In a dialogue with young people, Prime Minister Pham Minh Chinh emphasized that 20 million young people will determine Vietnam's position and stature in the digital age; the vision and aspiration for national development by 2045 greatly need the contribution and intelligence of this force.
On the afternoon of March 24, at the Government headquarters, the Prime Minister had a dialogue with Vietnamese youth in 2025 with the theme "Vietnamese youth pioneering the development of science and technology, innovation and national digital transformation".
The program is jointly organized by the Ministry of Home Affairs, the Government Office, and the Central Committee of the Ho Chi Minh Communist Youth Union on the occasion of Youth Month 2025 and to celebrate the 94th anniversary of the founding of the Ho Chi Minh Communist Youth Union (March 26, 1931 - March 26, 2025).
Also attending the Dialogue were Deputy Prime Minister Bui Thanh Son; General Luong Tam Quang, Minister of Public Security; Chairman of the National Assembly's Committee on Culture and Social Affairs Nguyen Dac Vinh; Minister of Industry and Trade Nguyen Hong Dien, Minister of Education and Training Nguyen Kim Son, Minister of Health Dao Hong Lan; Deputy Head of the Central Propaganda and Mass Mobilization Commission Pham Tat Thang, Deputy Head of the Central Organization Commission Do Trong Hung; First Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union, Chairman of the National Committee on Vietnamese Youth Bui Quang Huy; leaders of ministries, sectors, and central agencies, along with 300 youth delegates, representing more than 20 million young people nationwide.
Everyone has strengths and specialties and they all have a place to show their skills.
In his concluding remarks, Prime Minister Pham Minh Chinh assessed that the dialogue took place democratically, without limits or distances, was truly high-quality, useful, understanding, shared with each other, and had orientation, feasibility and effectiveness.
Regarding the position, role and importance of youth and youth work, the Prime Minister emphasized that Vietnamese youth carry the blood of Lac Hong; are the most vigorous force in terms of physical strength, spirit, intelligence, aspiration, passion and dedication; are a force with great potential and spreading power, always eager to rise up, assert themselves and contribute to the Fatherland and the people.
Throughout the glorious history of the nation, generations of Vietnamese youth have always played an important role in the process of building, protecting and developing the country. From major events to the process of movement and development in each historical period of the nation are all closely associated with the important contributions of the young generation and youth.
In the resistance war against colonialism, for national independence and unification, Vietnamese youth were the shock troops of the Party, ready to sacrifice for the country, with many seething revolutionary movements such as "Suicide for the Fatherland", "Three Ready"...
In the process of innovation and integration of the country, Vietnamese youth are always proactive, positive, and pioneers in labor, production, business, study, and training, notably the movements: Youth starting a business, Youth protecting the country, Accompanying young people to establish a career, etc.
"We are deeply moved by the examples of brave young people who sacrifice themselves to protect the Fatherland and for the peaceful life of the people; strive to achieve high results in study and research, escape poverty, become rich legitimately, and build a rich and beautiful homeland and country," the Prime Minister said.
The Prime Minister recalled that during his lifetime, President Ho Chi Minh always placed his full trust in the youth. In his Letter to the Youth (1947), he affirmed: "The youth are the future masters of the country. The prosperity or decline, weakness or strength of the country depends largely on the youth."
The Party and the State always promote the role and position of youth, as the vanguard force of the revolution, always placing youth at the center of the strategy of training and developing Vietnamese human resources and factors. In recent times, we have proposed many mechanisms and policies on education, training, fostering, encouraging youth to develop, start a business, and promote their role in all areas of social life.
The spirit is to create conditions to maximize each person's capacity, create the most favorable conditions for each person to pursue their passion, ambition, and strengths. Whoever has strengths and specialties will have a "place to show their talents", said the Prime Minister.
Since the promulgation of the Youth Law in 2020, this is the third time the Prime Minister has had a dialogue with Vietnamese youth. According to the Prime Minister, this continues to affirm the interest and expectations of the Government and the Prime Minister for the young generation - the future owners of the country.
The Prime Minister's dialogue with youth program in 2023 has the theme "Building young, high-quality human resources to meet the 4.0 era" with 2 messages: "5 readiness" and "5 pioneers".
The Prime Minister's Dialogue with Youth Program in 2024 with the theme "Promoting the pioneering role of youth in national digital transformation" with 2 messages: "5 pioneers" and "6 aspirations".
Along with this year's theme, these are topics suitable for youth, the trend of the times and the development of the country.
According to the report of the Central Youth Union, after the Dialogue Programs in 2023 and 2024, ministries, branches and all 63/63 provinces and cities have actively organized dialogue conferences between government leaders and young people; promptly implemented and handled proposals and recommendations of young people. The Prime Minister requested the Central Youth Union to preside over, together with ministries, branches and localities, to summarize and evaluate the implementation; continue to listen and promptly propose solutions to remove difficulties and obstacles.
In the coming time, the Prime Minister hopes that young people will continue to share their feelings and impressions about the country's development, their concerns and worries, and their suggestions and comments to build and protect the Fatherland.
The pioneering role of youth with 6 outstanding "imprints"
According to the Prime Minister, the theme of the 2025 dialogue "Vietnamese youth pioneering the development of science and technology, innovation and national digital transformation" inherits the themes of previous years and has appropriate developments, especially when the Politburo issued Resolution 57 on breakthroughs in science and technology development, innovation and national digital transformation; the National Assembly issued Resolution 193 on piloting a number of special mechanisms and policies; the Government issued Resolution 03 on the Action Program to implement Resolution 57.
Our country is entering a new era - an era of strong, civilized, and prosperous development of the nation; the growth rate in 2025 must strive to reach at least 8%, aiming to reach double digits in the 2026-2030 period; completing two 100-year strategic goals (striving to become a developing country by 2030, with modern industry and high average income; by 2045, a developed country with high income).
The Party and State clearly identify science and technology, innovation and national digital transformation as important pillars, key solutions and breakthrough methods to achieve the set strategic goals.
Along with that, today's youth is the generation born in the era of science and technology, innovation, and digital transformation. Youth are identified as the vanguard, core force, a force with unlimited creativity, with the ability to quickly access and master research, development, transfer of science and technology, innovation, startups, and national digital transformation.
On behalf of the leaders of the Party, State and Government, the Prime Minister welcomed and highly appreciated the Central Youth Union's initiative on the theme of this year's dialogue, especially the enthusiastic, responsible, sharing, suggestions and recommendations of the young people in the Program. You are clearly demonstrating your spirit, responsibility, pioneering spirit, and readiness to take on the historic mission of the youth in the new revolutionary period, developing science and technology, innovation and digital transformation of the country, contributing to bringing Vietnam to develop strongly in the new era of wealth, civilization and prosperity.
In recent times, Vietnamese youth have affirmed their pioneering role in developing science and technology, innovation and national digital transformation; of which "6 outstanding marks" are:
(1) Breakthroughs in learning, research and technology development: Youth-led technology startups have implemented many AI and digital technology projects with a total investment value of up to tens of millions of USD (AI applications in medical data analysis and smart agriculture, helping to optimize production processes and minimize operating costs).
(2) The movement of startups and innovation is promoted: Some digital technology startups of young people have had initial success such as e-wallet Momo, business management platform Base.vn; knowledge sharing platform Got It. Many successful digital businesses are owned by young people such as Tiki.vn, Be Group, VNG Corporation.
In particular, the Ho Chi Minh Communist Youth Union organized many programs and awards to honor innovative ideas and create strong spread. Of which, nearly 1,600 activities were implemented, supporting nearly 96,000 youth union members to start creative businesses; realizing nearly 59,000 ideas and initiatives with a total support value of nearly 111 billion VND; the mobile application "Vietnamese Youth" with 11 million user accounts.
(3) Actively participating in the national digital transformation process: Millions of young people participate in digital skills training courses, improving their ability to access new technologies. Hundreds of thousands of young volunteers have supported the implementation of online public services. During the COVID-19 pandemic, young people have taken the lead in using online platforms for distance learning; remote medical examination, medical declaration, online volunteering, etc.
(4) Preserving and promoting national cultural identity: Young people take the lead in digitizing data on cultural heritages and red addresses; creating many online platforms to introduce traditional arts such as Cheo, Tuong, and Cai Luong. Many young artists have combined and integrated folk music with contemporary music, attracting a record number of viewers.
The Prime Minister mentioned the work "Bac Bling (Bac Ninh)", which contributed to internationalizing the advanced culture, imbued with the national identity of the Vietnamese people, to the world and nationalizing human civilization in our country.
(5) Actively participate in international activities: Every year, tens of thousands of students participate in international exchanges, promoting cultural exchanges, academic cooperation, and studying abroad. Many young Vietnamese scientists have had highly applicable research projects that have been recognized internationally.
(6) Actively digitalize volunteer activities: Many youth volunteer models associated with digital transformation have been deployed such as: Global Network of Young Vietnamese Intellectuals; Companion Doctors Network; Community Digital Technology Team, Young Intellectuals Network participating in new rural construction, "Digital Education for the People" volunteer team... In 2024, more than 20 million union members and youth have participated in volunteer programs. Many renewable energy initiatives and circular economic models initiated by youth are being replicated.
On behalf of the Party, State and Government leaders, the Prime Minister acknowledged and commended the efforts, results and achievements of the Ho Chi Minh Communist Youth Union and Vietnamese youth in scientific research, application of technology in production and life, promoting the innovation ecosystem and participating in digital transformation in all fields. This is not only a proud result but also a strong motivation for the young generation to continue to contribute to the sustainable development of the country.
However, the Prime Minister made it clear that these are only initial results, we absolutely must not be subjective, satisfied, or intoxicated with the results achieved; there is still much work to do ahead.
Vietnamese youth continue to face many difficulties, challenges, and major "obstacles" in the international and domestic context under the impact of digitalization and the 4.0 industrial revolution: (1) The young human resources that meet the requirements of science and technology development, innovation, and national digital transformation are still limited, and some are not of high quality; (2) Fierce competition in the labor market as modern science and technology gradually replace humans in some fields; (3) The shift in the global workforce; (4) Vietnam's startup ecosystem still faces many barriers, science and technology infrastructure, and digital infrastructure have not been properly invested; (5) Limitations and inadequacies in cybersecurity, personal data security, and protection of sovereignty in digital space...
These challenges put on the shoulders of young people the mission of being proactive, pioneering in innovative thinking, constantly cultivating knowledge and courage to turn difficulties into opportunities, competitive advantages, and rising to master science and technology, and innovate.
Vision and Aspiration 2045 needs the contribution and intelligence of 20 million young people
The Prime Minister stated that in order to encourage young people to proactively and actively participate in science and technology development, innovation, startups and national digital transformation, in the coming time, the Government and the Prime Minister will focus on directing three key tasks:
The first is to perfect institutions, mechanisms and policies to support young people in developing science and technology, innovation, startups and digital transformation; considering this as the bottleneck of bottlenecks and the breakthrough of breakthroughs.
The second is to develop science and technology infrastructure, innovation, digital transformation, improve the business investment environment, support and create favorable conditions for young people to participate deeply in science and technology development, innovation, startups and national digital transformation.
Third is to strongly invest in developing high-quality young human resources, especially in cutting-edge technology fields.
In order for Vietnamese youth to become the pioneering and core force in the country's digital age, the Prime Minister requested the Ho Chi Minh Communist Youth Union and the Vietnam Youth Union to launch practical, effective, and deeply humane emulation movements with specific programs, plans, tasks, and solutions to further promote the role, contributions, and dedication of youth; focusing on "Three pioneers" and "Six key points" (as stated by the Prime Minister at the "Outstanding Vietnamese Young Faces 2024" Award Ceremony on March 23, 2025).
At the same time, the Prime Minister asked Vietnamese youth to promote the spirit of initiative and creativity with "5 proactive measures" in developing science and technology, innovation and national digital transformation:
First, be proactive in learning, scientific research, technology application, and digital transformation: Actively grasp knowledge, master modern and advanced science and technology, and apply them to practical life.
Second, proactively contribute initiatives, opinions, suggestions, participate in perfecting institutions, improving the investment, business and startup environment.
Third, be proactive in smart management and optimize work efficiency: Apply technology in business management and operation to reduce costs, waste, improve efficiency, and increase labor productivity.
Fourth, be proactive in startups, innovation, and digital transformation: Boldly pursue breakthrough ideas, build creative businesses, and contribute to promoting the creative economy and digital economy.
Fifth, be proactive in international exchange and integration: Improve foreign language proficiency, global digital skills, participate in forums, international cooperation on science and technology, innovation and digital transformation; affirm Vietnamese qualifications, capacity, mettle and culture.
The Prime Minister made three "order" requests to Vietnamese youth:
Firstly, Vietnamese youth have said they will do it, have committed to do it, have made efforts and must make more efforts, have been determined and must be more determined, have been resolute and must be more resolute, have been pioneers and must be more pioneers. Developing science and technology, innovation and digital transformation are not only tasks but also opportunities for young people to demonstrate their mettle, intelligence and aspiration to contribute to building a strong, civilized and prosperous country.
Second, Vietnamese youth must have creative thinking, take decisive and strong actions, and realize their aspirations through specific and effective products and projects. Make good use of opportunities, and respond to policies appropriately, flexibly and effectively.
Third, Vietnamese youth must promote the spirit of "not being arrogant in victory, not being discouraged in defeat"; must have the mindset of "turning nothing into something, turning difficulty into ease, turning the impossible into the possible". Young people should keep "a pure heart - a bright mind - great ambitions", think deeply and do great things, look far and wide; value time, intelligence, and timely decisiveness; strive to overcome their own limits to constantly contribute to their homeland and country.
To promote the spirit of volunteerism and vanguardism of young people in developing science and technology, innovation, and national digital transformation, the Prime Minister requested all levels, sectors, and localities to:
(1) Deeply aware of the position, role and importance of youth and youth work, youth is an important resource, a pioneer in developing science and technology, innovation, digital transformation, bringing the country firmly into the new era.
(2) Continue to research, perfect mechanisms and policies and create a favorable and attractive environment to encourage young people to participate in the process of science and technology development, innovation and national digital transformation, especially specific mechanisms, attracting talent, training young human resources, and commercializing research.
(3) Proactively assign work, place orders, and have outstanding policies and mechanisms to encourage young entrepreneurs, young scientists, and Vietnamese researchers at home and abroad to participate in scientific research, innovation, and national digital transformation activities.
(4) Continue to seriously and effectively carry out dialogue activities with young people; have more activities to exchange, listen, research, absorb, and solve basic issues that young people are interested in and make recommendations, especially regarding promoting the application of science and technology, digital transformation, policies to support young people in studying, researching, working, starting creative businesses, establishing investment funds, etc.
(5) The Ho Chi Minh Communist Youth Union must continue to strongly innovate in thinking and methods of operation; launch many practical and effective movements to promote the pioneering and pioneering role of young people in developing science and technology, innovation, and national digital transformation.
Believing that in order for the movement to "live long" and be effective, it is necessary to harmonize individual interests and common interests, between individual interests and collective interests, the interests of the Fatherland and the country, the Prime Minister suggested a number of youth movements such as learning foreign languages, protecting the environment, and learning information technology.
Recalling the advice of beloved President Ho Chi Minh: "Young people will be the masters of the country. We must study forever and progress forever to be truly young", the Prime Minister emphasized that Vietnamese youth are the future masters of the country, 20 million young people will decide the position and stature of Vietnam in the digital age. The vision and aspiration to develop the country by 2045 really need the contribution and intelligence of 20 million young people.
With the viewpoint that "resources come from thinking and vision, motivation comes from innovation and creativity, strength comes from people and businesses", the Prime Minister called on Vietnamese youth to further promote the spirit of "Wherever needed, there are youth, wherever difficult, there are youth", always be proactive, creative, actively raise the pioneering flag, and successfully complete their mission in the scientific and technological revolution, innovation and national digital transformation.
In the following meetings, exchanges and dialogues, the Prime Minister hopes to see more clearly the new positive and strong changes coming from the models and activities initiated by Vietnamese youth, and that the next dialogue will achieve better results than the previous one.
The Prime Minister hopes and believes that the Vietnamese youth of the new era, with the spirit of "self-reliance, self-confidence, self-reliance, self-strengthening, and national pride", will continue to strive to rise up strongly, overcome all difficulties and challenges, continue the glorious tradition of previous generations, and continue to write new heroic pages of the nation's history./.
