The first steps of the apparatus streamlining revolution have just been completed, with the 9th extraordinary session of the 15th National Assembly approving the organizational structure of the Government and the number of Government members as well as the organizational structure of the National Assembly apparatus.
After the reorganization, the Government reduced 5 ministries, branches and 3 affiliated agencies, leaving only 22 focal points instead of 30 as before. The Government leadership apparatus includes the Prime Minister, 7 Deputy Prime Ministers and 17 ministers and heads of branches.
In the National Assembly bloc, before the reorganization, there were 14 agencies. After the reorganization, there were 9 agencies, a reduction of 5 agencies, achieving a reduction rate of 37.5%. The number of members of the Standing Committee of the 15th National Assembly is 19 people, including: the Chairman of the National Assembly, 6 Vice Chairmen of the National Assembly and 12 members of the Standing Committee of the National Assembly.
Previously, the Central Party Committees also completed the arrangement by reducing 2 focal points, in which 4/6 new leaders were assigned tasks compared to the beginning of the term.

"This is an important premise and legal basis serving the revolution of arranging and streamlining the political system's apparatus, promptly removing institutional obstacles to create breakthroughs in national development," the female delegate emphasized.

Impressed by the breakthrough and responsibility of the recent meeting, Ms. Tam emphasized that it was a meeting that created the foundation for building a streamlined apparatus.
Although the work of perfecting the overall model of a political system that operates productively, effectively, and efficiently, ensuring suitability for the country's new development stage is a long-term process, Ms. Tam emphasized that the results of the recent 9th extraordinary session of the National Assembly are an important premise for that process.
In particular, the female delegate shared that she was very impressed with the views of Minister of Home Affairs Pham Thi Thanh Tra on the core and breakthrough contents of the amendment of the Law on Organization of Local Government, which are to ensure decentralization, delegation of power, and authorization; remove legal bottlenecks; and ensure stability and connectivity.
According to delegate Nguyen Minh Tam, the act of passing laws and resolutions related to the organization and arrangement of the apparatus has demonstrated breakthrough thinking in legislative work, typically the implementation of legislative delegation.

With this, she hopes to overcome the current overlapping and entangled situation of being unable to decentralize, delegate, and authorize when hundreds of laws very specifically stipulate the authority from the Prime Minister to ministers, heads of ministerial-level agencies, People's Councils, and People's Committees of localities...
The female delegate affirmed that the newly passed laws will create a mechanism to implement the principle of "local decision, local action, local responsibility", avoiding piling work onto the Government.
A less cumbersome apparatus will reduce the burden on the budget.
Mr. Nguyen Tuc (Member of the Central Committee of the Vietnam Fatherland Front) also shared many expectations for the structure of the Party, Government and National Assembly after the reorganization.
"A streamlined, less cumbersome apparatus will reduce the burden on the State budget, create more favorable conditions for people and businesses in carrying out procedures, and help people avoid being bothered and harassed by the multi-layered apparatus as before," said Mr. Tuc, adding that the policy of streamlining the apparatus has been expected and desired by the people for a long time.
He commented that the new apparatus after initial arrangement has ensured streamlining, reduced intermediaries, reduced contacts and promoted decentralization and delegation of authority, with the clear principle "one job is assigned to only one person and one person can do many jobs, whoever does the best job is assigned".
"With this principle, there will be no more stories of collective responsibility, but clearly defined individual responsibility to improve the efficiency of each cadre's work, limit the situation of pushing and avoiding work, and also reduce negativity," Mr. Tuc stated his opinion.

With this initial streamlined apparatus, Mr. Tuc hopes that in the coming period, we will not have to worry about the fact that 70% of the State budget must be spent on the apparatus, while resources for investment and development are very limited.
"In the future, with a streamlined apparatus, we will have more budget resources to spend on development investment goals, promoting the country's rapid and sustainable development," Mr. Tuc stated his opinion.
With the drastic approach of "running and lining up at the same time" as recently, he suggested that we should learn from experience while doing things, not follow a movement, because the arrangement of the apparatus is related to organization and people, so we must be very careful.
Mr. Tuc also appreciated the fact that many cadres and leaders in units and localities voluntarily asked for early retirement to create conditions for restructuring the apparatus.

Affirming that he rarely feels a new spirit of determination like this period, Mr. Tuc expressed his confidence in the revolution of streamlining the apparatus that General Secretary To Lam launched, a revolution that takes place very quickly, very intensively, in a very short time but full of determination and spirit.

Vice Chairman of the Committee for Culture and Society Ta Van Ha also affirmed that the new apparatus structure of the Government and the National Assembly after the rearrangement will certainly operate better and more effectively due to the reduction of overlaps, duplications and inadequacies in the performance of functions and tasks of the agencies.
"As General Secretary To Lam once said, only when the apparatus is streamlined can the country take off," Mr. Ha shared, adding that if 70% of the budget still has to be spent on the giant apparatus as before, there will be no more funds for investment and development, and thus, the country cannot take off.
Along with the new streamlined apparatus, the delegate suggested streamlining the payroll and improving the quality of the staff.

"When the apparatus is more compact and the number of people is reduced, each cadre has to take on more work. Therefore, it is necessary to choose people with enough capacity, qualifications and qualities to handle that amount of work," Mr. Ha stated his opinion.
From another perspective, the Vice Chairman of the Committee for Culture and Society acknowledged that the officials who voluntarily asked to retire early to facilitate the restructuring of the apparatus were also a very commendable sacrifice.
"They quit not because they are weak or forced to quit, but because they want to leave for the common cause. They want to give back opportunities, responsibilities and trust to those who stay, so the remaining staff in the system must also consider that as motivation to work better, more effectively, worthy of the sacrifice and trust of those who voluntarily quit," said Mr. Ha.
Besides, he emphasized the need to ensure policies and regimes for officials who voluntarily resign, and for those who continue to stay and contribute to the system.
With the new apparatus after the arrangement, Mr. Ha assessed that the "refined, compact, and lightweight" will bring efficiency, effectiveness, and efficiency in reality, and first of all, the people will benefit from a less cumbersome apparatus.
"The handling of people's procedures will certainly be faster, without being segmented or having to go to several places to complete a procedure. As before, there were 17 agencies in charge of children's issues, but when a problem arose, no one took responsibility.
