Tourism is the spearhead, industry is the growth engine

Talking about the development orientations of Ninh Binh , comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee said that by 2030, Ninh Binh strives to become a fairly developed province in the Red River Delta. "Some people wonder, Ninh Binh is currently a fairly developed province according to the general criteria of the whole country, why is it striving to become a fairly developed province in the Red River Delta? That is because the criteria of the Red River Delta are the highest in the country. Striving to be ranked 4th or 5th in the Red River Delta is not easy," comrade Pham Quang Ngoc explained. To achieve that goal, Ninh Binh's orientation is still sustainable development in terms of economy, culture, society, and environment. Ninh Binh chooses a fairly average growth rate of 8.5%/year.

According to comrade Pham Quang Ngoc, Ninh Binh has identified tourism as a key economic sector. "When tourism is identified as a key sector, industrial planning must depend on tourism planning. Although the province still identifies industry as a driving force for growth, increasing budget revenue and income for the people, mining industries such as brick, lime and cement production are not attractive and do not expand. The province's industrial development orientation is to have good added value, good budget revenue, moderate labor use, and not destroy natural resources and the environment. The province mainly focuses on developing high technology and environmentally friendly technology," comrade Pham Quang Ngoc analyzed.

Transport infrastructure comes first

The changes in Ninh Binh's infrastructure, especially transport infrastructure, are clearly visible. According to Mr. Nguyen Quang Minh, Deputy Director of the Department of Transport of Ninh Binh province, the provincial leaders identified transport infrastructure as an essential part of infrastructure, which must be one step ahead, creating growth momentum for economic sectors.

From 2020 to present, Ninh Binh province's transport infrastructure has developed strongly, the planning targets for basic infrastructure have been achieved. Regarding roads, the province currently has a total of 3,900km including 8 national highways, 19 provincial roads and district roads, urban roads, communal roads, specialized roads, and dike roads. Notably, the province's road ratio is 2.57km/km2, an average of 3.56km/1,000 people, more than double the average of the Red River Delta region. 100% of communes in the area have car roads to the commune center; most villages, hamlets, and villages also have car roads.

The Cao Bo-Mai Son expressway, connected to the Phap Van-Cau Gie-Ninh Binh expressway, helps shorten the travel time from Hanoi to Ninh Binh to just over an hour. At the same time, the North-South expressway section Mai Son-National Highway 45 helps connect Ninh Binh with the Central provinces better. In addition, the province is implementing a number of key roads such as the East-West road project phase 1 from Nho Quan to Tam Diep, nearly 23km long, 4 lanes; the 11.2km coastal road project through the province; the road to the Kenh Ga-Van Trinh tourist area nearly 6km long; the Van River overpass and access road... Regarding railways, the North-South railway line passing through Ninh Binh province is 21.6km long. Since 2020, this railway line has been upgraded, a new bridge over the river has been built, some locations with potential traffic safety risks have been renovated, and operational capacity has been gradually improved.

In addition to the leading role of road transport, waterway transport is increasingly focused on and plays an important role in freight transport and tourism exploitation. Ninh Binh province has 16 inland waterways with a total length of nearly 300km. The province also receives two more rivers for local management, namely Hoang Long River and Vac River. It can be said that rivers, canal systems, and flooded areas play an increasingly important role in promoting socio-economic development, promoting waterway tourism along with ferry terminals and ferries serving tourist destinations such as Trang An, Tam Coc-Bich Dong, Van Long... thereby creating a flexible and diverse transportation network.

The province has two strategic directions for traffic development along the North-South and East-West axes. Of which, the East-West route is expected to extend about 56km through 4 districts and cities, connecting the westernmost to the easternmost part of Ninh Binh province, from the mountainous area of ​​Nho Quan district to the coastal district of Kim Son, which will open up a large space for development. This route connects with national highways, promising to awaken the potential of the western land of Ninh Binh province, not only a place with beautiful landscapes, which can promote services and tourism, but also has a lot of room to attract investment in infrastructure, industrial parks and clusters.

Continue to build a team of staff equal to the task

To implement development orientations and exploit local potentials, the capacity and responsibility of the staff, especially the leaders, are especially important and decisive to victory. In recent times, Ninh Binh has carried out synchronous and drastic measures, clearly defining the responsibility of the Party Committee in conjunction with the responsibility of the leaders and Party Committee members at each level with innovative thinking, close to practical requirements, dynamism, creativity, daring to think, daring to do, daring to take responsibility; at the same time, strengthening inspection and supervision work.

According to comrade Nguyen Quoc Toan, Deputy Head of the Organization Board of Ninh Binh Provincial Party Committee, the province focuses on building a team of cadres with sufficient qualities, capacity and prestige to meet the tasks for the 2020-2025 term with a vision to 2030. The province also has its own program on planning, rotation and training of cadres. "Rotation is a very important task. Once the planning is completed, there must be a rotation plan for cadres to hone their skills through practice. The difficulty of Ninh Binh is that the area is small and the number of administrative units is small, so the room for rotation is limited compared to some other localities. To overcome that difficulty, the province selects young cadres with capacity and potential to rotate as deputies for training and development. Cadres at the head level are rotated to create a source of key cadres. In fact, through rotation, the quality of cadres in terms of capacity, quality and experience has been significantly improved," comrade Nguyen Quoc Toan shared.

Along with the provincial level, the levels from district to commune also rotate cadres, including rotation from district to commune and between commune-level localities. According to comrade Nguyen Xuan Son, Secretary of Yen Mo District Party Committee, implementing the policy that the Party Committee Secretary is not a local, all communes and towns of the district have rotated cadres. Some criteria for cadres applied by Yen Mo district are higher than the general criteria of the province. Along with that, priority is given to young cadres who have been trained systematically and formally, and the work evaluation process demonstrates a spirit of learning and progress.

Evaluating cadres is considered a difficult task, due to the disease of achievement and respect. Experience from Ninh Binh province shows that it is necessary to specify and quantify the criteria so that the evaluation of the level of task completion is accurate, objective and transparent. The province builds the contents according to a specific scale, on the basis of which each individual reviews his/her tasks with the level of completion to self-evaluate. The Party Committee bases on the self-evaluated score and the collective's opinions to consider the level of task completion. Doing a good job in evaluating cadres is an important factor in creating motivation for individuals and collectives to strive. This is also the basis for protecting cadres who dare to think and dare to do for the common good. At the same time, there is a basis for transferring and replacing those who hold important positions in the organization and apparatus but do not meet the requirements.

The reality of Ninh Binh province shows that difficult tasks such as: Site clearance, disbursement of public investment capital, solving difficulties and problems for people and businesses have all been well implemented in the past time. This shows that the Party committees, authorities at all levels and each individual have promoted their capacity and sense of responsibility.

Challenges Ahead

Despite achieving many outstanding results, Ninh Binh still faces many challenges in the remaining half of the term. Therefore, in order to complete the GRDP growth target of 8.5% for the entire term, Ninh Binh must accelerate further in the following years. However, this is a period when the world economy and the domestic economy in general are facing many difficulties, and total market demand is low. Mr. Nguyen Minh Son, General Director of Hyundai Thanh Cong Vietnam Automobile Manufacturing Joint Stock Company, said that due to low market demand, the Company's inventory is still quite large. Meanwhile, in the past, Hyundai Thanh Cong Vietnam has accounted for a large part of the budget revenue of Ninh Binh province. Therefore, in order to avoid a decrease in budget revenue, Ninh Binh province needs to continue to improve the investment environment, attract more investors, and have more new development resources.

After achieving the highest disbursement rate of public investment capital in the country in 2022 (reaching 96.7%), the disbursement of public investment capital in Ninh Binh is currently facing challenges, requiring drastic solutions. The task of building advanced new rural areas and building model new rural areas will also be affected to a certain extent if economic resources decline. At the same time, when revenue is affected, the province needs to be extremely steadfast, not wanting to attract more investment but then accepting enterprises in the mining and low-tech sectors, causing risks to the environment... I am confident that the above issues have been recognized by the leaders of Ninh Binh province and there will be effective solutions.

Thus, with many policies, synchronous solutions and drastic implementation, after half a term of implementing the Resolution of the 13th National Party Congress and the Resolution of the 22nd Provincial Party Congress, Ninh Binh province has achieved many relatively comprehensive achievements; affirming the correctness of the Provincial Party Committee in the orientation of harmonious and sustainable development. These important results create a solid foundation for the Party Committee, government and people of the whole province to strive to complete and exceed the goals and targets of the entire term, thereby helping Ninh Binh soon achieve the goal of becoming a fairly developed province in the Red River Delta region.
