The Prime Minister emphasized that agencies must attach importance to policy communication work; media and press agencies must be more active, especially in analyzing new and difficult issues, reflecting on shortcomings, obstacles, proposals and opinions of policy implementers.
On the afternoon of March 7, Prime Minister Pham Minh Chinh chaired a national online conference to disseminate and implement laws and resolutions recently passed at the 9th extraordinary session of the 15th National Assembly.
The conference was organized by the Government in coordination with the National Assembly Standing Committee and relevant agencies; it was connected online from the Government headquarters to connecting points in 63 provinces and centrally-run cities.

In his concluding remarks at the Conference, Prime Minister Pham Minh Chinh stated that the results of the work of law-making and submitting laws and resolutions to the National Assembly for promulgation at the recent extraordinary session showed that everything is difficult, but if we are determined, bold in doing, learn from experience while doing, gradually expand, closely follow the Party's policies and orientations, and closely coordinate between agencies in the political system, then no matter how difficult it is, we can do it.
Along with that, we must continue to promote the ideology of clear thinking, high determination, great effort, drastic and effective action, doing each job properly, finishing each job; the assignment must be "5 clear": clear people, clear work, clear progress, clear responsibility, clear product.
The Prime Minister stated that the Conference had reached a high consensus and agreement with the reports, so it is necessary to organize the implementation of the laws and resolutions passed by the National Assembly well, in the spirit that "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the Fatherland has expected, then only discuss and do, not discuss backtracking".
The Prime Minister has assigned Deputy Prime Ministers in charge of the field and Ministers to directly direct the urgent development, consultation, completion, promulgation and submission of documents guiding the implementation of the laws and resolutions that have just been passed, with the requirement to complete in March 2025; at the same time, complete the promulgation of other outstanding guiding documents no later than April 2025.

According to the Prime Minister, there will be problems arising in the process of implementing and deploying laws and resolutions, because there are many new, difficult issues and pilot regulations, so it is necessary to pay attention to listening to feedback and suggestions from those who implement them, those affected, scientists, practitioners, people and businesses.
The implementation must be very determined, any problems that arise must be promptly detected, the address and content must be clearly pointed out for thorough discussion, amendment, supplementation and completion. What is ripe, clear, proven to be correct in practice, effectively implemented, and agreed upon by the majority must be legalized, put into regulations, and continued to be implemented. For contents that still fluctuate a lot or change quickly, continue to pilot and gradually expand, with the spirit of being open-minded, timely and flexible in policy response.

The Head of Government noted the need for synchronous, smooth and effective coordination between agencies in the political system in the work of building and enforcing laws, with the spirit of putting the common good and common interests above all, first of all, meeting practical requirements, removing obstacles, mobilizing resources, the ultimate goal is to maintain independence, sovereignty, unity and territorial integrity, and the people are increasingly prosperous and happy.
The Prime Minister requested ministers, heads of sectors, relevant agencies and localities to continue to prioritize leadership, direction, human resources, time and finance for the work of building and perfecting institutions, improving quality, ensuring progress in building legal documents, and ensuring appropriate regimes and policies for those doing this work.

The Prime Minister said that through practical direction and management, there are still many problems that need to be solved. For example, regarding social housing development, the Prime Minister has assigned very high targets to localities, the demand is very large, so there must be mechanisms and preferential policies; however, currently, the preparation of investment policies and procedures for implementing a social housing project takes about 3 years on average, and rapid construction also takes 2 years, so it takes 5 years to complete a social housing apartment complex, or even longer.
Therefore, agencies are proposing a number of policies such as allowing procedures to be carried out at the same time, piloting the assignment of social housing projects to investors, localities must clear the land, and Party committees and authorities must get involved...
The Prime Minister once again emphasized the need to thoroughly grasp and effectively implement the viewpoint of identifying institutions as "breakthroughs of breakthroughs", but currently "bottlenecks of bottlenecks"; institutions must be open, infrastructure must be smooth, governance must be smart; institutions are resources and driving forces, institutions both create driving forces and resources; investment in institutions is investment in development, must be worthy of the efforts, dedication, intelligence and wisdom of those working in building and perfecting institutions.
At the same time, the work of building and perfecting institutions must ensure the comprehensive leadership of the Party; closely follow reality, originate from reality, respect reality, take reality as a measure; maximize the initiative and creativity of each individual, collective, and subject; pay attention to the opinions of the affected subjects, practitioners, people, businesses, and refer to international experience and knowledge (such as on high-speed railways, nuclear power plants, etc.).

Regarding the implementation of Resolution 57 of the Politburo on breakthroughs in science, technology, innovation, and digital transformation, the Prime Minister said that it is expected to spend nearly VND 10,000 billion from increased revenue and expenditure savings to meet the requirement of allocating at least 3% of total budget expenditure this year for this sector, along with other sources such as issuing bonds, transferring capital from one place to another... The Prime Minister requested ministries, branches, agencies, and localities to develop specific plans and projects for the Government to allocate budget.
With the spirit of respect for the law, with the goal of promoting the building and perfecting of a socialist rule-of-law state, innovating the law enforcement mechanism, closely linking law-making with law enforcement according to Resolution No. 27 of the Central Committee, the Prime Minister believes that the work of law-making and law enforcement will be increasingly innovative, effective, and meet practical requirements.
