Strengthening organization and personnel
According to Conclusion No. 536-KL/TU of the Provincial Party Committee on summarizing the implementation of Resolution No. 18-NQ/TW and the orientation for the organization and apparatus arrangement of the provincial political system to be streamlined and operate effectively and efficiently. For Party committees and organizations at all levels, the Provincial Party Committee's Propaganda Department and the Provincial Party Committee's Mass Mobilization Department will be merged; the operation of the Provincial Cadre Health Care and Protection Department will be terminated, and the task will be transferred to the Provincial Party Committee's Organization Department, the Department of Health, and the Provincial General Hospital; the operation of the provincial Party Committees, Party delegations, and the Provincial Party Committee of Agencies and Enterprises will be terminated; and two Party Committees will be established under the Provincial Party Committee.
The Provincial People's Council held a meeting to vote on the merger of committees under the Provincial People's Council and the establishment and reorganization of specialized agencies under the Provincial People's Committee, in conjunction with the consolidation of personnel at the head and deputy head levels of agencies. Thereby, it aims to perfect the multi-sectoral, multi-field state management apparatus, while expanding the functions and tasks of specialized agencies. This is to ensure the streamlining, efficiency and effectiveness of the apparatus, and at the same time organize agencies and units in a reasonable manner in the spirit of Resolution No. 18-NQ/TW. After the establishment and reorganization, the Provincial People's Committee has 13 specialized agencies, including: Home Affairs; Justice; Finance; Industry and Trade; Agriculture and Environment; Construction; Science and Technology; Culture, Sports and Tourism; Education and Training; Health; Ethnicity and Religion; Provincial Inspectorate and Provincial People's Committee Office. 5 departments and 4 agencies and units under the Provincial People's Committee have been reduced.
Ensuring lean, efficient operations
After more than 2 months of working with a spirit of urgency, responsibility and efficiency, the Provincial Party Standing Committee, the Provincial Party Executive Committee, agencies and units have completed the implementation of the reorganization of the apparatus in the political system, promptly assigning, arranging and arranging cadres in sync with the reorganization of the apparatus to ensure the apparatus operates immediately after the reorganization. The province is amending and supplementing the regulations of the Party and government agencies to focus on leading political tasks. The task of reorganizing and streamlining the apparatus is a very difficult, sensitive and complicated job, directly affecting each person in each organization, thus requiring solidarity, high determination, courage and even sacrifice of personal interests for the common good. With the efforts of the entire political system, promoting the pioneering and exemplary role of cadres, Party members and leaders, it has made an important contribution to realizing the goal of reorganizing the apparatus in the past time. Throughout the province, many pioneering cadres voluntarily retired early, demonstrating consensus and responsibility for the development and reform of the apparatus in the political system to be more streamlined, dynamic, effective and efficient.

Comrade Dang Kim Cuong, Director of the Provincial Department of Agriculture and Environment, said: Immediately after the meeting to announce the decisions of the Chairman of the Provincial People's Committee on the arrangement of the apparatus and staff, the Department's leadership urgently started to direct the implementation of new tasks, from developing and submitting to the Provincial People's Committee for approval the project of job positions, job descriptions, and the structure of civil servant ranks of the Department... to issuing decisions on assigning tasks to specialized departments and units under the Department; deciding to accept civil servants, appoint leaders of departments and public service units under the Department and assigning work to civil servants under the Department as well as proactively completing the arrangement of the Party organization at the agency and unit, ready for the new unit to come into operation from March 1, without interrupting work, without leaving vacant areas and fields, without affecting the activities of the people and society in accordance with the direction of the Provincial Party Committee Standing Committee.
It is known that after the reorganization, the Department of Agriculture and Environment now has 7 specialized departments, 5 branches and 8 affiliated public service units; reducing 9/29 internal focal points, reaching 31%; in addition, 3 affiliated public service units are also reduced. To ensure the completion of tasks according to the new model and new organization, the Department of Agriculture and Environment arranges staff, assigns tasks clearly to people, clear work, clear time, clear responsibility, clear products; at the same time, requires newly established and reorganized units to be responsible for inheriting and continuing to perform tasks (including outstanding tasks, being resolved) of departments, branches and units before being merged and consolidated; continue to coordinate with the Department of Home Affairs to review the number of cadres, civil servants and public employees who have applied for early retirement, quit their jobs to serve the streamlining of the apparatus.
Together with the Department of Agriculture and Environment, right after the 24th session of the 11th Provincial People's Council, the Department of Finance, on the basis of merging the Department of Planning and Investment with the Department of Finance, has also actively taken steps to prepare for organization, apparatus, and facilities so that specialized units can operate stably from March 1. Accordingly, after reorganizing the Department of Finance, 1 director and 1 deputy director were reduced; 3 specialized departments were reduced, corresponding to 3 department heads and at least 3 deputy department heads, a total reduction of 3/9 internal units, reaching 33%.
Comrade Truong Thanh Long, Deputy Director of the Department of Home Affairs, said: The merger of departments is arranged appropriately in the direction of specialization in each field, reducing the workload, the staff is arranged reasonably and in accordance with professional capacity, thereby improving the quality and effectiveness of consulting in each field. At the same time, ensuring strict implementation of the policy of streamlining the organizational apparatus, operating effectively, efficiently and effectively associated with restructuring the team of cadres, civil servants and public employees; meeting the development trend of the country in the new era of strong and prosperous development of the nation.
Up to now, Ninh Thuan has basically completed the arrangement and streamlining of specialized agencies under the Provincial People's Committee and District People's Committees. Strictly implementing the central government's direction on the arrangement of the apparatus in the political system in the spirit of "running while queuing", the central government does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level; determined to complete the summary of Resolution No. 18-NQ/TW and report on the plan to arrange and perfect the apparatus and political system in the first quarter of 2025. At the same time, the province directs agencies, units and localities to well implement Resolution No. 18-NQ/TW, continue to promote the role of cadres and party members, especially leaders, to continue to promote the sense of responsibility, intelligence, courage, solidarity and unity to build a strong Party organization and lead units to excellently complete assigned tasks. Each Party Committee, cadre and Party member must put the common interest first, maintain discipline, cultivate morality, improve professional qualifications, and stay close to the people; promptly and seriously implement the arrangement of the apparatus according to regulations so that the apparatus can be put into operation immediately after the arrangement, without interruption. Aiming to increase the effectiveness of state management, save costs and improve the quality of the staff.
