The Provincial Party Committee and People's Committee of Hung Yen province are resolutely directing departments, branches and localities to speed up site clearance work to implement construction and early completion of key infrastructure projects and major traffic projects.
According to the report of the Steering Committee for key projects of Hung Yen province, up to now, the province is implementing 2 major traffic projects and 7 industrial cluster projects, 1 traffic project is preparing to be implemented.
The Ring Road 4 parallel road project has basically completed the foundation in the sections where the land has been handed over. The contractor is currently laying asphalt concrete on the surface.
Of which, the investment project to build Ring Road 4 - Hanoi Capital Region through Hung Yen province has a total investment of 5,244.5 billion VND. The project is divided into 2 components including project 1.2 compensation, support, resettlement (3,739.9 billion VND) and project 2.2 construction of parallel roads, urban roads (1,504.6 billion VND).
To date, localities have handed over 25.84km of construction sites. The length of land that has not been handed over is 7.81km.
On the route, the contractor Lizen Joint Stock Company (the sole contractor of the project) mobilized 32 engineers, 176 workers, and machine operators, organized into 8 construction teams. On the route, 2 bridge locations, 39 cast-in-place box culvert locations, 58 precast box culvert locations have been deployed... The output value to date is estimated to reach 35% of the total construction value of the project.
After 7 months of implementation, the Tan Phuc - Vong Phan road project has achieved an output value of up to 46.7%.
The Tan Phuc - Vong Phan road project (transferred to DT.378) is 29.2km long, started in July 2024, with a total investment of VND 2,900 billion. Currently, localities have basically completed the site clearance (GPMB) of agricultural land and public land and are implementing GPMB for residential land and cemetery land.
The consortium of 4 contractors is arranging 11 construction projects with a total implementation value of 957.27/2,049 billion VND, equivalent to 46.7%.
Both the Ring Road 4 parallel road and Tan Phuc - Vong Phan road projects are targeted by investors and contractors to exceed schedule and finish before September 30, 2025.
In addition, Hung Yen province is preparing to start a project to build a road connecting cultural heritage, tourism and economic development along the Red River with a total investment of nearly 10,000 billion VND.
Up to now, the basic project preparation steps have been completed, the Department of Construction Investment Management (Ministry of Transport) has announced the project appraisal results in Official Dispatch No. 147/CQLXD-DAĐT1 dated January 18, 2025. On February 17, 2025, the People's Committee of Hung Yen province approved the project in Decision No. 387/QD-UBND. It is expected that this project will start construction in mid-March this year.
The project to build a route connecting cultural heritage, tourism and economic development along the Red River with a total investment of nearly 10,000 billion VND is expected to start construction in mid-March 2025.
For 7 key industrial cluster projects in Hung Yen province that are being implemented, 4 projects have completed site clearance from 80% to nearly 93%. Of which, Kim Dong Industrial Cluster Project has achieved 92.7%. The investment project to build a housing area for low-income people in Yen My II Industrial Park has issued a notice to reclaim land from 575 households with an area of 23.37 hectares. The remaining area of 7.53 hectares of land managed by the Commune People's Committee is making detailed extracts to submit for issuance of a notice to reclaim land.
Under the strong leadership and direction of the Provincial Party Committee Standing Committee, the Provincial Steering Committee, Party committees and authorities at all levels, along with the active participation of the entire political system and the support of the people, the work of site clearance and implementation of key projects has had many positive changes. However, there are still projects that have not met the requirements for site clearance.
At the meeting of the Steering Committee for key projects in Hung Yen province for the period 2021-2025 on February 21, Secretary of the Provincial Party Committee Nguyen Huu Nghia requested: Members of the Provincial Steering Committee promote a sense of responsibility, take the lead and set an example together with the Provincial Steering Committee to focus on leading and directing to accelerate the progress of implementing key projects and works of the province.
Districts, towns and cities urgently complete the 2025 land use plan dossier and send it to the competent authority for appraisal and submit it to the Provincial People's Committee for promulgation to carry out the next land procedures of the project. At the same time, strengthen the management of projects subject to land reclamation notices to prevent illegal planting of trees and crops for profit.
Secretary of the Provincial Party Committee Nguyen Huu Nghia also emphasized that 2025 is a year of acceleration and breakthrough with many key tasks that the Provincial Party Committee and Provincial People's Committee must focus on leading and directing the implementation. Among them, there is the goal of striving for an economic growth rate of 10-10.5% and promoting the progress and efficiency of public investment.
