and problems related to land, budget, resource mobilization, construction material mines, etc. have all been promptly and smoothly resolved by all levels and sectors.

“Recently, Prime Minister Pham Minh Chinh inspected the work of eliminating temporary and dilapidated houses in Binh Thanh commune (Tay Son district), highly appreciated and commended the province for its good and effective way of mobilizing resources to support households. The Prime Minister said that Binh Dinh is a bright spot in the country in joining hands to eliminate temporary and dilapidated houses, so the locality needs to make more efforts to soon complete the program,” emphasized comrade Ho Quoc Dung.

However, the Provincial Party Secretary assessed that there are still shortcomings and limitations that need to be overcome in the implementation of the elimination of temporary and dilapidated houses. That is the situation where some households still rely on and "outsource" the construction and repair of houses to the state, organizations and individuals. The propaganda, mobilization and resource mobilization work in some localities is not good; the mobilized resources are not many; the mobilization of support for working days and materials is still limited... "Through this meeting, localities need to promote good and effective practices, and at the same time overcome shortcomings and limitations to do better", the Provincial Party Secretary requested.

Regarding the key tasks and solutions in the coming time, the Provincial Party Secretary requested that from now until March 31, 2025, localities must start construction and repair of all remaining temporary and dilapidated houses. Support for the elimination of temporary and dilapidated houses must be considered a key and urgent task to show gratitude to families of meritorious people and fulfill responsibilities to the people on the occasion of the 50th anniversary of the Liberation of Binh Dinh Province (March 31, 1975 - March 31, 2025). Conduct a review of all temporary and dilapidated houses to have a specific and detailed support plan; strive to complete the elimination of temporary and dilapidated houses in the entire province by May 30, 2025.

“We continue to do a good job of propaganda and mobilization of the masses, cadres and party members to understand the purpose and meaning of the program so that they can continue to join the province in eliminating temporary and dilapidated houses. Mobilize the community's cooperation and contribution in the spirit of "everyone contributes what they have", "someone contributes money, some contributes labor, some contributes strength"... The spirit is that no sector, organization or locality will stand outside the program", the Provincial Party Secretary requested.
