"Pioneer flag" to implement Resolution 57

The National Data Association has just been launched in Hanoi with the expectation of creating a new momentum and foundation for national innovation in the new era.

Promoting the role of data in the new era

Immediately after the establishment of the National Data Center at the end of February 2025, the National Data Association was officially launched in Hanoi. The presence of General Secretary To Lam and Prime Minister Pham Minh Chinh at the association's launch demonstrated the special attention of Party and State leaders to data development in particular and the promotion of the implementation of Resolution No. 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation.

In the world, data is identified as the main means of production of the new era, data infrastructure is one of the four pillars of the digital era. Many experts consider data to increasingly play the role of oil in the 21st century and the race to build databases is becoming increasingly fierce.

Vietnam's manifesto-like policy orientations in the new era of data, especially big data, are highlighted in Resolution 57. Accordingly, there are mechanisms and policies to support domestic enterprises to invest in and build data centers and cloud computing; attract foreign enterprises to set up data centers and cloud computing in Vietnam. Form a storage and computing infrastructure that meets international and green standards. Quickly complete and effectively promote the National Data Center; invest in building regional data centers. Build and effectively promote national data, data of ministries, branches and localities to ensure connectivity, integration and sharing.

Along with that, there are mechanisms and policies to ensure that data becomes an important source of production resources. Establish ownership, data trading and distribution of value created from data. Develop data economy, data market and data trading floors. Build Vietnam's sovereign big databases. Form Vietnam's big data industry. Strongly develop artificial intelligence applications based on big data for important industries and fields.

To tilt the opportunities in the digital age towards the country

In his speech at the launch of the National Data Association, General Secretary To Lam expected the association to be the "Common Home of Digital Knights" and at the same time the "pioneer" in implementing Resolution 57 and resolutions on science and technology to turn Vietnam into a digital nation, with digital governance, digital economy, and digital society developed based on "correct-sufficient-clean-living" data of Vietnam.

The expectation of the head of our Party is also the direction of activities, assigning tasks to the association to create a strong driving force for innovation, while at the same time giving Vietnam enough foundation and potential to become an address to attract international investment sources for data development, especially big data.

Looking at the list of the Executive Board of the National Data Association, we can see representatives of many ministries and branches, mainly the Ministry of Public Security, along with many representatives of experts, managers, and business leaders. This shows that along with the Party and State's interest in data development in Vietnam, the interest of society in this work is also growing and ministries, branches, and businesses are ready to join hands to realize investment orientations, perfect infrastructure for science, technology, innovation, and national digital transformation, including data infrastructure as stated in Resolution 57.

As the “common home of technology knights”, the National Data Association is not only a place to gather efforts, material resources and ideas for data development, but also contributes to shortening the gap between Vietnam and other countries in the race to develop databases and data infrastructure.

As the "pioneer" in implementing Resolution 57, the activities of the National Data Association allow for the creation of new momentum and new motivation for national innovation as well as providing sharp, accurate and precise advice in policy making, creating a solid foundation for the country's development in the new era.

These are also two noble tasks on the shoulders of the National Data Association. And the establishment of the Association, along with the development and completion of data law projects in 2025, will contribute to marking 2025 as the year of data work - the focus of national digital transformation. From there, opportunities in the digital age and digital economy will increasingly lean towards the country.

The National Data Association was established under Decision No. 10/QD-BNV dated January 10, 2025 of the Ministry of Home Affairs, with the mission of connecting management agencies, businesses, organizations and individuals operating in the data field. The Association aims to build a strong data ecosystem, contributing to promoting the development of the digital economy and increasing the value of data in the national economy.
