The new Government apparatus after streamlining and merging ministries has gone through the most important period with the first working week going according to plan and opening up new expectations.


When the Central Committee takes the lead

Since March 1, 2025, the Government apparatus after the arrangement, streamlining and consolidation of ministries has come into operation. The structure of the number of Government members for the 15th National Assembly term includes 25 members. The organizational structure of the Government includes 14 ministries and 3 ministerial-level agencies.

Specifically including: Ministry of National Defense, Public Security, Foreign Affairs, Home Affairs, Justice, Finance, Industry and Trade, Agriculture and Environment, Construction, Culture - Sports and Tourism, Science and Technology, Education and Training, Health, Ethnicity and Religion, State Bank of Vietnam, Government Inspectorate, Government Office.

The fact that the ministries' agencies have come into operation as planned, ensuring continuity in state management, clearly shows the spirit of "The Party has directed, the Government has agreed, the National Assembly has agreed, the people have supported, the Fatherland has expected, then only discuss action, not retreat".

This is truly a drastic step of our Party and State in restructuring the State apparatus, aiming to implement the Party's policy on comprehensive innovation and reform, reorganizing the apparatus of the political system in the direction of "refined, compact, strong, effective and efficient operation", with the spirit of "the Central Committee being exemplary and taking the lead".

At the same time, ensuring that in accordance with the spirit pointed out by General Secretary To Lam, " to achieve strategic goals, not only requires extraordinary efforts, outstanding efforts, but also does not allow us to be slow, lax, inaccurate, unsynchronized, or uncoordinated in every step; to do so, it is necessary to urgently carry out a revolution in streamlining the organization and apparatus of the political system...".

Solving the “chicken and egg” problem

It can be seen that the goal of the ministry merger is to help streamline the administrative apparatus, reduce overlap, increase management efficiency and save budget. At the same time, it helps improve operational efficiency to focus resources to solve larger problems, avoiding resource dispersion. In particular, it helps improve public services by simplifying administrative procedures, reducing processing time for people and businesses.

The benefits of streamlining the apparatus are very clear. The most obvious point is to reduce the burden on the budget, have resources to invest in important areas such as education, health, infrastructure or transfer to social security programs, directly serving people's lives. The Politburo's recent decision to exempt all tuition fees for students from kindergarten to high school nationwide, with implementation starting from the beginning of the new school year 2025 - 2026 (September 2025) is a typical example.

Experts also pointed out many other potential benefits from streamlining the apparatus with the consolidation of ministries. These include reducing operating costs due to reducing the number of agencies and personnel. Focusing resources on priority areas, improving work efficiency.

In particular, it minimizes the overlap in functions and tasks of some sectors and fields that are not clearly managed or the separation in the process of handling specific issues. Figuratively speaking, it is a move to thoroughly resolve the “chicken and egg” problem, that is, who and what do first, who and what do later, leading to a situation of shifting responsibility and waiting for each other.

It is impossible to distort the major policy of merging and streamlining the apparatus.

The streamlining of the apparatus according to Resolution 18-NQ/TW is a major policy of our Party and State, with clear goals, principles, roadmap, and drastic actions of the entire political system in the spirit of the Central Committee setting an example, which has received high consensus from the people of the whole country. Here, in sync with the roadmap for streamlining the apparatus are a series of social policies that both ensure humanity and do not let talented and dedicated personnel miss out to continue to promote their ability to contribute. This is truly a revolution that requires each Party member, cadre, civil servant, and public employee to uphold their responsibility, be a pioneer and exemplary role model for the development of the country and the expectations of the people.

As usual, whenever the country is at a time when it is implementing major policies of the Party and State, hostile and reactionary forces raise their heads and spread anti-government rhetoric. This time, by taking advantage of social networks, they continuously "post" and "discuss" that the streamlining of the apparatus from the Central to local levels is essentially to "express the "subjective will" of individuals in order to "score points" or "eliminate opponents", because for many years, the apparatus "has remained the same", only being streamlined when a new leader has recently arrived". There is also the argument that "the more streamlined, the more bloated" (!).

In fact, those "arguments" are full of nonsense, and they do not fool anyone. The streamlining of the apparatus from the central to local levels has been carried out by our Party and State for many years to suit the development context of the country, ensuring the principle of "Party leadership, State management, People's mastery".

The new point in this round of streamlining and merging ministries is that the Central Government takes the lead, sets an example, and at the same time has appropriate, public, and transparent solutions for the transitional period so that each locality and base can move and participate in a synchronous and drastic manner.

The arguments of reactionary and hostile forces cannot fool anyone, and even less can they destroy the people's trust and consensus with the policies of the Party and the State. The more they sabotage, the more their true faces are revealed because in today's information technology era, the policies of the Party and the State can quickly reach all people. From there, there will be no "lowlands" or "gaps" in information, creating room for fake news or distorted arguments to arise or opportunities for those who seek to "fish in troubled waters".
