Kinhtedothi - Deputy Prime Minister Tran Hong Ha has just signed Document 227/TTg-CN on ensuring traffic order and safety in 2025.

Considering the proposal of the National Traffic Safety Committee on ensuring traffic order and safety in 2025; at the same time, to continue effectively implementing Directive No. 23-CT/TW dated May 25, 2023 of the Central Party Secretariat on strengthening the Party's leadership in ensuring traffic order and safety in the new situation to achieve the goal of curbing and reducing traffic accidents set by the Party, National Assembly and Government in 2025, Deputy Prime Minister Tran Hong Ha - Chairman of the National Traffic Safety Committee has the following comments:

Ministries, branches and localities proactively follow the provisions of the Law on Road Traffic Order and Safety and the Road Law, the Party's Directives, the Government's and the Prime Minister's directions on ensuring traffic order and safety to develop plans to ensure traffic order and safety of ministries, branches and localities, ensuring that they fully reflect the tasks that need to be performed according to assigned functions and tasks, and that the solutions are feasible and effective, with preliminary and final summaries and assessments using specific criteria.

In particular, the Ministry of Public Security shall preside over and coordinate with relevant agencies to develop a draft Directive to strengthen the effective implementation of new regulations in the Law on Road Traffic Order and Safety, and submit it to the Prime Minister before March 31, 2025.

Continue to strictly implement the provisions of Decree No. 168/2024/ND-CP, Decree No. 151/2024/ND-CP and the provisions of relevant legal documents to form the habit of complying with the law on road traffic, restore order and discipline in ensuring traffic order and safety, determine the highest goal of reducing damage to people's lives, health and property, determine that people's security and safety must be put first; the police force is the core, advising Party committees and authorities at all levels to strengthen the dissemination of the provisions of Decree No. 168/2024/ND-CP so that people know, comply with and support the activities of functional agencies.

Grasp the actual developments and have solutions to handle existing problems and difficulties for people and businesses in the process of implementing legal documents on traffic order and safety; monitor, urge, summarize and summarize the Prime Minister's Directives on ensuring traffic order and safety assigned and propose directions for implementation in the coming time.

The Ministry of Public Security shall preside over, together with the Ministry of Transport, review, evaluate and propose to improve the model of the National Traffic Safety Committee and the Traffic Safety Committees of provinces and centrally run cities in accordance with the requirements in the new situation, and report to the Prime Minister in the first quarter of 2025.

When a particularly serious traffic accident occurs, within 02 hours at the latest, a prompt report must be made to the Prime Minister on the initial cause, the rescue situation, and overcoming the consequences of the accident; at the same time, propose contents for the Prime Minister to direct relevant ministries, branches, and localities to continue visiting, encouraging, rescuing victims, and overcoming the consequences of the accident.

Urgently complete the project to reorganize the Traffic Safety Committee

The Ministry of Transport focuses on effectively implementing the Road Law and the Law on Road Traffic Order and Safety. At the same time, it focuses on developing/adjusting the Laws on Railways, Maritime, Inland Waterways, and Aviation.

Continue to complete and legalize regulations, standards, and planning on ensuring traffic order and safety, such as: traffic corridors, infrastructure design, traffic structures, warnings, signs, means of transport, etc.;

The Ministry of Transport, together with the Ministry of Public Security and relevant agencies, urgently completes the project to strengthen the National Traffic Safety Committee and the Traffic Safety Committees of provinces and centrally run cities.

Ministries, branches and localities, according to their assigned functions and tasks, focus on integrating a number of tasks into the plans of ministries, branches and localities, focusing on a number of key tasks as follows:

In addition to identifying the direct cause and handling the responsibility of individuals/organizations related to traffic accidents, it is necessary to analyze the indirect causes and root causes (especially reviewing the shortcomings in legal regulations) leading to traffic accidents to prevent similar traffic accidents in the future.

Focus on proposing and implementing solutions to sustainably reduce traffic congestion in large cities and urban areas, with special attention paid to reviewing and recommending amendments to legal regulations that are the cause of high population density in narrow areas, causing great pressure compared to the response capacity of the transport infrastructure system; suspended urban planning, high construction density; low road density and static traffic, limited public and non-motorized transport, and multimodal transport connections.

Improve traffic safety for school age children

Continue to persistently and synchronously implement solutions to ensure traffic safety for school children, including topics on detecting and handling violations of traffic order and safety by school-age children, traffic safety education for school children; not giving vehicles to unqualified children; regulations and instructions on procedures for picking up and dropping off children and procedures for managing students at all levels to improve traffic safety for school-age children.

Strengthening solutions for traffic safety management and driver management at transport business units, including sharing information in managing driver health examinations, managing drug-using drivers, clarifying the responsibilities of transport enterprises in implementing regulations on ensuring traffic order and safety and the responsibilities of enterprises when traffic accidents occur; implementing according to authority the placement of maximum operating speed signs for road vehicles in the area to ensure smooth operation of four-wheeled motor vehicles, maintaining security, order and traffic safety in accordance with the provisions of law.

Continue to carry out patrolling, controlling and handling violations throughout the program to reduce high-risk behaviors leading to traffic accidents and causing serious consequences when traffic accidents occur (using drugs, alcohol or prohibited substances while driving, violating speed regulations, not obeying traffic light signals, driving in the wrong direction, not wearing a helmet when riding a motorbike, not wearing a seat belt in a car, using a phone while driving, overloading, etc.); resolutely and strictly handle violations of the law on road traffic order and safety in accordance with the provisions of Decree No. 168/2024/ND-CP and related regulations.

Urgently review and complete the requirements for developing traffic infrastructure according to authority, focusing on reviewing, fixing, and organizing reasonable road signaling systems, installing additional guidance signs, marking lines to divide lanes, road sections, etc., repairing and fixing traffic light systems, restoring or expanding the traffic light countdown clock system; organizing overall traffic flow in cities and large urban areas to avoid the situation of "handling this place, it arises in another place"; ensuring urban order, handling encroachment on roadsides, sidewalks, and illegal parking that obstructs and causes traffic jams.

Persistently propagate to change awareness and behavior in traffic participation, build a culture of safe traffic; innovate methods and improve the effectiveness of communication on traffic order and safety; focus on implementing propaganda work well, orienting press agencies to promote active and effective propaganda of the Law on Road Traffic Order and Safety and Decree No. 168/2024/ND-CP on building discipline and order in road traffic activities, not allowing them to be exploited or distorted.

Review and evaluate the responsibility of each locality and each field for increasing traffic accidents.

For provinces and cities with high traffic accidents in 2024, it is recommended to organize a review and assessment of the responsibility of each locality and each field for the increase in traffic accidents, attach responsibility to the head in ensuring traffic order and safety; include the content of ensuring traffic order and safety in monthly meetings of Party committees, People's Councils, and People's Committees at all levels to analyze, review and propose solutions in the locality.

Regarding the activities of the National Traffic Safety Committee: During the period of not yet completing the organization and activities of the National Traffic Safety Committee according to new regulations, the National Traffic Safety Committee and the Traffic Safety Committees of provinces and centrally-run cities continue to operate according to current regulations to ensure stable inter-sectoral coordination and maintain traffic order and safety.

Ministers, Heads of relevant agencies, Chairmen of People's Committees of provinces and centrally-run cities shall seriously and effectively implement this directive; develop a specific plan before March 31, 2025 for implementation; periodically report the results every 6 months to the National Traffic Safety Committee for synthesis and reporting to the Prime Minister./.
