Speaking at the discussion session, National Assembly Delegate Dang Thi My Huong - Deputy Head of the National Assembly Delegation of Ninh Thuan province highly agreed with the Government's Report on the situation and results of the implementation of the socio-economic development plan and the state budget in 2022 and the first months of 2023; agreed with the Verification Report of the National Assembly's Economic Committee, which assessed that the Government had made correct and timely decisions, helping our country's economy recover quickly, achieving positive and quite comprehensive results in many fields.
Studying 8 groups of issues that need attention, pointed out in the Inspection Report of the Economic Committee of the National Assembly, delegates agreed with the pointed issue of slow disbursement of public investment capital. This issue has also been discussed by many National Assembly delegates, giving many very profound and accurate opinions. Through supervision, it shows that in recent years, especially since the beginning of the term until now, the Government, ministries, branches and localities have spent a lot of time inspecting and directing meetings to remove bottlenecks and obstacles to help disburse faster, in order to achieve the target of disbursing annual capital. However, through the disbursement data of recent years, it shows that it has not yet met expectations, so it is necessary to ask why despite many directions, many solutions, and high determination, it is still not possible to remove the root causes of problems and obstacles.
According to reports from ministries and branches on the causes of slow disbursement, it seems that there are not many problems at the central level but mainly at the implementation level. However, when asking the locality, the locality replied that it had submitted to the relevant ministries and branches for comments according to the correct procedures and regulations of the law, but it has not yet received any comments or responses. If we continue to be in circles about responsibilities and in problems caused by legal regulations, the delay in disbursement of public investment capital is obvious. Delegates hope that this issue needs to be seriously and frankly re-evaluated soon to find a valid solution; promptly handle the root cause to soon unblock public investment activities, avoiding wasting investment resources. Because, public investment capital that is disbursed early will benefit society; when projects are put into operation, workers will have jobs, income, and consumption for society.

The delegates suggested that it is necessary to review and re-evaluate all legal regulations on authority; procedures, processes, methods, etc. to see if they cause any difficulties or bottlenecks for localities in implementation, affecting investment progress; it is necessary to consider whether decentralization and delegation of authority have been well implemented; monitoring, inspection, urging, and enthusiastic, dedicated support have been provided to promote good completion in investment activities. Because if each task is assigned promptly, transparently, regularly monitored, and jointly resolved, it will be completed quickly.
At this session, the National Assembly is discussing the specific mechanism of investment projects, in the direction of increasing the responsibility for the provinces to decide on investment, organize the implementation of projects with central budget investment capital... through the discussion, the majority of National Assembly deputies have analyzed and approved in depth. Therefore, in order to reduce the process and procedures, avoid wasting time preparing documents, submitting documents, waiting for competent authorities to give opinions; so that localities can be proactive and responsible in directing and operating public investment work, promoting the efficiency of capital use, speeding up the progress of project implementation, deputies suggested that it is necessary to promptly review and reconsider the regulations on public investment, in the direction of stronger and more decentralization to local authorities, for example, Article 67 of the Law on Public Investment stipulates the adjustment of public investment plans.
