(NLDO) - Prime Minister Pham Minh Chinh affirmed that if we want businesses to be stronger and more numerous, we must first develop an ecosystem for businesses to develop.

On the afternoon of March 24 in Hanoi, the Ministry of Home Affairs, the Government Office, and the Central Committee of the Ho Chi Minh Communist Youth Union jointly organized the program of the Prime Minister's dialogue with Vietnamese youth in 2025 with the theme "Vietnamese youth pioneering the development of science and technology, innovation and national digital transformation".

Chairing the dialogue, Prime Minister Pham Minh Chinh jokingly said that today's hall was divided into two teams, the youth delegation team and the government members team. Although the youth contingent was very large, the Prime Minister was confident that his "team" was also very strong. As the first questioner, Chairman of the Digital Trade Promotion Club (EPC) Bui The Quyen hoped that the Prime Minister would share the Government's solutions so that the number of Vietnamese enterprises meeting the criteria of science and technology enterprises and the number of innovative startups would double compared to 2020 as set out in the Strategy for Science, Technology and Innovation Development.

Authorized by the Prime Minister, Deputy Minister of Finance Tran Quoc Phuong answered this question. According to Mr. Tran Quoc Phuong, in the map of innovation and science and technology, in 2024, Vietnam increased 2 ranks compared to 2023, to position 44. Compared to countries of the same level and with low average income, our country ranked 2nd after India.

Sharing about the solutions, Mr. Phuong said that the first solution is to perfect the institution. This is a breakthrough solution of breakthroughs and currently, the work of perfecting the institution is taking place strongly. Many laws are being researched, amended, supplemented, and perfected according to the current major orientation of meeting the requirements of Resolution 57 as well as the growth orientation of 8% this year. According to the Deputy Minister of Finance, perfecting the institution for innovative enterprises will be a liberating and encouraging factor for these enterprises.

Accordingly, implementing 3 strategic breakthroughs: First, the institution must be open, cutting administrative procedures, reducing intermediaries, decentralizing, decentralizing, making business registration simple, reducing compliance costs.

Second, developing strategic infrastructure not only creates new development space but also creates new added value of land, creates new industrial zones, urban areas, services, tourism, especially digital infrastructure, science and technology infrastructure, energy infrastructure... All of this helps reduce input costs, increase product competitiveness and create demand for business development.

Third, training high-quality human resources, improving labor productivity, adapting to emerging industries such as digital economy, green economy, circular economy, sharing economy, knowledge economy, etc.

"In addition, we are building a project to develop the private economy with the view that the private economy is the most important driving force in economic development; to untie private enterprises for development, mechanisms and policies must be legalized" - the Prime Minister emphasized.
