(NLDO) - The policy of additional support for officials and civil servants who quit their jobs due to organizational restructuring has just been proposed by the Ho Chi Minh City Department of Home Affairs to be abolished when the Government issued Decree 67.
On March 24, the Ho Chi Minh City Department of Home Affairs sent an urgent report to the Chairman of the Ho Chi Minh City People's Committee on registering to draft a resolution to abolish the entire Resolution 01/2025 of the Ho Chi Minh City People's Council on additional support policies for cadres, civil servants, public employees, and workers (collectively referred to as cadres and civil servants) when streamlining the apparatus.
Resolution 01/2025 was approved by the Ho Chi Minh City People's Council on February 20 at the 21st session (special session) based on Clause 6, Article 19 of Decree 178/2024 of the Government, allowing the Ho Chi Minh City People's Council to issue additional support policies for subjects under its management based on the ability to balance the local budget.

This resolution allows additional support for officials and civil servants who quit their jobs or retire early due to organizational restructuring, with the highest level of up to 1.1 billion VND/person.
If the early retirement regime in Article 7 of Decree 178/2024 of the Government is included, which is 1.575 billion VND/person, then when officials and civil servants quit their jobs, they can receive support of nearly 2.7 billion VND/person. Ho Chi Minh City plans to spend nearly 17,000 billion VND to support officials and civil servants.
The Department of Home Affairs assessed that the additional support regime contributes to stabilizing the psychology of cadres and civil servants directly affected by the implementation of arrangement, organization and restructuring of the Party apparatus; specialized agencies under the Ho Chi Minh City People's Committee; specialized agencies under the Thu Duc City People's Committee, 16 districts, and 5 counties with support resources to proactively find new jobs after leaving the public sector.
However, on March 15, the Government issued Decree 67/2025 amending a number of articles of Decree 178/2024, removing Clause 6, Article 19. Cases that have been resolved by competent authorities for additional support policies before March 15 will still be eligible.
Thus, from March 15, the legal basis for issuing Resolution 01/2025 of the Ho Chi Minh City People's Council has been abolished. Additional support policies and regimes when reorganizing the apparatus, restructuring and arranging administrative units at all levels of the political system must stop being implemented because the legal provisions have expired.
Based on the above reality, the Department of Home Affairs advised the Ho Chi Minh City People's Committee to submit to the Standing Committee of the Ho Chi Minh City People's Council for consideration and approval of the policy of drafting a Resolution of the Ho Chi Minh City People's Council to abolish the entire Resolution 01 dated February 20, 2025 regulating additional support regimes for cadres and civil servants when implementing apparatus rearrangement.
Recently, at a press conference providing socio-economic information in Ho Chi Minh City on March 20, Deputy Director of the Ho Chi Minh City Department of Home Affairs Nguyen Bac Nam said that from March 1 to March 20, the whole city had 281 cases of resignation, including 237 cases of early retirement and 44 cases of resignation.
The Department of Home Affairs will advise on the establishment of a council to assess each case. Depending on age, social insurance payment period, and current salary, civil servants will receive different levels of support.
