Towards net zero: Science and technology are the key

In response to the national target set by the Prime Minister at the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 26), by 2050, Vietnam will reduce greenhouse gas emissions to zero. Many practical actions have been promptly taken by the Party, State and Government with contents that closely meet the requirements.

In the context of science and technology playing an increasingly important role in promoting the development of industries and fields, becoming a key driving force in socio-economic growth, science and technology are also the driving force and key to the nation's net zero goal.

According to Mr. Nguyen Tien Tai, Deputy Director of the Department of Science and Technology of Economic and Technical Sectors, identifying science and technology as the key to the country's socio-economic development, the Prime Minister issued Decision No. 569/QD-TTg on the Strategy for Science, Technology and Innovation Development to 2030. Accordingly, the Decision clearly states the content of applied research and mastery of technology to reduce greenhouse gas emissions; promote the application and mastery of clean production technology, environmentally friendly technology, wastewater treatment technology, solid waste, hazardous waste, exhaust gas, waste recycling technology with features and prices suitable to Vietnam's conditions. Along with that, develop, apply, and transfer advanced technology, modern equipment for waste recycling, sustainable use of resources and environmental restoration; carbon capture and storage technology in thermal power plants and other carbon-emitting production facilities.

To specify the assigned tasks, the Ministry of Science and Technology has approved the implementation of national-level scientific and technological tasks to serve the reduction of greenhouse gas emissions and assess the need for clean technology and low carbon emissions. That is the Program "Research, application and development of energy technology" approved by the Minister of Science and Technology to be implemented from July 2022. The program's primary goal is to apply and master advanced technologies and equipment in the exploration, exploitation, production and efficient use of primary energy sources, clean energy, bioenergy, and renewable energy, contributing to reducing greenhouse gas emissions and meeting the national energy development strategy and orientation. In addition, the research content of the Program includes research, development and application of advanced technologies in the exploitation of solar, wind, biomass, hydrogen and some other new forms of energy.

In the Program: "Research, application and development of advanced technology serving the environmental industry" approved by the Minister of Science and Technology to be implemented from July 2022, a number of specific goals have been set. These include the application and development of advanced technologies for waste treatment, recycling, and environmental monitoring suitable to Vietnam's conditions and world trends; mastering and developing technology for manufacturing equipment, vehicles, and products serving waste treatment and environmental protection to meet domestic and export needs.

The program "Scientific and technological research for environmental protection, natural disaster prevention and climate change response" approved for implementation from June 2022 sets out the goal of researching, applying and developing advanced technologies to serve the construction/updating of climate change scenarios, monitoring and assessing impacts on sectors, fields and localities, and at the same time proposing effective response technology solutions suitable for Vietnam's conditions.

Mr. Nguyen Tien Tai said that the Ministry of Science and Technology focuses on finding partners to implement international cooperation tasks on science and technology according to the Protocol signed with foreign countries in the field of climate change; at the same time, encouraging, mobilizing and finding financial support in the field of development, application, transfer of advanced methods, models and technologies to serve the construction, updating of climate change scenarios, monitoring, assessing impacts on industries, fields and localities, and proposing effective response technology solutions, especially for adaptation and mitigation of greenhouse gas emissions, suitable for Vietnam's conditions. The partners of the Ministry of Science and Technology mainly come from: Denmark, Germany, the Netherlands, Canada, France, Korea, Japan, etc.

In the coming time, with the task of applying and developing science and technology to serve greenhouse gas emission reduction, the Ministry of Science and Technology will continue to prioritize resources to implement tasks in related programs and a number of tasks ordered by ministries, branches, localities, and international cooperation tasks on science and technology to serve greenhouse gas emission reduction in important areas such as: Energy, agriculture, transportation, construction, etc.

Accordingly, the Ministry focuses on developing green technology, clean technology that is environmentally friendly; promoting the application of advanced technology in the energy transition process such as: Green hydrogen co-firing technology, green ammonia; renewable energy technology, specifically high-efficiency, environmentally friendly solar photovoltaic panels, high-efficiency wind turbines; carbon capture and storage technology, etc.
