The questioning session of the two ministers of Justice and Agriculture and Rural Development begins.

On the morning of August 15, at the National Assembly House, the National Assembly Standing Committee held a question-and-answer session on two areas: Justice and Agriculture and Rural Development. Attending the question-and-answer session were President Vo Van Thuong; Minister of Public Security, General To Lam. National Assembly Chairman Vuong Dinh Hue delivered the opening speech at the question-and-answer session.

Speaking at the opening of the question and answer session at the National Assembly Standing Committee (NASC), National Assembly Chairman Vuong Dinh Hue emphasized: Implementing the Law on Supervisory Activities of the National Assembly and People's Councils, the 2023 Supervisory Program of the NASC and the 25th Session program, the NASC devoted one day to organizing questions and answers on groups of issues under the fields of the Ministry of Justice and the Ministry of Agriculture and Rural Development.

The question and answer session was held at Dien Hong Room, National Assembly House, connected to online television with 62 National Assembly delegations in provinces and centrally-run cities; broadcast live on Voice of Vietnam Radio, live on Vietnam Television, Vietnam National Assembly Television for voters and people to follow and monitor.

National Assembly Chairman Vuong Dinh Hue and Vice Chairmen of the National Assembly chaired the question and answer session at the National Assembly Standing Committee.

This is the fourth question-and-answer session held at the meeting of the 15th National Assembly Standing Committee. Based on the synthesis of information sources and proposals from the National Assembly delegations, balancing the areas that have been and are being supervised by the National Assembly and the National Assembly Standing Committee, based on the actual situation and statistics of questions answered during the 15th National Assembly term, the National Assembly Standing Committee has decided to select questions on groups of issues under the responsibility of the Ministry of Justice and the Ministry of Agriculture and Rural Development (MARD) at this meeting.

In the morning session, under the direction of Vice Chairman of the National Assembly Nguyen Khac Dinh, the National Assembly deputies will question the Minister of Justice on the following groups of issues: Implementation of the law and ordinance development program; solutions to ensure progress, quality and procedural records of projects and drafts submitted by the Government to the National Assembly; solutions to improve the quality of the legal system, solutions to control power, prevent corruption and negativity in the law-making work under the responsibility of the Government. Current situation and solutions to improve the capacity, effectiveness and efficiency of the inspection of legal documents (QPPL). Solutions to overcome the situation of slow promulgation, overlapping and contradictory content and limitations and violations in the promulgation of documents detailing laws, resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee. Current situation and solutions to overcome limitations and shortcomings, improve the effectiveness of asset auction and judicial appraisal.

These are all very urgent issues, of special concern to voters, people and National Assembly deputies, closely linked to the supervision of legal documents of the National Assembly, the National Assembly Standing Committee and National Assembly agencies, contributing to perfecting the institutions, synchronizing the legal system, and improving the quality of the legal document system.

National Assembly Chairman Vuong Dinh Hue affirmed: “The question and answer session will be an opportunity for us to recognize and accurately assess the limitations and difficulties, and propose practical solutions to improve the quality of legislative work; effectively develop and implement the annual law and ordinance making program; complete the legislative tasks in Conclusion No. 19 of the Politburo and Plan No. 81 of the National Assembly Standing Committee; at the same time, improve the quality of supervision and inspection of legal documents, contributing to tightening discipline and order, strengthening the prevention and fight against corruption, negativity, group interests, and local interests in law making work; ensure the stability, unity, and synchronization of the legal system, contributing to perfecting the development institution, building and perfecting the Socialist Republic of Vietnam's rule of law state in the new period according to Resolution No. 27 of the 6th Conference of the 13th Party Central Committee”.

In the afternoon session, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly deputies will question the Minister of Agriculture and Rural Development on the following groups of issues: Solutions to remove difficulties for agricultural exports (narrowing output markets, many businesses without orders, prices of some key agricultural products falling, income and life of farmers affected...). Activities of exploiting, protecting and developing aquatic resources; solutions to remove the "yellow card" of the European Commission (EC) for aquatic products. Conversion of land use purposes, recovery of rice-growing land area, ensuring food security and rice export.

Although the agriculture and rural development sector has had contents questioned by the National Assembly at the 3rd Session of the 15th National Assembly. However, in the current context, the agricultural sector is facing many new difficulties and challenges. In addition, the sector also needs to organize and effectively and synchronously implement Resolution No. 19 of the Party Central Committee on agriculture, farmers and rural areas until 2030, with a vision to 2045 as well as the Strategy for sustainable agricultural and rural development for the period 2021 - 2030, with a vision to 2050; Plan for restructuring the agricultural sector for the period 2021 - 2025; National target program on new rural construction for the period 2021 - 2025. Therefore, continuing to question this sector is extremely necessary with the expectation that there will be many effective solutions to solve difficulties and create breakthrough development for the agricultural sector in the coming time.

National Assembly Chairman Vuong Dinh Hue emphasized: “With only one day of questioning, the groups of questions being questioned have a wide scope, many issues are causing public outrage, I suggest that National Assembly deputies ask short, clear questions, go straight to the point, debate frankly, responsibly, and constructively.”

Each question must not exceed 1 minute; the debate time must not exceed 2 minutes (National Assembly deputies register to question and debate via the National Assembly app)". The Ministers answered briefly, to the point, clarifying the questions raised by the National Assembly deputies, and at the same time providing practical, effective and feasible solutions, ensuring timely and effective overcoming of immediate weaknesses and limitations, while creating substantial, fundamental and long-term changes for each question content, contributing to improving the effectiveness and efficiency of the management field, meeting the requirements and expectations of voters and people nationwide.

During the questioning session, the Chairman will invite a number of Ministers and Government members to participate in explaining and clarifying the issue. At the end of the questioning session, the Standing Committee of the National Assembly will issue a resolution to serve as a basis for implementation and supervision.
