BHG - On the afternoon of March 24, the Government held an online meeting with 38 provinces and cities on irrigation planning for the Red - Thai Binh River basin and the Mekong River basin. According to information from the Ministry of Agriculture and Environment, the Government's approval of the Irrigation Planning for the Red River - Thai Binh River Basin and the Mekong River Basin is urgent in the face of the realities arising in the implementation of plans on water resources, river basins, natural disaster prevention, irrigation, and socio-economic development of economic regions. The draft Irrigation Planning for the Red River - Thai Binh River Basin and the Mekong River Basin for the period 2022 - 2030, with a vision to 2050, is determined to be consistent with the existing planning system; synchronizing the development of irrigation infrastructure with the development of infrastructure in other sectors, inheriting the irrigation system that has been invested and built. Developing irrigation for multiple purposes, storing, regulating, and linking water resources to effectively exploit water volume, ensuring water security of the basin, with a long-term vision, meeting the requirements of socio-economic development, serving multiple sectors and multiple purposes; Contribute to preventing and combating natural disasters caused by water, protecting the environment and ecology. Open planning to be able to flexibly adjust and supplement according to the requirements of socio-economic development and climate change, rising sea levels. Ha Giang province is located in the Red River - Thai Binh River Basin Irrigation Planning area with an area of 88,680 km 2 , a population of about 34 million people, located in 25 provinces and cities (of which 14 provinces are in the Northern Midlands and Mountains region and 11 provinces are in the Red River Delta region). Currently, in the Red River - Thai Binh River Basin, there are 30 irrigation systems; about 22,620 irrigation works; supplying water for 0.86 million hectares of cultivated land, 151 thousand hectares of aquaculture and about 0.87 billion m 3 of water for daily life and industry; combining power generation, transportation, tourism, environmental protection...; draining water for about 1.37 million hectares of agriculture, urban areas and industry. The reservoir system participating in flood prevention and control has a total capacity of cutting and reducing floods of about 8.45 billion m 3 . 2,108 km dike system, 744.8 km embankment. Protecting more than 18 million people, 1 million hectares of agricultural production and socio-economic infrastructure.
Speaking at the meeting, Deputy Prime Minister Tran Hong Ha requested that the development of the Irrigation Planning for the two cross-border river basins for the period 2022 - 2030, with a vision to 2050, must be synchronous and consistent with the water resources planning and related issues. Investment, technology, and policy mechanisms must be identified for implementation. The Deputy Prime Minister emphasized: There must be a scenario and order of priority so that the implementation in practice can optimize the proposed planning goals and tasks; open thinking is needed to build a comprehensive plan that is harmoniously integrated with other plans on transportation, construction, environment, hydropower, etc. The planning needs to have a long-term vision, not only until 2030, 2050, but must last along with the country's development and forecast the climate change situation in the next hundred years.
