Authorities also arrested three suspects who used guns to control a group of 49 migrants, seizing several bullets and 30 packages of cocaine.
"The victims were kidnapped as soon as they reached the Mexican border and contacted the traffickers to find a way to cross the border to the United States. After kidnapping the migrants, they demanded more ransom," said Chihuahua state police commander Luis Aguirrre.
Previously, in January, Chihuahua police also rescued more than 200 migrants kidnapped for ransom in Juarez City.
Police took the alleged kidnappers to Cereso jail, while all the foreign victims were taken to an immigration facility for medical examination.
"Mexican citizens were released or given transportation money so they could return home," Chihuahua police stressed.
The United States and Mexico have recently increased information exchange on the activities of human trafficking gangs in border areas between the two countries.
