The document states: Pursuant to Official Dispatch No. 732/CD-TTg dated August 8, 2023 of the Prime Minister and Official Dispatch No. 477/VP-PCTT dated August 9, 2023 of the Office of the National Committee for Incident, Disaster Response and Search and Rescue on focusing on prevention, control and reduction of damage caused by landslides, riverbanks, coastlines and flash floods,
Since the beginning of July 2023, landslides, flash floods, riverbank and coastal erosion have continued to cause serious damage to people's lives, houses and property nationwide, many traffic routes and infrastructure have been damaged, causing insecurity among people, especially in some provinces in the Central Highlands, the Northern mountainous region and the Mekong Delta. In order to proactively prevent, combat and reduce damage caused by landslides, riverbanks, coastal erosion and flash floods in the province, the Chairman of the Provincial People's Committee requests the Departments, Boards, branches, People's Committees of districts, cities and relevant agencies and units to seriously implement the following contents:
1. Immediately implement a number of urgent solutions to ensure the safety of people in areas at high risk of landslides and flash floods:
a) Departments, Boards, branches, People's Committees of districts and cities:
- According to assigned functions, tasks and management areas, continue to focus on leading and directing the implementation of tasks assigned by the Chairman of the Provincial People's Committee in Official Dispatch No. 2715/UBND-KTTH dated July 5, 2023.
- Continue to organize thorough inspections and timely detection of areas at risk of landslides and flash floods, especially residential areas, schools, offices, barracks, factories, enterprises, etc. Direct the strengthening of propaganda and guidance for people to recognize signs and risks of landslides and flash floods to mobilize people's strength in detecting and reporting areas at risk of landslides and flash floods; provide skills for people to proactively respond to incidents and limit damage, especially paying attention to appropriate and timely forms of propaganda and guidance for people in remote villages, remote areas, and ethnic minority areas.
b) The Department of Agriculture and Rural Development directs, inspects, and urges the work of ensuring reservoir and irrigation dam construction, safe and effective operation of reservoirs, in accordance with weather and flood conditions in the province.
c) The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police, according to their assigned functions, tasks, and powers, closely monitor the situation of incidents, natural disasters, and landslides, proactively direct, coordinate, and support localities in deploying timely and effective response, search, and rescue work when situations arise at the request of localities.
d) The Department of Transport shall review and inspect traffic routes, especially in mountainous areas; promptly detect areas at risk of landslides and deep flooding to proactively ensure traffic and traffic safety, especially on National Highway 1, National Highway 27, coastal routes and main traffic routes.

d) The Provincial Radio and Television Station and other mass media agencies continue to coordinate with Departments, branches and localities to strengthen legal propaganda, disseminate knowledge, guide people on recognition and response skills, and minimize damage caused by landslides and flash floods.
e) The Irrigation Works Exploitation Company Limited inspects and implements work to ensure the safety of irrigation dams managed by the unit, especially key dams, to prevent unexpected incidents that cause loss of human life.
g) People's Committees of districts and cities:
- For areas found to be at risk of landslides and flash floods, it is necessary to resolutely evacuate people and property from dangerous areas or have proactive plans to ensure safety of life, limit damage to property for people, and avoid passive and unexpected situations.
- Organize support for food, necessities, and accommodation according to regulations to stabilize the lives of households that have lost their homes due to landslides, flash floods, or have to relocate to prevent landslides and flash floods, so that people do not go hungry or have no place to live.
2. In the long term:
a) Departments, Boards, sectors, People's Committees of districts and cities organize reviews, direct project development, report to competent authorities to arrange and mobilize resources to implement fundamental, systematic and sustainable projects to prevent and combat landslides, proactively evacuate residents from areas at risk of natural disasters, especially areas at high risk of landslides and flash floods.
b) Department of Construction: Strictly control construction planning and construction activities, especially the construction of houses and works in steep terrain areas, along rivers, streams, canals, coastal areas, and areas at risk of geological disasters.
c) Department of Agriculture and Rural Development:
- Direct the Forest Protection Department to coordinate with localities to regularly organize inspections to combat deforestation and strictly handle deforestation, especially in protective forests and special-use forests.
- Organize review, inspection, examination, and strict and thorough handling of violations of regulations on forest management and protection; illegal construction activities (especially illegal construction activities on protective and special-use forest land).
d) Department of Natural Resources and Environment: Organize review, inspection, examination, and strict and thorough handling of violations of regulations on land use management; illegal exploitation and gathering of minerals to reduce the risk of natural disasters, limit landslides, flash floods, and inundation.
3. The Office of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue closely monitors the developments of natural disasters, floods, landslides, riverbank and coastal erosion and flash floods, proactively advises and promptly reports to the Provincial People's Committee and the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue for timely direction.
