(To Quoc) - The Ministry of Culture, Sports and Tourism has just issued a Plan to implement Resolution No. 11/NQ-CP dated January 15, 2025 of the Government and the 2025 Tourism Stimulus Program with the theme "Vietnam - go to love".
The program was issued to implement Resolution No. 11/NQ-CP on visa exemption under the Tourism Development Stimulus Program in 2025 for citizens of the following countries: Republic of Poland, Czech Republic and Swiss Confederation and Resolution No. 25/NQ-CP dated February 5, 2025 of the Government on the growth target of industries, sectors and localities; improving the quality of tourist services, increasing the attraction of international visitors to Vietnam in 2025.
The visa exemption for a temporary stay of 45 days from the date of entry for tourism purposes for citizens of the Republic of Poland, the Czech Republic and the Swiss Confederation according to Resolution No. 11/NQ-CP will be implemented from March 1, 2025 to December 31, 2025 to stimulate tourism development. Citizens of the above 3 countries entering Vietnam must meet the following conditions: unilateral visa exemption conditions according to the provisions of the Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam, a passport with at least 6 months of validity, and travel under a program organized by a Vietnamese international travel service business enterprise, with a certificate of participation in the tour program (according to Form No. 2 attached). Enterprises with international travel service business licenses must submit a registration to participate in organizing a tour program for citizens of the above 3 countries to the Vietnam National Administration of Tourism (according to Form No. 1 attached).
The Ministry of Culture, Sports and Tourism coordinates with ministries, branches and localities to guide businesses in implementing Resolution No. 11/NQ-CP and the Tourism Development Stimulus Program in 2025; strengthen communication and promotion to attract international tourists to Vietnam as well as organize a program to introduce Vietnamese tourism destinations in the markets of the Republic of Poland, the Czech Republic and the Swiss Confederation and the Vietnam Culture - Tourism Week in the Republic of Poland and the Czech Republic to celebrate the 75th anniversary of establishing diplomatic relations with Vietnam.
At the same time, it is requested that the Ministry of Public Security and the Ministry of National Defense create favorable conditions to welcome tourists to Vietnam according to Resolution No. 11/NQ-CP entering through international border gates; airlines increase connections, create favorable conditions, and serve international tourists exempted from visas according to Resolution No. 11/NQ-CP.

The 2025 tourism stimulus program has many incentives on prices, services, and enhanced experiences for tourists. Accordingly, tourist areas, tourist attractions, historical sites, and scenic spots will exempt or reduce entrance fees for tourists according to the law.
Enhance tourist experiences through rich, diverse and quality tourism programs.
Services such as: Tourist transportation, accommodation, dining, entertainment, shopping, health care are discounted up to 50% depending on each service category and applicable conditions announced by tourism, transportation businesses and service providers according to regulations.
Organize rich and diverse tourism programs, promotional events for typical local products and services to enhance the experience for tourists through direct and online forms.
Many activities and events are organized to attract tourists. These include: important national events such as the 80th anniversary of the founding of the Socialist Republic of Vietnam, the 50th anniversary of the liberation of the South and national reunification; international forums and conferences hosted by Vietnam such as: ASEAN Future Forum, Summit of Partners for Green Growth and the Global Goals 2030, Ministerial Conference of the United Nations Agency for Trade and Development; National Tourism Year - Hue 2025, International Tourism Fair VITM Hanoi 2025, International Tourism Fair ITE Ho Chi Minh City 2025, cultural, sports and tourism events to meet the needs of tourists.
The Vietnam National Administration of Tourism and related units will organize seminars on product development, destination surveys, and new, unique products and services in localities for travel agencies and the press.
Cooperation to link destinations and service products to create stimulus packages for tourists will also be promoted. Localities, associations, and businesses will proactively build and sell linked tourism product packages including: Cultural and heritage tourism product packages; Culinary tourism product packages; Golf tourism product packages; Ecological, agricultural, and rural tourism product packages; Other tourism product packages: develop new tourism product packages, create product diversity and improve service quality; Product packages linking 2 or more destinations in one program for tourists.
Encourage the production of unique, advantageous products and items with local identity (OCOP products) as gifts and souvenirs for tourists.
Linking localities and businesses in the tourism product and service supply chain from transportation, shopping, cuisine, sightseeing, resorts, healthcare, conferences, seminars, sports, and events to create attractive stimulus packages for tourists; attracting community participation in tourism activities.
The tourism stimulus program will contribute to fulfilling the target of 22-23 million international visitors and 120-130 million domestic visitors this year; creating momentum for growth in the following years, meeting the requirements for accelerated and breakthrough development of the tourism industry in line with the development roadmap of the economy in the era of national development.
To implement the unified stimulus program from the central to local levels, the Program sets out specific requirements for agencies, units and enterprises.
In particular, the Ministry of Culture, Sports and Tourism will announce, communicate and promote the Stimulus Program in the 2025 Tourism Promotion Plan; deploy communication campaigns on social networking platforms and online tourism channels.
Build a tourism stimulus website for localities and businesses to update products, promotional programs, service incentives, publicize information about tourism programs, destinations and tourism events, helping tourists conveniently look up information related to the Stimulus Program.
Organize tourism promotion programs in key and potential tourism markets to stimulate tourism demand and increase international tourist attraction.
The People's Committees of provinces/cities under the Central Government will direct the Department of Tourism Management, tourism associations, tourism businesses, and tourism services in the area to develop a stimulus program according to the above contents in conjunction with unique tourism products and local cultural events and festivals. Widely inform investors and the tourism business community in the area to actively participate in the stimulus program.
Publicly announce the contents and businesses participating in the local stimulus program and send information to the Vietnam National Tourism Administration for updating on the tourism stimulus page.
Ensure the active and effective participation of businesses, organizations, and individuals doing business in accommodation, travel, transportation, and local tourist destinations in developing promotional packages to stimulate tourism demand at preferential prices, enhancing the experience for tourists, applying flexibly in each stage or during the time frame of tourism events, creating favorable conditions and encouraging visitors.
Implement state management tasks in the area, ensure security, safety, product and service quality for tourists; regularly guide tourism service businesses to strictly comply with regulations on registration, listing and selling at the correct listed price for tourism products and services.
Vietnam Tourism Association and local tourism associations develop a tourism stimulus program within the association; disseminate and call for active participation of members in implementing the stimulus program and update information to tourism businesses.
Tourist transport units focus on building preferential policies for Vietnamese travel businesses including preferential price packages, discounted train and plane tickets or separate promotional programs for tourist groups participating in the Stimulus Program.
Research and plan to open more direct flights, charter flights, and increase flight frequency connecting Vietnam's tourist centers with potential tourist markets.
Enterprises, organizations and individuals providing international travel services, tourist areas and attractions, tourist accommodation establishments and tourism service providers actively participate and register to respond to the Stimulus Program; develop and sell preferential product packages according to the Stimulus Program, suitable for the target market, ensuring service quality and complying with current legal regulations.
Actively coordinate with airlines, accommodation establishments, tourist attractions, and tourism service establishments to offer preferential packages for international tourists.
Diversify products, improve the quality of tourism services, register to participate in the Stimulus Program through the local Department of Tourism; prioritize the implementation of incentive packages, promotions, discounts on entrance tickets, service prices, enhance the experience for tourists suitable for each period or time of tourism events.
