(NLDO)- Many officials voluntarily "moved from chief to deputy" when arranging the apparatus in the National Assembly.
On February 19, at a press conference to inform about the results of the 9th extraordinary session of the 15th National Assembly, Ms. Ta Thi Yen, Vice Chairwoman of the National Assembly Delegation Affairs Committee, said that in order to reorganize and streamline the apparatus, a number of officials in the National Assembly agencies "moved from the head level to the deputy level".

According to Ms. Yen, from the Party's general policy, these cadres all sacrificed for the common goal, for the development of society, and voluntarily moved from the position of chief to deputy, so the National Assembly does not need to lobby for these cadres.
Speaking more about the arrangement of cadres and civil servants after the organizational arrangement, Ms. Tai Thi Yen emphasized that the Government has issued Decree 178 on policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.
Decree 178 clearly states that cadres and civil servants who continue to work can continue in their old positions if this position is necessary. Or they can transfer to another position that is suitable for their capacity and job position; transfer to another agency in the same system or other agencies in need; or retire early, downsize or quit if a suitable position cannot be arranged.
According to the Vice Chairman of the Delegation Work Committee, the policies for these officials are implemented according to Decree 178, including cases where they are entitled to early retirement without having their social insurance contribution rate deducted.
Providing more information on this content, Secretary General of the National Assembly and Head of the National Assembly Office Le Quang Tung said that resolutions on apparatus reorganization have been vigorously implemented by Government agencies and the National Assembly to meet the country's development requirements.
According to Mr. Le Quang Tung, the arrangement of staff and civil servants must be optimized according to function, position, and work. Benefits must also be guaranteed. "There is no lobbying, this or that, to ensure the principle of voluntary spirit and according to functions and tasks to ensure continuous work, without interruption after the arrangement" - the Secretary General of the National Assembly clearly stated.
After 6.5 working days, the 15th National Assembly held the closing session of the 9th extraordinary session on the morning of February 19. At this session, the National Assembly considered and passed 4 laws including: Law on Organization of the Government (amended); Law on Organization of Local Government (amended); Law on Amendments and Supplements to a Number of Articles of the Law on Organization of the National Assembly; Law on Promulgation of Legal Documents (amended); Resolution on handling a number of issues related to the reorganization of the state apparatus and 4 resolutions to implement the reorganization of the National Assembly and Government apparatus for the 15th National Assembly term.
The National Assembly also passed six Resolutions to promote the country's socio-economic development and specific mechanisms and policies for a number of important projects and key national works.
Regarding personnel work, the National Assembly elected two additional Vice Chairmen of the National Assembly for the 15th National Assembly term; approved the Prime Minister's proposal to appoint two Deputy Prime Ministers for the 2021-2026 term.
The National Assembly also elected 6 members of the National Assembly Standing Committee (NASC); approved the Prime Minister's proposal to appoint 4 Ministers for the 2021-2026 term. At the same time, dismissed a number of Ministers and members of the NASC to take on other tasks.
