Most notably, the organization and personnel work of the National Assembly and the Government has been completed, concretizing the policy of streamlining the country's leadership and administration apparatus. Streamlining is not simply reducing the number of agencies and units, reducing the number of salaried employees, but also improving the quality of leadership and administration activities.
Looking back about half a year ago, many people probably could not have imagined that the streamlining of the cumbersome, overlapping, and ineffective state management apparatus, which had been simmering for a long time and had been the subject of many complaints, would be carried out so decisively and neatly. Although only at the Central level, the result demonstrated the high determination of the Party, the National Assembly, and the Government. It was also the result of the urgent demands of life; from the will and aspirations of the people in response to the country's development requirements.
The central executive apparatus, which has been maintained for the past 18 years with 22 ministries and ministerial-level agencies, 8 government agencies, has now been reduced to 17 ministries, ministerial-level agencies and 5 government agencies. Along with that, the central administrative apparatus has also reduced 13/13 general departments and equivalent agencies, reduced more than 500 departments, more than 200 departments and more than 3,000 branches.
It can be said that never before has the streamlining of the organizational apparatus achieved such results. This shows that there are things that seem impossible but can still be done, when we have enough vision and courage to open up new opportunities for the country!
State administration experts all share the same opinion that, compared to other countries in the region and the world, the new structure of the Vietnamese Government after the reorganization belongs to the "streamlined" group.
But “refinement” is not the main goal when implementing Resolution 18/NQ-TU of the Party. The more important goal of this revolution is the “refinement” of the apparatus; after the reorganization, the new apparatus must operate more effectively than before, it must be: “Refined - compact - strong - efficient - effective - efficient” as required by General Secretary To Lam.
Not only the Government apparatus but also the leadership apparatus of the Party and the National Assembly have been rearranged and streamlined after merging a number of Party committees and commissions under the National Assembly. This has clarified the functions and tasks of each agency in response to the requirements of innovation and improving the effectiveness of leadership in national development.
In order for the new apparatus to operate better, more effectively and efficiently, there is still much work to be done. The Government has shown its determination to promptly complete and issue a decree on the functions, tasks and powers of ministries, ministerial-level agencies and government agencies to ensure that the apparatus will be put into operation from March 1, according to new task requirements, new staff, management level and new operating methods, in the context of promoting the application of information technology and digital transformation.
Along with the Central Government, localities have been proactively and urgently arranging and streamlining the leadership apparatus of Party committees and authorities at all levels; redefining the functions and tasks of each agency, department, branch and unit, in order to achieve the highest efficiency in performing tasks, improving public service efficiency, and serving people and businesses well.
Reform and change have never been easy, and sometimes we have to accept the price! However, once there is political determination from the highest leadership level, along with the consensus of the whole society, we can expect a new momentum of the country's management and administration apparatus after being reorganized and streamlined - an administration apparatus for the benefit of the nation and people, for a rich and powerful Vietnam in the new era.
