Online conference with localities on adjusting national power development planning

On the afternoon of February 23, Deputy Prime Minister Bui Thanh Son, Chairman of the Appraisal Council for the VIII Power Planning Project, chaired an online conference with 63 provinces and cities on adjusting the National Power Development Plan for the 2021-2030 period, with a vision to 2050. Attending at the Ninh Thuan bridge was comrade Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee.

The national power development plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII) was approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023 with many new points compared to previous plans, such as "dynamic and open", optimal development of power sources with the goal of zero net emissions by 2050 according to Vietnam's commitment at the COP26 Conference, ensuring adequate electricity supply for economic development needs with GDP growth. However, in recent times, many new domestic and international factors have emerged affecting electricity consumption demand and power source development orientation; the National Assembly issued Resolution No. 174/2024/QH15 dated November 30, 2024 on continuing to implement the investment policy of the Ninh Thuan Nuclear Power Project. To ensure electricity supply in the coming years with the target of double-digit economic growth, it is necessary to review and evaluate the ability to develop types of power sources, adjust the power source structure, especially in the period up to 2030, in which priority is given to developing power sources with quick implementation time to promptly meet load demand.

At the conference, Mr. Trinh Minh Hoang, Vice Chairman of the Provincial People's Committee, proposed that the Ministry of Industry and Trade review the progress to meet the task assigned by the Prime Minister, which is to build a nuclear power plant and strive to complete the investment and construction work before December 31, 2030, and no later than December 31, 2031. On that basis, the province will update and supplement the land use planning, update and supplement the adjusted provincial planning, and district construction planning. It is recommended that the Ministry of Industry and Trade base on the potential and advantages of each province to specifically allocate each type of power source. In the process of adjusting the VIII Power Plan, it is necessary to overcome shortcomings, ensure consistency; clearly and specifically define the capacity scale, connection plan according to the capacity scale of the power source so that localities can base on the provincial planning and develop the List of plans to implement the provincial planning and meet legal conditions, speed up the project implementation progress. Propose that the Central Government soon issue electricity prices for wind power and pumped storage hydropower so that projects that have been approved for investment can take the next steps. Consider Ninh Thuan's potential and advantages in solar power and wind power to allocate appropriate and proportionate power sources to help the province promote its advantages and develop its socio-economy.

Speaking at the conference, Deputy Prime Minister Bui Thanh Son emphasized: The national power development plan is a particularly important national sector plan in the planning system. To ensure electricity supply in the coming years to serve the target of double-digit economic growth, it is necessary to review and evaluate the development capacity of power sources, adjust the power source structure, especially in the period up to 2030, in which priority is given to developing power sources with a quick implementation time to promptly meet the load demand, especially in the Northern region. The adjustment of the 8th Power Plan needs to closely follow the development orientations in the National Master Plan approved by the National Assembly, ensuring a solid foundation for the country in the new period; overcoming limitations in balancing capital sources between regions, having inter-regional transmission solutions to keep up with the growth rate, developing power sources, ensuring feasibility for implementation. The Deputy Prime Minister highly appreciated the efforts of the Ministry of Industry and Trade in completing the Project to adjust the Power Plan VIII with many new and superior points compared to the contents of the previous Power Plan VIII. Thereby, he acknowledged the opinions and additions to complete the dossier in accordance with the process, especially the solutions to ensure the feasibility and effectiveness of the project.
